The first three cable systems didn't carry any Lower 48 independent superstations other than WGN and TBS. I think by this point, they were both really cable channels, not the WGN Chicago or WTBS Atlanta you'd see over the air in those cities. They didn't offer KTLA Los Angeles or KWGN Denver, two of the popular Western superstations.

Then you have Seward Cablevision which doesn't offer any commercial TV stations from Alaska. It gets CBS, NBC and KWGN from Denver. (What is KIMO, the ABC affiliate? Denver's ABC station is KMGH, previously KLZ-TV.) From Alaska, Seward only offers Alaska PBS and an Alaskan rural service. No stations from Anchorage, Fairbanks or Juneau.

And if you're getting several stations via satellite from Denver, how about the Denver PBS station, KRMA? If that's not available, why not another PBS station that's on satellite? KCTS Seattle and WTVS Detroit are seen all over Canada via satellite.
 
KIMO is now KYUR, the ABC affiliate in Anchorage. Seward was 77 miles from Anchorage. There may have been mountain blockage, thus the Denver stations 2 hours ahead of AKST (pulled in via the dish). Strangely, according to the TV Factbook (worldradiohistory.com), KTUU had a translator in Seward, but the cable didn't pull it in. They had an ARCS/RATNET translator on channel 3 analog, which is what was carried on cable 3 as well.
And Seward got *WGN*, not KWGN.
