Another Blizzard/NFL Playoff

A dome isn't as much of an issue as the location of the stadium. Putting it in an area that regularly gets hit by lake effect snow was short-sighted initially. Doing it again seems foolhardy, but it was the least expensive choice.
When The Bills had really good teams in the early 90's, Buffalo was hemorrhaging population. I'm not sure there is any connection between a good local economy and whether a team is losing or winning. Dallas hasn't won a Super Bowl in almost 30 years, but that area is booming.
The Panthers haven't won much, but Charlotte has seen huge growth in the past 20 years.

The fragile psyche and obsession with the Bills is not healthy. Buffalo and the Niagara Falls region offer many other things. The new stadium deal is bad, no way to spin it. An open air stadium that will only be used maybe 15 times a year is an albatross...

Surely it will host plenty of concerts from late spring through early fall, won't it?

The Pegulas are a lot more interested in hosting stadium shows than previous team owners. Some of the issues had to do with the damage to the field and its underlayment, depending on the event. I'm not sure that concern will go away completely since the new stadium will have a natural grass field, but the planning to make that viable in a cold weather stadium will certainly take that into account. The plans for the new stadium also include considerable development in the stadium area, something that was expected to happen "organically" around the old stadium. The new design incorporates more features that make it a destination on days other than game days. How well that works out remains to be seen.

Plenty of concerts? Not sure how many dates a year you can book outdoor stadium tours. In Philly between Lincoln Financial Field (Eagles) and Citizens Bank Park (Phillies) I’d estimate they are booked a dozen dates a year for concerts, a few more dates if you add soccer matches.
