Another FCC Freeze

The FCC put another freeze into effect, Thurday June 9th. This time it is a freeze on changing The Table of Allotments for FM. The FCC is going to try and make changing the City of License for both AM and FM a minor change and not go through what has routinely become a a five year or more chess game for the FM Table of Allotments. The Regs at this time you must wait for a Major Modification Window for AM to change the City Of License. It is not unusual for there to be a three to five year gap between those Major Modification Windows.

The FCC is so back logged on everything that simple Minor Modification changes that use to take three months are now taking over a year. The FCC has barely gotten into the Major Modifications from the window 18 months ago for AM. The great Translater Window of 03 hasn't even scratched the surface in Texas, and all the Translater apps are frozen at this time. The FCC has been getting a month further behind every week. It's about time that the FCC tries and make the Rules and Regulations more managable.

There was no date given for how long the FM Table of Allotments are frozen. It could be some time though. I don't know what will happen to those apps already in the system to change the Table of Allotments.

At this time there are four changes that have been approved, but not yet released in the FM Table of Allotments for metro Houston. KQQK 107.9 moves from Beaumont to Dayton, even though Liberman no longer wants that to happen and has a letter on record with the FCC that he will not apply for the station if it is moved to Dayton. The FCC has moved it to Dayton, wonder what Liberman will do? I can not picture him not applying for and keeping KQQK. The second is KFNC 97.5 from Beaumont to Mont Belvieu, in third place is KKHT 100.7 moves from Winnie to Lumberton and fourth is KPTI 105.3 moves from Sand Dune, TX to Winnie to replace KKHT. The is also a request to have KOVE 106.5 Galveston downgraded to a Class C0 from a C. If Univision is interested in keeping that Class C status, I would recommend that they apply for a tower of 451 meters ASAP.
