Another Urban AC option for ignored radio markets

I was thinking of some cities that are devoid of an Urban AC format that radio ownership groups don’t see as feasible options like Denver, Phoenix, San Antonio, Omaha, Pittsburgh & Wichita. Seems to me, non-profit stations are the only options. Aside from being able to get their hands on an available frequency, does anyone think the model of KMJC, a non-profit FM station in Des Moines, Iowa (of all places) could work? KMJC uses some urban syndication heard on a lot of Urban AC’s around the country like Tom Joyner and Michael Baisden, and “The Touch” music radio from Citadel Media. Your thoughts.
