Antenna Question

I was visiting Philadelphia on Saturday and walked through Center City. I know the tower atop the PSFS Building was built for WCAU-TV in 1947 prior to their moving to Roxborough. I noticed, however, that there are some FM bays on the tower.

I think the 97.1 translator is up there, but this was a full FM antenna, not a translator antenna. Could it be someone's backup?
 
Random rant for you: There were plans to construct a Low-Power television station on the PSFS building in 2021. But, why/how in the world would they choose CHANNEL SIX and expect the FCC to pass it through? WPVI is on channel 6!

Maybe all they care about is being on 87.7 FM.
