Antenna TV schedule: Are there two different feeds?

I live by Phoenix Metro but I have been able to pull in KGUN 9 Tucson. 9.3 is Antenna TV, as is 15.2 here in Phoenix. One night I saw The Jeffersons on 9.3 but there was a different show on 15.2. The same Jeffersons episode came on 15.2 three hours later.
Does Antenna TV have east and west feeds like HBO, and if so, does the primary station decide which feed to air?
 
It's time-shifted by KNXV. I'm surprised that KGUN (which is co-owned with KNXV, by Scripps) doesn't do the same for the Tucson-area viewers on its Antenna TV feed.

I live in Los Angeles, but I have family in the Phoenix metro, so I always sample the locals while I'm in town. I've definitely noticed the difference--our local Antenna TV affiliate (KTLA 5.2) airs the programming as the same time coast-to-coast as everywhere else around the country, including Tucson. Most of the MeTV affiliates in the Mountain and Pacific time zones time-shift its feed to match Eastern/Central time.
