Any Emigres from the ex-Soviet Bloc able to answer this question?

Since a large number of people have come to the US from the former Soviet Bloc since the fall of the Iron Curtain, I was wondering of any of them are out there and can answer this question.

When it comes to jamming a radio signal so that it is so totally mangled, nerve-wracking and unintelligible that the listner just gives up and chucks his radio out the nearest open window, which is more effective? The half-million watt transmitters in Krasnoyarsk, USSR that used to transmit static, beeping, warbling, and mangled Russian words played backwards on a turntable, or IBOC? ???
