Although LA Metro has only 7-8% African Americans, I think a well programmed and marketed Urban AC could do well here. Since the majority of African Americans in this market are concentrated in central LA county, one does not even need a "full Wilson" signal to serve the African American community. I enjoy listening to KJLH but I get the feeling it is run more like a hobby than a business. If a larger company, such as CBS, bought it, or a similar signal, and used the cost savings (vs. the cost of a full Wilson signal) towards marketing/promotions, an Urban AC should be able to pull at least a 2.0 share 6+ and perhaps even more 25-54.
There's zero growth for black radio in Los Angeles because blacks are not increasing in their percentage in Los Angeles. Many areas of South Central Los Angeles (I am not PC), that were once dominated by blacks, are now dominated by Latinos, both legal and illegal. Black radio is facing, even worse so, the same problems white dominated formats, such as AAA, Country or even Classic Rock, face in this city. There's little upside unless they are the only niche station. Right now, either KDAY or KJLH must go.

Blacks have been moving outside of their traditional center core in Los Angeles, to places like San Bernardino, Riverside, Moreno Valley, Palmdale or even the San Fernando Valley or outside of California so the future doesn't look good for a station such as KJLH or even KDAY where their signal doesn't cover those areas or cover them well.

Urban AC won't work in this town anymore unless it broadens its appeal to many ethnicities, not just blacks. About as good as you're going to get is something like Hot 92.3 and it's trying to broaden its appeal right now.
 
Whether it's NYC, LA or Milwaukee, it always intrigues me to hear about "Hot Talk getting younger demos." It would help if the people on the air actually were in the demo and had something to say rather than 40+ old burn outs spewing the same burp 'n fart toilet humor.
