I'm curious, how many broadcasters have been busted for power levels of 10mw or 100mw or for that matter 1 watt of power on the FM band? Most of the FCC busts are for power levels of 5 watts and up or serious power levels, but as you see 100 watts in Olympia, WA. is doing OK, and snubbing it's nose at the FCC... so really how many people on this board can attest to any bust or the FCC asking the accused to lower or turn off it's transmitter?
