Every year I go in for my free preventive physical. This year I called for an appointment, and was told there was a 6 month wait.
Are you in an area where there is a high concentration of undocumented immigrants? That is likely why.
Emergency surgery takes precedence and any elective work has a wait. That's not Canada, but the US.
However, when the emergency surgery candidates (or "victims") are over half illegal immigrants, it is the rest of us who pay with our time and health. Of course, I am only about a hundred miles from the Mexican border, and the market is over 50% Hispanic (including us) so this is often a first stop by people with relatives here. But they get sick too... and often have untreated conditions from Mexico which has "universal health care".

What do any of the recent posts have to do with broadcasting?
