Application For WEVS Approved...Will It Be Built?

It seems that there's been an application for a non-comm at 88.3 in Nashua for TEN years. Now, the FCC has approved a modification of the application. Does this mean it will FINAALLY hit the airwaves? Will it rebroadcast WEVO and replace the translator at 90.3?
