Arbitron and cell phones

Please tell me this isn't true, but I heard that Arbitron can't use anyone who is cell phone exclusive (as in, phased out their home land line)Is that true?

That must kill the 18-34 sampling rates.

I'm guessing 80% of people in that range own some sort of a cellphone.

My guess is yes if that is true. Actually those numbers would be kinda useless.

Arbitron uses RDD in cell phone prefixes to recruit. Has done this with unlisted phones for years.
