Arbitron only does single line reporting if the station elects to have this implemented, or, otherwise, each is reported separately. To qualify, the station must be a 100% fulltime simulcast.
As far as I know, so far only KRCD/V have elected to do this, although KBUE/A/KEBN is apparently going to do it also.
In any case, the Santa Monica signal is close to missing the MRS itself... I do not think two stations in simulcast where neither make the book would qualify.
