Are Some Station REQUIRED to Run Rush Repeats?

I believe I've read somewhere that, as a part of their contractual agreement with Rush Limbaugh's syndicator, some stations are REQUIRED to run repeats of his show on weekends. What brought this to mind was something I noticed while WLLH-AM 1400, Lowell&Lawrence, MA was broadcasting an unmodulated carrier: I could get WEGP-AM in Presque Isle, Maine, even at midday Saturday and that station had a Rush repeat on. I suppose a really small operation like WEGP isn't going to turn around and put on a local show then, but other stations might want to carry something else, even (shudder) Todd Feinburg, whose show on the weekends is at least live.
 
I don't know if they're required but WRKO used to do Rush repeats at midnight, I believe (maybe even
Howie Carr repeats after that). And WBAL used to re-run Rush at midnight, though that ended of
course when he went to WCBM.
