Arizona TV Station Update - April 2014

New licenses

  • K39FC 10.x East Flagstaff (NW Communications of Phoenix, Inc.) has applied for a license to cover its flash cut to digital. As a KSAZ-TV translator, the station should be virtual channel 10, but it is unknown how the subchannels will show up, as K48GI Flagstaff has also flash cut to digital and is also a KSAZ-TV translator. Technical specifications: Ch 39; TL 35-14-26 N, 111-35-48 W (Mt. Eldon); ERP 0.7 kW directional; HAAT 578 m.
  • K48GI 10.x Flagstaff (NW Communications of Phoenix, Inc.) has applied for a license to cover its flash cut to digital. As a KSAZ-TV translator, the station should be virtual channel 10, but it is unknown how the subchannels will show up, as K39FC East Flagstaff has also flash cut to digital and is also a KSAZ-TV translator. Technical specifications: Ch 48; TL 35-14-34 N, 111-36-40 W (Mt. Eldon); ERP 1.44 kW directional; HAAT 559 m.
  • KTVW-CD 6.x (27) Flagstaff (KTVW License Partnership, G.P.) applied for and has been granted a license to cover maximization of its facilities. Technical specifications: Ch 27; TL 34-58-6 N, 111-30-34 W (Mormon Mtn.); ERP 15 kW directional; HAAT 461 m.
  • K07OJ-D 10.x Snowflake (NW Communications of Phoenix, Inc.) applied for and has been granted a license to cover its flash cut to digital. Technical specifications: Ch 7; TL 35-14-26 N, 111-35-48 W (Porter Mtn.); ERP 0.7 kW directional; HAAT 578 m.
  • K43IE-D 10.x Williams (NW Communications of Phoenix, Inc.) applied for and has been granted a license to cover its flash cut to digital. Technical specifications: Ch 43; TL 35-14-34 N, 111-36-40 W (Bill Williams Mtn.); ERP 1.44 kW directional; HAAT 559 m.

Programming changes

  • KNXV-TV 15.x Phoenix (Scripps Media, Inc.) has begun airing Antenna TV on channel 15.2.
  • KTAZ 39.x Phoenix (NBC Telemundo License LLC) has begun airing Cozi TV on channel 39.3.
  • KHRR 40.x Tucson (NBC Telemundo License LLC) has begun airing Ion Television on channel 40.3. There are reports that the feed is down already.
  • KAET 8.x Phoenix (Arizona Board of Regents for ASU) has dropped the two subchannels that had been artifacts of Update TV. Depending on the tuner, the artifacts formerly displayed on channels 8.11 and 8.12, on channels 8.5 and 8.6, or not at all.
  • KPHE-LD 44.x (16) Phoenix (Lotus TV of Phoenix LLC) has dropped the duplicate airing of Telemax, has moved SmartLifestyle TV from channel 44.3 to 44.2, has moved The Family Channel from 44.4 to 44.3, and now shows only 3 subchannels in the transport stream, although a TV scan still picks up 4 subchannels.
  • KBLR 39.x (40) Paradise NV (Telemundo Las Vegas License) has begun airing ION Television on channel 39.3.

Transactions

  • KTUD-CD 25.x (20) Las Vegas NV (Vegas TV LLC) is proposed to be sold from Vegas TV LLC, under management of Chapter 7 trustee Brian D. Shapiro, to Mako Communications LLC, for the amount of $65,000. The sale has the approval of the Bankruptcy Count and if approved by the FCC, it will give Mako a fourth station in Las Vegas. It may also save a low-power broadcast station.

Construction permits and STAs granted

  • K19IP-D Flagstaff (Luke Skelton) has been granted an amendment to its original construction permit to allow it to broadcast from a tower on Devils Head Peak instead of on TV Hill, which was authorized in the original permit. Technical specifications: Ch 19; TL 35-14-30 N, 111-36-36 W (Mt. Elden Devils Head Peak); ERP 1 kW directional; HAAT 539 m.
  • K19IP-D Flagstaff (Luke Skelton) requested and has been granted an amendment to its modified original construction permit, seeking to switch from an ERI 4-bay wide azimuth pattern transmitting antenna to an 8-bay model. Technical specifications: Ch 19; TL 35-14-30 N, 111-36-36 W (Mt. Elden Devils Head Peak); ERP 1 kW directional; HAAT 539 m.
  • K50LV-D Prescott (Luke Skelton) requested and was granted Special Temporary Authority to broadcast on channel 32, as requested in a displacement filing in March 2014. The station has been assigned a temporary call sign of K32LO-D. Technical specifications: Ch 32; TL 34-29-25 N, 112-31-57 W (Mt. Francis); ERP 1.2 kW directional; HAAT 487 m.

Applications filed / STAs requested

  • KTUD-CD 25.x (20) Las Vegas NV (Mako Communications LLC on behalf of Vegas TV, LLC) has requested to move its broadcast location to Mako's existing UHF array, located approx. 150' from where the authorized KTUD broadcast location stands. Technical specifications: Ch 20; TL 35-56-46 N, 115-2-34 W (Black Mtn. Arden site); ERP 15 kW directional; HAAT 547 m.
  • KTUD-CD 25.x (20) Las Vegas NV (Mako Communications LLC on behalf of Vegas TV, LLC) has filed for Special Temporary Authority to get immediate clearance to do the work specified in the previous application. Mako justifies its request by pointing out that GC Investments, the previous owner of the station who filed for Chapter 7 bankruptcy, completely stripped the station of its assets, leaving the trustee, Brian D. Shapiro, unable to operate the station, which is necessary for the station to apply to renew its license by June 1.
  • KVTE-LP 35 Las Vegas NV (Mountain Ridge Holdings, Inc.) requested and was granted a construction permit to locate its antenna atop the Bank of America building at 6900 Westcliff Dr., near US-95 and Rainbow Blvd., even though the application cited a brake repair shop on Charleston.
  • K27MK-D 4.x St. George UT (Southwest Media LLC) requested and has been granted an extension of its STA to operate a translator of KCSG 4.x (14) Cedar City UT, serving Santa Clara and Washington UT.

Canceled, Denied, Dismissed, Expired or Expiring

  • KVTE-LP 35 Las Vegas NV (Mountain Ridge Holdings, Inc.) requested that the FCC cancel an application to locate its antenna atop a building on Convention Center Dr.

License Renewals

Arizona, Nevada, Utah and New Mexico licenses expire October 1, 2014; California licenses expire December 1, 2014. October stations must file license renewals by June 1, 2014, and December stations by August 1, 2014. The following stations have already filed license renewal applications:

Dave, thanks for all the time and effort you expend bringing
us these updates. They are much appreciated! K30JD-D,
atop Mt. Francis here in Prescott, KPHO CBS 5, performed
some technical upgrades yesterday. That should provide
a more consistently flawless picture and audio as well.
 
K32LO-D atop Mt Francis, in Prescott is up and running. They are telecasting
in S.D. 4x3 with GoodNewsTV on 32.1, GNTVLT on 32.2 (spanish), Prclaim on 32.3
and K32LO-D on 32.4 which seems to be the same as 32.2. Tried to get K19IP-D
from Flagstaff but either the signal is too weak or they are not yet on the air.
I receive most Flagstaff translators without any problems.
 
Thanks for the info, Joe. I really appreciate your input, as I don't have the opportunity to travel the state as I used to. I'm guessing that GNTVLT on 32.2 and 32.4 shows a logo for Más TV in the upper right, which is their Spanish-language programming, a mixture of 3ABN Latino and Esperanza TV, the Spanish-language version of Hope Channel. In Phoenix, the Arizona Conference of Seventh Day Adventists lease space on one of Mako's pay-to-play channels. Good News TV appears on 22.1 with Más TV on 22.2 and 22.4. I'm surprised they haven't tried to lease 22.6 for Proclaim, or they could try to get put on 22.3, kicking Jimmy Swaggart's Sonlife Broadcasting Network to 22.6. They are attempting to build their own stations in northern Arizona - channel 32 in Prescott, 19 in Flagstaff, 38 in Payson, and 49 in Lake Havasu City, and are trying to lease space in Tucson, but apparently without success so far.

In other news, KPHE-LD went crazy for awhile, with 44.3 going blank and also showing up on my TV as 16.5 (RF channel actual program #), but now, Smart Lifestyle TV is back on 44.3, and The Family Channel on 44.4. Channel 44.2 is blank and 44.1 is a full-time feed of XEWH 6 Hermosillo, Sonora. KPHE used to have some local programming on 44.1, especially in the overnight hours, when XEWH sends out color bars and calls.
 
K14HC Prescott

K14HC-D, which is the only station telecasting from Badger Mtn
in Prescott, has flash cut to digital. It rebroadcast KUTP, ch 45,
MyNetwork from Phoenix in a H.D. 16x9 format. It carries
MyNetwork on.1, Movies! on .2 and Bounce on .3 It also carries
KSAZ, Fox 10 in S.D. and the subchannel seems to vary, depending
on the television and/or converter box.
 
K19IP-D Flagstaff

K19IP-D Flagstaff is up and running. They carry the same suite of religious programming as K32LO-D Prescott. All in standard definition and 4x3 ratio, they are: Goodnews TV on 19.1,
GNTVLT (Goodnews TV in Spanish) on 19.2, Proclaim on 19.3 and a repeat of Goodnews TV on 19.4. The signal reaches my area of Prescott slightly weaker than most of the others from
Flagstaff.
