Arizona TV Station Update - April 2022

New Licenses
  • KBFY-LD 41.x (2) Fortuna (KBFY LLC) requested a license to cover its displacement from its analog channel and conversion to digital, using its temporary antenna due to delays in delivery of its permanent antenna, but withdrew the application two days later. Technical specifications: Ch 2; TL 33° 3' 2" N, 114° 49' 41" W (Black Mtns.); ERP 3 kW DA HP; HAAT 380 m (1246 ft).

Technical specifications: Ch 15; TL 36° 49' 55" N, 114° 3' 34" W (Mesquite Municipal Airport); ERP 0.5 kW DA HP; HAAT -53 m (-174 ft) (17 m \[56 ft\] AGL).
Programming Changes
  • KTAZ 39.x Phoenix (NBC Telemundo) has added channel 39.5, airing Oxygen, a network formerly exclusive to cable television.
  • KGRX-LD 19.x Gila River Indian Community (Gila River Telecommunications Inc.) has resumed ATSC 1.0 broadcasting. The station airs three subchannels: channel 19.2 is Real America's Voice, channel 19.3 is Newsmax2 and channel 19.5 is The Country Network.
Transactions
  • KYMA-DT 13.x Yuma (Blackhawk Broadcasting LLC) has been proposed to be sold from CMG Media Corporation to Imagicomm Communications LLC, a subsidiary of INSP LLC. The sale is pending FCC approval. If approved, KYMA would be licensed under Imagicomm Yuma LLC.
  • KPHE-LD 44.x (16) Phoenix (Lotus TV of Phoenix LLC) has been approved by the FCC to assign its license to Gray Television. Purchase price is $1.75 million. The sale is pending consummation.
  • K18DD-D Camp Verde (George V. Young) has been granted an involuntary assignment to Estate of George V. Young, Decedant's Estate. George Young's widow, Sherry L. Young, is executrix of the estate. The transaction has been consummated.
  • K18DD-D Camp Verde (Estate of George V. Young, Decedant's Estate) has been proposed to be donated to Good News Broadcasting Network Inc. The transaction is pending approval from the FCC.
  • KDNU-LD 7.x (30) Las Vegas NV (Craig A. Ruark) has been granted its proposed assignment to LVNV Broadcasting Company LLC. The transaction has been consummated.
  • KMSQ-LD 15.x Mesquite NV (Tiny Tortoise Investments LLC) has been proposed to be sold to Center Point Broadcasting Company LLC for $25,000. The transaction is pending approval from the FCC. Of interest: Center Point Broadcasting's sole principal is Scott Centers, who is also sole principal of LVNV Broadcasting Company, who just purchased KDNU-LD Las Vegas NV. The media broker in the sale of KMSQ is Craig Ruark, the seller of KDNU. By this proposed sale, it can be safely assumed that the sale of KMSQ's construction permit, approved by the FCC in January 2021 to First Kings Broadcasting Inc., did not consummate. The president of First Kings Broadcasting is Mark Nolte, who is also president of Mountain Ridge Holdings Inc., licensee of KVTE-LD Las Vegas NV.
Construction Permits, Special Temporary Authorizations (STAs) and Tolling Requests Granted
  • KBFY-LD 41.x (2) Yuma (KBFY LLC) requested and was granted a modification to its displacement construction permit to specify its permanent antenna. The station had been requested to license the temporary antenna but has withdrawn that request in favor of licensing the permanent antenna. Technical specifications: Ch 2; TL 33° 3' 2" N, 114° 49' 41" W (Black Mtns.); ERP 3 kW DA HP; HAAT 380 m (1246 ft).
  • KJPO-LD 49.x (25) Tonopah (Iglesia Manmin Toda la Creacion USA Inc.) has been granted a Silence STA until July 7.
  • KVGA-LD 12.x Las Vegas (Digital Networks-Southwest LLC) has been gratned a Silence STA until July 23.
Construction Permits, Special Temporary Authorizations (STAs) and Tolling Requested
  • K42IQ-D Flagstaff (Edge Spectrum Inc.) has requested a further waiver of the FCC's tolling rules to allow its displacement construction permit to be tolled to July 9. Edge Spectrum cites delays in equipment delivery, technical problems with the equipment that has been delivered and having to relocate many of its stations due to expiration of tower lease contracts for the delay.
  • KMSQ-LD 15.x Mesquite (Tiny Tortoise Investments LLC) has withdrawn its request for tolling of its original construction permit due to putting the station on the air.
Canceled, Dismissed, Expired, Expiring
  • The FCC has canceled the license of KWKM-LP 10 Show Low (KM Communications Inc.) for failure to convert to digital operations. In addition, its construction permit to convert to digital on channel 13 has been dismissed and its tolling request denied, due to failure to provide specific justification to toll the construction permit.
  • The FCC has canceled the license of KWSJ-LP 12 Snowflake (KM Communications Inc.) for failure to convert to digital operations. In addition, its construction permit to convert to digital on channel 9 has been dismissed and its tolling request denied, due to failure to provide specific justification to toll the construction permit.
NextGen TV (ATSC 3.0)
  • KTVW-DT 33.x Phoenix (KTVW License Partnership GP) has been granted a modification to its license to allow it to broadcast in NextGen format. KFPH-CD RF channel 35 is the host station.
 
Transactions
  • The assignment of K14RK-D from Spanish Independent Broadcasting Network Inc. to Good News Broadcasting Network Inc. has been consummated.
Programming Changes
  • K14RK-D Phoenix (Good News Broadcasting Network Inc.) has changed from virtual channel 38 to actual channel 14 and has replaced the former lineup with Good New Broadcasting Network's own lineup:
    • 14.1 GNTV (3ABN / Hope Channel mix)
    • 14.2 GNTV Latino (3ABN Latino / Esperanza mix)
    • 14.3 GNTV Kids
    • 14.4 GN Music
    • 38.7 Nightlight channel airing GN Music and notifying viewers that they can now be found on channel 14.
Note: GNTV and GNTV Latino continue to air on KPDF-CD's channels 41.5 and 41.6, for the time being.​

As of end of day, May 5, KPHE-LD has dropped Telemax, JTV and both infomercial channels, and has moved NewsNet to channel 44.2. I predict that we're not done seeing changes yet. There are still six subchannels; the other four are black screen.

I contacted Arizona's Family's programming department a couple weeks ago, and they said that they can't put Rewind TV on a subchannel of KTVK or KPHO because all their current subs are under contract. Maybe they'll find a way now since they have KPHE.

EDIT: I cannot receive any of the KPHE-LD RF channels anymore. Is that the case for you? Is Gray planning on doing some technical maneuvers with the signal (I think they are currently on the KTVK tower, so if they're staying on South Mountain, they don't have to move the antenna)?
