Arizona TV Station Update - August 2009

As always, questions, additions, comments and corrections welcome.

New licenses

  • K33IY-D Le Chee (Page) (University of Utah) filed for and was granted a license to cover construction of the companion digital station to K07PH. While K07PH airs programming from KUED's primary subchannel, K33IY-D receives its signal from K55KE-D Rural Garfield County UT, and likely air KUED's entire lineup, including PBS on 7.1, World on 7.2 and V-Me on 7.3.
  • KEJR-LP 43 Phoenix (Hero Licenseco) has been granted a license to cover moving its antenna to another tower in the South Mountain antenna farm, and cutting its maximium ERP from 9 kW to 250 W. The station was forced to move after losing its lease on its previous tower. It had also filed an STA request, but due to the quick transition and license, it was dismissed as moot.

Programming changes

  • KAET 8.x Phoenix (Arizona State University) has dropped its 8.5 and 8.6 subchannels that had been broadcasting TV Guide On-Screen and Update TV services.

Construction permits granted

  • KFTU-DT 3.x (36) Douglas (Telefutura Partnership of Douglas [Univision]) has been granted a construction permit to maximize facilities at 20.5 kW average ERP.
  • KPHO-DT 5.x (17) Phoenix (Meredith Corporation) has been granted a construction permit to maximize facilities at 1000 kW average ERP.
  • KPPX-DT 51.x Tolleson (ION Media Networks) has been granted a construction permit to maximize facilities at 1000 kW average ERP.
  • K25HD Bullhead City (Richard D. Tatham) has been granted an application to flash cut to digital with a proposed average ERP of 6 W. It replaces the expired permit, which Tatham claims was too early, as no other stations in Lake Havasu City had announced plans to go digital. The LPTV station airs programming from Cornerstone TV Network (CTVN) via satellite.
  • K14HC Prescott (Fox Television Stations) has been granted an application to flash cut to digital with a proposed average ERP of 1.55 kW.
  • K16BP Cottonwood (Fox Television Stations) has been granted an application to flash cut to digital with a proposed average ERP of 5 kW.
  • K07OJ Snowflake (NW Communications of Phoenix) has been granted an application to flash cut to digital with a proposed average ERP of 33 W.
  • K36AE Clarkdale (NW Communications of Phoenix) has been granted an application to flash cut to digital with a proposed average ERP of 15 kW.
  • K48GI Flagstaff (NW Communications of Phoenix) has been granted an application to flash cut to digital with a proposed average ERP of 1.44 kW.
  • K39FC East Flagstaff (NW Communications of Phoenix) has been granted an application to flash cut to digital with a proposed average ERP of 0.7 kW.
  • K28CW Flagstaff (Fox Television Stations) has been granted an application to flash cut to digital with a proposed average ERP of 0.2 kW.
  • KFPB-LP 30 Phoenix (Globe LPTV) has been granted its application to flash cut to digital on UHF ch 50, after reducing average ERP from 4.85 kW to 4.5 kW, which were the same parameters as had already been approved on an STA basis.
  • KEGS-LD 24 Las Vegas NV (Mako Communications LLC) has been granted an application to move to a different tower within the same electronics site and to change antenna make.

Applications filed but not yet approved

  • KSWT 13.x Yuma (Pappas Arizona License LLC) has requested to increase power from 20 kW avg ERP to 50 kW.
  • K55BW Madera Peak (NW Communications of Phoenix) has filed a displacement application to flash cut to digital with a change to UHF ch 22 and a proposed average ERP of 1 kW.
  • KRPO-LP 55 Quartzsite (Hispanic Christian Community Network) has filed a displacement application with change to UHF ch 21 and move to a location south of Salome. This may be an attempt to step into Phoenix. A 15 kW signal is proposed, which is maximum allowed for a UHF station, but this is yet another HCCN phantom station.
  • KYPO-LP 27 Tacna (Hispanic Christian Community Network) has filed a displacement application with change to VHF ch 5 and move to a location southwest of Gladden, claiming interference from co-channel KFPH-DT Flagstaff. The signal is predicted to reach Maricopa County, and is yet another step to the station's move into Phoenix. Look for a move to the Wickenburg area next. A 300 W signal is proposed, which is maximum allowed for a VHF station. Not that it matters; I haven't even seen a tower at their transmitting location, let alone a signal.
  • K08HQ Chinle (KOB) has filed an application to flash cut to digital with a proposed average ERP of 47 W.
  • K09XH Ganado (KOB) has filed an application to flash cut to digital with a proposed average ERP of 27 W.
  • K43GQ Klagetoh (KOB) has filed an application to flash cut to digital with a proposed average ERP of 205 W.
  • K49ET Many Farms (KOB) has filed an application to flash cut to digital with a proposed average ERP of 1 kW.
  • K59CI Globe (Meredith) has filed an application to flash cut to digital with a proposed average ERP of 1 kW.
  • K44CN Cottonwood (Scipps-Howard) has filed an application to flash cut to digital with a proposed average ERP of 15 kW.
  • K52CM Flagstaff (Scipps-Howard) has filed a displacement application to flash cut to digital with a change to UHF ch 24 and a proposed average ERP of 0.824 kW.
  • K57FY Kingman (Scipps-Howard) has filed a displacement application to flash cut to digital with a change to UHF ch 30 and a proposed average ERP of 2 kW.

  • K27JV-D Kanab UT (Western Kane County Special Service District #1) has requested to increase power from 7 W avg ERP to 63 W. The KSL translator would continue to receive its signal from K49AG-D Garfield UT.
  • K40JM-D Kanab UT (Western Kane County Special Service District #1) has requested to increase power from 7 W avg ERP to 63 W. The KSTU translator has changed its signal source from canceled DK46JA-D Garfield UT to K47AB-D Garfield UT.
  • K28EU Laughlin NV (KVVU Broadcasting Corporation) has filed an application to flash cut to digital to replace its expired digital flash cut permit. The new application increases the power requested from 0.35 kW to 1 kw; the rest of the proposed broadcast parameters remain the same as the old permit.
  • K39JZ-D St. George UT (Brigham Young University) has requested a modification of their digital companion channel construction permit, which would change the antenna type, would slightly increase average ERP, from 27 W to 30 W, and would change the signal source from K53JQ-D to K36FT-D, both of Santa Clara UT.
  • K36FT Santa Clara UT (Brigham Young University) has requested to flash cut to digital. A 30 W avg ERP signal is proposed. The station would receive its signal from K28GQ-D Rural Iron County UT and feed K39JZ-D Santa Clara UT. BYU already had a construction permit for K53JQ-D as a companion to analog K36FT; it is possible that this flash cut application is to supersede the companion permit, which is out-of-core.
  • K06OB Cane Beds AZ/Hildale UT (University of Utah) has filed a major change application to move its broadcast location from south of Cane Beds to the site near the Colorado City airport, which hosts the other Hildale translators. The analog station is proposed to broadcast at 90 W, but the signal's predicted contour does not readh either Hildale, or the adjacent community of Colorado CIty AZ. The station will continue to rebroadcast programming from KUEN 9.1 Ogden UT and will continue to get its signal from K51GH Washington UT. The application should have been a minor change, as I believe the old and new contours overlap; however, the longitude specified in the station's license is actually one degree west of where it should be, so the application is for a major change.
  • K17IK-D Cane Beds AZ/Hildale UT (University of Utah) has filed a major change application to move its broadcast location from south of Cane Beds to the site near the Colorado City airport, which hosts the other Hildale translators. The analog station is proposed to broadcast at 90 W, but the signal's predicted contour does not readh either Hildale, or the adjacent community of Colorado CIty AZ. The station will continue to rebroadcast programming from KUEN 9.x Ogden UT and will continue to get its signal from K50KC-D Washington UT. Applications dismissed

  • KWTA-LP 31 Tucson (Ventana Television) has had its application to flash cut to digital formally dismissed by the FCC. Mexican authorities had objected due to proximity to co-channel allocations in Nogales, Sonora and Sonoita, Sonora. This was already known to KWTA, and the station has already filed a replacement flash cut application to move to channel 42. That application is mutually exclusive to one filed by Univision, so it will likely go to auction.

Expired construction permits

  • A digital flash cut construction permit for K28EU Laughlin NV (KVVU Broadcasting Corporation) has expired. The station has filed a new application to replace it.
  • A displacement construction permit with digital flash cut for K59CI Globe/Miami (Meredith Corporation) has expired. The station has filed a new displacement application with digital flash cut on UHF ch 27 to replace it.

DTV Transition

  • KFPH-DT 13.x Flagstaff (Telefutura Partnership of Flagstaff [Univision]) has begun operating its post-transition facilities on VHF ch 13 and has shut off its pre-transition facilities on UHF ch 27.

FCC Notices

  • The FCC has issued a Notice of Proposed Rule Making (NPRM) to amend the DTV Table of Allocations, allowing KNAZ-TV 2.x (22) Flagstaff (Multimedia Holdings Corporation [Gannett]) to substitute channel 22 for channel 2 for its post-transition operations.

New station applications

KFPH-DT has filed for a license to cover.
 
Unless you confirmed it directly with their engineering department, I'm having a very hard time believing that KAET has dropped the TVGOS/UpdateTV stuff. More likely is that the equipment died. Considering I've heard reports of that happening all over the country, it makes much more sense. Usually takes a few weeks for Macrovision to send replacement gear.

OTOH I could ask, what 8.5 and 8.6? I've never got anything above 8.4 on
any scans of my DTV converter box.

If 8.1 scans, shouldn't all of KAET's subchannels also lock in?
 
Yeah.....I was wondering the same thing. Nothing comes in on four different converter boxes above 8.4.
