Arizona TV Station Update - August 2012

As always, questions, additions, comments and corrections welcome.

New licenses

  • KPPX-TV 51.x Tolleson (America 51, LP) has applied for a license to cover its increase in power from 210 kW to 1000 kW. The application mistakenly requests 10,000 kW. Technical specifications: Ch 51; TL 33-20-3 N, 112-3-38 W (South Mtn.); ERP 1000 kW non-directional; HAAT 533 m.
  • K47OA-D 7.x Washington (University of Utah) has applied for a license to cover, as a companion channel for K34FS St. George. Technical specifications: Ch 47; TL 37-9-19 N, 113-52-57 W; ERP 0.3 kW directional; HAAT 1100 m.

Programming changes

  • KUTP 45.x (26) Phoenix (Fox Television Stations, Inc.) has announced plans to add BounceTV as a subchannel. It is unknown what the PSIP designation will be, or whether they will be dropping the KSAZ SD simulcast on channel 10.2.
  • KPSN-LD 12.x (22) Payson (Multimedia Holdings Corporation) is finally broadcasting in digital. The station has been licensed for digital operations for about two months, but equipment failure prevented them from actually turning on the digital signal. Instead of taking the station dark, the engineer chose to leave the analog signal running until repairs could be made.
  • K25AL Lake Havasu City (Lake Havasu Christian Television) is silent.
  • KAJB 54.x (36) Calipatria CA (Calipatria Broadcasting Company, LLC) has added channel 54.2 with programming from MundoFox.
  • KMCC 34.x (32) Lauglin NV (Cranston Acquisition, LLC), the full-power station that transmits from near Dolan Springs AZ, is silent.
  • KMCC1-LD 34.x (32) Laughlin NV (Cranston Acquisition, LLC), the experimental booster broadcasting from Black Mountain, has changed its virtual channel from 32.x to 34.x, matching that of the main full-power station. KMCC had been on channel 34 during the analog period. KMCC has switched programming from VasalloVision to MundoFox, and has added TheCoolTV on channel 34.2.
  • KGHD-LP 6 Las Vegas NV (Obidia Porras) is finally back on the air, having moved from St. George UT to the outskirts of Las Vegas. The analog station is operating as a "Franken FM", i.e., a station using its 87.75 MHz audio carrier frequency to broadcast on FM radio. It had also been a Franken FM during the brief time it was on the air in St. George. The station shows a 30-minute video loop that is completely unrelated to the audio programming, which can be heard throughout the metro area on 87.7 MHz. The station is supposed to be broadcasting from Apex, in the northeast part of the metro area, but no video signal could be found there, and the audio was weak. Instead, a faint video signal was detectable in the Summerlin area, and it is certain that the station is not broadcasting from Black Mountain. Regardless, I'd be willing to wager that after a while, there will be an application to move to Black Mtn., perhaps along with a flash cut request to digital on channel 38.
  • KEEN-CD 17.x Las Vegas NV (Christian Media Associates Int'l, Inc.) has added several subchannels. In addition to its independent programming on 30.1, KEEN has Worship on 17.3, AMG on 17.6, PBJ on 17.7 and videos on 17.8.
  • KHMP-LD 18.x Las Vegas NV (Hilltop Church) has moved American Guns & Glory to channel 18.1, America One to 18.2, and has added FamilyNet to 18.3. Tuff TV continues to air on 18.4.
  • KEGS-LD 30.x (24) Las Vegas NV (Mako Communications, LLC) has replaced Songs of the Heart programming on 30.1 with Son Broadcasting Network (SBN). AlmaVision remains on 30.2 and SBN on 30.3.
  • K43FO-D Las Vegas NV (Three Angels Broadcasting Network, Inc.) is silent.

Construction permits and Special Temporary Authorizations granted

  • K55DB Prescott (Arizona Board of Regents for ASU) has been granted an STA to operate digital facilities on channel 43, employing a temporary antenna putting out half the power specified in its construction permit for station K43LW-D. Technical specifications: Ch 43; TL 34-29-25 N, 112-31-59 W (Mt. Francis); ERP 0.308 kW directional; HAAT 477 m.
  • K51IO Bullhead City (Digital Networks - Southwest, LLC) has been granted a displacement construction permit to change to channel 47 with transmitter at Searchlight NV, setting the station up for a move into the Las Vegas market, once KGNG-LP 47 Las Vegas NV turns off its analog signal. The station was displaced on channel 51, which is being abandoned to provide a buffer between television signals and wireless mobile signals on what used to be channel 52. In moving to channel 47, the station has dropped its planned ERP from 15 kW to 1 kW, to protect both KNTL-LP 47 Laughlin NV and KGNG-LP 47 Las Vegas NV. When licensed, the station's call sign will be K47OC-D. Technical specifications: Ch 47; TL 35-28-14 N, 114-55-10 W (Searchlight NV); ERP 1 kW directional; HAAT 187 m.
  • K09KV Prescott (Meredith Corporation) requested and was granted to modify its digital flash cut construction permit to specify a lower ERP, to comply with new US Forest Service regulations, which has limited broadcasters on Mt. Francis to 1.2 kW ERP. K09KV's permit had specified 2.1 kW. Technical specifications: Ch 30; TL 34-29-25 N, 112-32-0 W (Mt. Francis); ERP 1.2 kW directional; HAAT 478 m.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting, Inc.) has been granted a displacement construction permit to change to channel 26. It was displaced due to its analog operations on channel 47. Technical specifications: Ch 26; TL 35-56-44 N, 115-2-33 W (Arden Peak); ERP 15 kW directional; HAAT 541 m.

Applications submitted and Special Temporary Authorizations requested

  • K51HV Cottonwood (Regal Media, Inc.) is requesting to flash cut to digital on channel 35, claiming displacement on channel 51 from KPPX Phoenix. The station also proposes to change its signal source from KPAZ-TV 21.x Phoenix to KTBN-TV 40.x Santa Ana CA, almost certainly delivered by satellite. The only change in programming is that the station would no longer broadcast the locally-produced show, "Joy In Our Town", that KPAZ airs. Technical specifications: Ch 35; TL 34-42-4 N, 112-7-4 W (Mingus Mtn.); ERP 0.9 kW non-directional; HAAT 840 m.
  • K25DM Phoenix (Mako Communications, LLC) has requested an extension of its STA to broadcast in digital. The station has not broadcast any signal in some time. Technical specifications: Ch 25; TL 33-35-38 N, 112-5-10 W (Shaw Butte); ERP 1.5 kW directional; HAAT 290 m.
  • KPDF-CA 41.x Phoenix (Una Vez Mas Phoenix License, LLC) has requested an extension of its STA to broadcast in digital, pending Mexican concurrence proceedings. The FCC had dismissed KPDF's application in 2010 due to Mexican objection, but the station timely filed a request for reconsideration, and has been operating in digital since then. Technical specifications: Ch 41; TL 33-20-0 N, 112-3-45 W (South Mtn.); ERP 5 kW directional; HAAT 460 m.
  • K43FO-D Las Vegas NV (Three Angels Broadcasting Network, Inc.) has filed for an STA to reduce power from 14.49 kW to 3.48 kW, reason unknown. Technical specifications: Ch 43; TL 36-0-36 N, 115-0-20 W (Black Mtn.); ERP 3.48 kW directional; HAAT 291 m.
  • KCSG1 4 St. George UT (Southwest Media, LLC) has filed for an STA to begin broadcasting in digital on channel 27. Although the station was an on-channel booster for analog KCSG 4 Cedar City UT, it was actually outside the station's analog contour, and is also outside the station's digital contour, making it ineligible as a digital replacement translator. Technical specifications: Ch 27; TL 37-9-18 N, 113-52-57 W (West Mtn. Peak); ERP 1.1 kW directional; m.

Dismissed, canceled, expiring or expired

  • K51HV Cottonwood (Regal Media, Inc.) first requested to flash cut to digital on channel 24, claiming displacement on channel 51 from KPPX Phoenix, then canceled the application after filing an application for channel 35.
  • The license for K57BD Tucson (Trinity Broadcasting of AZ, Inc.) has been canceled. It is assumed that the construction permit to flash cut to digital on channel 35 has also been dismissed. No reason was given for canceling the license, so it was likely at the request of the licensee.

  • K25DM Phoenix (Mako Communications, LLC) was granted an extension of its STA to broadcast in digital. The STA is effective through 3/16/2013. Technical specifications: Ch 25; TL 33-35-38 N, 112-5-10 W (Shaw Butte); ERP 1.5 kW directional; HAAT 290 m.
  • KPDF-CA 41.x Phoenix (Una Vez Mas Phoenix License, LLC) was granted an extension of its STA to broadcast in digital. The STA is effective through 3/9/2013. Technical specifications: Ch 41; TL 33-20-0 N, 112-3-45 W (South Mtn.); ERP 5 kW directional; HAAT 460 m.
 
Correction:

KEEN-CD 17.x Las Vegas NV (Christian Media Associates Int'l, Inc.) has added several subchannels. In addition to its independent programming on 30.1 17.1, KEEN has Worship on 17.3, AMG on 17.6, PBJ on 17.7 and videos on 17.8.
 
I hope daystar will have a digital station for Tucson one of these day's. I guess tbn has given up on us, I haven't seen anything coming out of ch 57 for years.
 
Daystar filed a short form application to go digital on ch. 49 and won the auction for the channel, but it looks like they never filed a long form application. TBN is selling off, donating, or shutting down low power stations everywhere. They already had shut down K07YX, which was not a very useful station anyway, as it was difficult to receive. K57BD was not able to broadcast after 12/31/2011, as all stations had to clear the 700 MHz band by that date. Although TBN was granted a CP to go digital on ch. 35, either they had a change of heart and decided that this was a LP station they didn't want, or they concluded that they would not have been able to be on the air by the end of the year - twelve consecutive months without broadcasting is grounds for having one's license canceled by the FCC. We may see a lot of licenses canceled for that reason at the end of the year. I wonder if they tried to sell the station; I know Good News TV, a 3ABN provider in Arizona, is looking to get an outlet in Tucson, although at present, they don't actually own any operating TV stations.

September 17th. In its place, KAZT will offer Home Shopping Network on
its 7.3 subchannel.

At least we're getting two extra weeks of it. RTV was originally to be replaced
by KAZT-TV on September 1.

What is this, 1987? I thought HSN was moving away from terrestrial broadcasting, other than the few LPTV stations they owned. I'm sure AZTV thinks the revenue they make from the HSN commissions would have been more than having "Mr. Antenna" be the presenting sponsor of Antenna TV.

KAZT will be required to show a minimum of 3 hours of E/I programming per week on the subchannel. That standard should be fairly easy to meet. And the only reason why they have to do that is that the "primary" station is a full-service license, while the "secondary" station is Class A and subject to the same standard as a full-service station. Had it been a regular LPTV, then there would be no such requirement.
 
KAZT 7.3 is switched to HSN during the overnight hours, probably around 1 am. At midnight, Da Vinci's Inquest came on. Shortly afterward, the PSIP changed to "Jade from Yesteryear". Inquest was still on at 12:30, so I'm guessing the switch occurred when the show went off.

In other news, I read this post in another forum:
Channel 90 - ThisTV (KTVKDT2) showed up in my TiVo Guide today, so perhaps Cox is adding it soon? the channel is currently not tunable.

Looks like KTVK 3.2 is going to be on Cox channel 90 soon.

Looks like KTVK 3.2 is going to be on Cox channel 90 soon.

Now that it looks like they've gotten the cable situation for 3.2 resolved, now they can add Antenna TV to 61.2. Mark (KTVK/KASW programmer) told me that was the hold-up for considering ATV.

There's no way Cox puts a .2 subchannel on such a low channel position, as those are only primary subchannels. I see your point about putting MundoFox on channel 18 and having 3 Spanish-language channels together. Maybe move Ion to 14 and add Azteca to Ion's old spot on 17?

Surprised not to see Azteca in the Starter Package, being a Class A station, although all the other Class A stations on low dial positions are repeaters of full power stations (in name, if not in practice). I can't think of any other full power station in the market not yet in the Starter Package, other than KMOH 6 Kingman (MundoFox) and KDTP 11 Holbrook (Daystar), and Daystar voluntarily gave up low channel placement, opting to go to ch. 110 with the other Faith and Values stations. KCFG has been off the air since 9/6/11 - I'm surprised the FCC hasn't yanked their license yet.

Cox cable subscribers, rejoice! ThisTV KTVK 3.2 is now on Cox channel 90, I am told.

Eric, you might want to touch base with your contact at KTVK/KASW. Perhaps we could see Antenna TV in town after all?

I just tried it and you can get to Cox 90 (This TV) if you enter the number. If you use the <UP> or <DOWN> channel buttons it bypasses Ch 90. I wonder if this will change on October 1 when they move the AZ News Channel from 14 to 82.
