Arizona TV station update - December 2007

As always, questions, additions, comments and corrections welcome.

New programming

  • K25DM Phoenix (Mako Communications) has replaced its Lat TV feed with Retro Jams. The station runs infomercials late at night.
  • KMCC-DT 34.1 (32) is broadcasting from temporary facilities in Las Vegas. It incorrectly identifies as channel 32.1 - as a translator for KMCC, it should identify as channel 34.1.
  • Programming correction - K46GX Henderson NV (KLAS) was misidentified as broadcasting HSN. The HSN programming is on adjacent KGNG-LP 47. K46GX rebroadcasts KLAS 8 (what else?), filling in areas of Henderson and Boulder City shielded from the channel 8 signal.

Returned to air

  • K21EG Golden Valley (Mohave County) is back on the air, again rebroadcasting KPNX 12 Phoenix.
  • K46CG Golden Valley (Mohave County) is back on the air, again rebroadcasting KNXV-TV 15 Phoenix.

Silent station

  • K23FZ Camp Verde (Camp Verde TV Club) is off again. The K18DD rebroadcast can still be seen on channel 62. Also, a note to the Camp Verde Police Department - this is what I do. (Apparently, my sitting in my car in a public park around 9 PM last Sunday night was too strange for some of the neighbors!)

Transactions

  • Hale Communications has agreed to sell K02MT Parker to Arizona West Media of Lake Havasu City for $1000, payable in 10 monthly installments of $100. The sale is pending FCC approval.
  • KPPX 51 Phoenix has a new owner, following the sale of ION Media Networks to CIG Media.

New construction permits

  • K51IO Bullhead City (Trinity Broadcasting Network) has been granted a construction permit to flash cut to digital after reducing the proposed ERP from 15 kW to 500 W, rectifying interference concerns with a co-channel low-power digital station proposed for Lake Havasu City. They also switched from an omnidirectional antenna to a directional, eliminating northward coverage that would have reached Boulder City NV.
  • KDFQ-LP 47 Prescott (Una Vez Mas) has been granted a construction permit to build a low-power companion digital station on channel 59. The 15 kW digital station will be built on Towers Mountain south of Prescott near Crown King and is expected to cover from Chino Valley to north Phoenix. The analog station originates from Mingus Mountain.
  • K64BV Casas Adobes (KVOA Communications) has been granted a construction permit to build a low-power companion digital station on channel 4, given callsign K04QP-D. Although co-channel to full-service analog station KVOA 4 Tucson, the 300 W digital station should not cause interference, as it probably will not begin service until after February 17, 2009, when KVOA abandons channel 4 in Tucson in favor of their current digital allocation on channel 23. Even if the new station were to begin broadcasting early, it is a translator of KVOA.
  • K20FO Sierra Vista (KVOA Communications) has been granted a construction permit to build a low-power companion digital station on channel 10, given callsign K10QA-D. The digital station's ERP is to be 20 Watts and should cover Sierra Vista, Huachuca City, Tombstone, Bisbee, Elfrida, and possibly Douglas.
  • KESE-LP 35 Yuma (Gulf-California Broadcast Company) has been granted a construction permit to build a low-power companion digital station on channel 40. The 1 kW digital station will be located north-northwest of Yuma where all of the full-service stations originate, and should cover much of the Imperial Valley in California, as well as Yuma. The analog station originates from an antenna about a mile east of the Marine Corps Air Station and only covers central Yuma. The station currently broadcasts its digital signal as the DT3 subchannel of KECY-TV 9 El Centro CA.
  • KPHE-LP 44 Phoenix (Lotus Corporation) has been granted a construction permit to build a low-power companion digital station on channel 16. The 15 kW digital station should cover the Phoenix metro area from Wittman to Casa Grande, but with a strong null to the southwest to protect co-channel KSWT-DT in Yuma.
  • KEJR-LP 43 Phoenix (Bela) has been granted a construction permit to build a low-power companion digital station on channel 40. The 15 kW digital station should cover the Phoenix metro area, but will not cover Pinal County outside of Apache Junction in order to protect co-channel KHRR in Tucson.
  • KTVP-LP 22 Phoenix (Mako Communications) has been granted a construction permit to build a low-power companion digital station on channel 6. It is unknown whether the 84 Watt station will be built, as Mako Communications has requested to move analog K25DM to channel 6.

Construction permit extensions granted

  • KSWT-DT 13.1 (16) Yuma (Pappas Telecasting) has been granted an extension its construction permit until February 17, 2009. The station has been broadcasting on Special Temporary Authorization at reduced power (50.9 kW vs. 196 kW), providing coverage to its city of license, Yuma, but not necessarily to all parts of the Imperial Valley in California.
  • KMCC-DT 34.1 (32) Laughlin NV (Cranston) has been granted an extension of its construction permit until May 18, 2008. The station has Special Temporary Authorizations to broadcast from low power facilities at Laughlin and Las Vegas.

Applications not yet granted

  • Bouse Booster Club has filed for Special Temporary Authorization to continue operating their stations: K04JC, K07LD and K11OB.
  • K54FW Tucson (Trinity Broadcasting Network) has applied for a license to cover construction of its new facilities on channel 7. When granted, the station's new callsign will be K07YX. It is still rebroadcasting KPAZ-TV 21 Phoenix.
  • K30IP has applied for a license to cover construction of a new 150 kW analog station. It is not yet broadcasting, and may not quite be ready to go on-air, but the station's CP was expiring December 15.
  • KNXV-TV 15 Phoenix (Scripps-Howard) has requested permission to replace its analog-only transmitter with a DTV-compatible model. The station will be broadcasting its digital signal on channel 15 after the end of the transition period. The change will reduce KNXV's ERP from 1070 kW to 750 kW, reducing its over-the-air coverage, but will allow the station to cut over to DTV on channel 15 on February 18, 2009.

License renewals filed

  • Bouse Booster Club has filed late license renewals for its three stations: DK04JC, DK07LD and DK11OB.

Licenses canceled

The FCC has now canceled the licenses of the following stations that did not timely file for renewal. Television license renewals in Arizona were due June 1, 2006 and unrenewed licenses expired October 1, 2006.

K02PA Cedar Creek K07KC Nutrioso K11NR Snowflake K13XE Cibecue
K02PE Carrizo K07LD Bouse K11OB Bouse K17CM Duncan

Expired construction permit

  • The construction permit for K20IH Winslow (Londen Group) expired on December 6. The station was never built.

Applications dismissed

  • Venture Technology Group's application to build a digital companion channel to KWTF-LP 31 Tucson on channel 56 has been dismissed, due to objection from the Mexican government. The proposed station was deemed too close to Televisa's XHCNS-TV 56 in Cananea, Sonora, a 31 kW station located about 75 miles away.
  • Broadcast Group's application to build a digital companion channel to K28FM Yuma on channel 17 has been dismissed, due to objection from the Mexican government. The proposed station was deemed too close to Televisa's XHENJ-TV 17 in Ensenada, Baja California, a 79.1 kW station located about 110 miles away.
  • Centro Cristiana Vida Abundante's application to build a digital companion channel to KYUM-LP 2 Yuma on channel 23 has been dismissed, due to objection from the Mexican government. The proposed station was deemed too close to Televisa's XHS-TV 23 in Ensenada, Baja California, a 78.6 kW station located about 110 miles away. It was also deemed too close to Televisa's XHMEE-TV 38 in Mexicali, Baja California, a 1522 kW station located about 40 miles away.

New programming

  • K25DM Phoenix (Mako Communications) has replaced its Lat TV feed with Retro Jams. The station runs infomercials late at night.

Actually, K25DM went off the air yesterday afternoon, and remains off the air as of 12 pm Friday. I don't know if they have technical issues, or they just decided to pull the plug (I live in the null of their proposed Channel 6 signal, so I'm not sure if they're running on Channel 6 right now). Not likely. The application to move K25DM hasn't been granted yet, and it makes no sense to build KTVP-LD if they're going to move K25DM there. Plus, the KTVP-LD CP was only granted on 12/26 - not enough time to build the station even if they were so inclined.

Channel 15's DTV signal is far and away the most difficult station to get OTA at my house in Scottsdale, and friends in other parts of the valley have shared the same sentiment. How would this CP affect that?

There should be no effect. The CP is to reduce the analog signal, plus any loss of service with the analog signal would likely occur at the fringes of the coverage area. The difference is slight, with the only populated areas likely to be affected being Black Canyon City and Eloy.

Coverage of licensed analog facility - 1070 kW: http://www.fcc.gov/fcc-bin/FMTV-service-area?x=TV65217.html
Coverage of proposed analog facility - 750 kW: http://www.fcc.gov/fcc-bin/FMTV-service-area?x=TV1223257.html

Your difficulties with the digital signal might be due to terrain shielding. Once the transition period is complete, KNXV will turn off its digital signal on channel 56 and begin digital programming on channel 15. That might improve your reception, but I'm not sure.

Not to mention that KNXV-DT has had its share of transmission equipment problems over the past few years, most commonly the transmission line burning up. So has KASW-DT. With all the stations building digital facilities around the same time earlier this decade, the equipment manufacturers have had problems with defects.

I know some earlier generation DTV tuners didn't get along with the signals that came from stations with a certain major manufacturer of transmitters as well. Eventually, the stations got this problem fixed over time with equipment and firmware updates.

KAZT-CA digital is now on the air. There is no PSIP, and the station maps to 27.3. Here, near Lindsay and McDowell, it only comes in upstairs, and it is choppy.

Got the signal on 27.1 on my TV. Very little breakup with high-gain UHF "dual bow-tie" antenna meant for outdoor use but compact enough for indoor use if you don't mind the aesthetics. On the other hand, on another TV with ATSC tuner and antenna concoction created with two cheap Radio Shack bow-ties does not bring in the signal. This TV is in a tough reception area to begin with.

You must have caught them during program test because I'm not getting them at all. Unless I'm in a null, and that would suck.

...I'm not getting them, either. I'm near 59th Avenue and West Thomas Road...

K25DM came back on the air late this past week with an odd (text-based?) music video service called "My2Fish." Doing a Google search on it got me nowhere.

Yeah, I saw that last night. They seem to make their money off the text messaging services. I saw one video followed by about 5 or 6 text messaging ads.
