- K17IK-D Hildale UT/Cane Beds AZ (University of Utah) has been granted a license to cover its major change construction permit. Broadcast parameters: Ch 17; TL 36-53-39 N, 113-1-51 W; ERP 0.06 kW; HAAT 34 m.

- K49KI Prescott (Pete E M Warren III) has requested to transfer the license to Sara Diaz Warren, executrix of Pete Warren's estate. The construction permit was granted posthumously.
- KMCC 34 Laughlin NV (Cranston Acquisition LLC) has been granted a transfer of license to a debtor-in-possession status and has requested transfer of the license back to original status, presumably having restructured in bankruptcy proceedings.

- KLVD-LD 14 Las Vegas NV (Word of God Fellowship, Inc. [Daystar]) has requested an extension of its original construction permit due to resources being devoted to conversion of full-power stations. The permit is due to expire on January 12; the requested extension is for 6 months.

- K21CX Tucson (Ventana Television) has requested to flash cut to digital. Proposed operating parameters: Ch 21; TL 32-24-54 N, 110-42-56 W; ERP 6.2 kW; HAAT 1127 m.
- Kolbe Broadcasting Inc. of Elmira CA has filed an application for a new television station to serve Willcox and northern Cochise County. If approved and built, it would be the first television station to serve Willcox. Proposed operating parameters: Ch 6; TL 32-13-1 N, 109-36-25 W; ERP 0.3 kW; HAAT 913 m.
Special Temporary Authorizations
- K07YX Tucson (Trinity Broadcasting of Arizona) has been granted special temporary authorization to remain silent while its owners determine whether to sell the station.
- KWTA-LP 31 Tucson (Venture Technologies Group LLC) has suspended operations and requested special temporary authorization to remain silent due to damage to its antenna caused by an ice storm. The station went off the air on December 16 and it is not known how long the station will remain off air.
- KBBA-LP 10 Lake Havasu City (Smoke and Mirrors LLC) has requested special temporary authorization to remain silent due to financial hardship. The station has been silent since December 22.
- K16GB Kingman (Smoke and Mirrors LLC) has requested special temporary authorization to remain silent due to financial hardship. The station has been silent since December 22.
- KJPO-LP 49 Parker (Hispanic Christian Community Network Inc.) has requested and has been granted an extension of its special temporary authorization to operate from a site near Bouse.
- K41ER Globe/Miami (Trinity Broadcasting of Arizona) has requested special temporary authorization to remain silent due to equipment failure. The station has been off the air since November 23 and expects to be back up shortly.
- K16EO Oro Valley/Tucson (Journal Broadcast Corporation) has requested a six-month extension of its special temporary authorization of its digital operations.
- KTUD-CA 25 Las Vegas NV (Las Vegas TV Partners, Inc) has been granted special temporary authorization to remain silent due to financial constraints. The station has been silent since November 30 but its digital companion recently began operation.
- K67HO Lauglin NV (Smoke and Mirrors LLC) has been granted special temporary authorization to remain silent due to financial hardship. The station has been silent since December 22.
- KELV-LP 27 Las Vegas NV (Entravision Holdings LLC) has been granted an extension of its special temporary authority to operate at variance to its license.
- KEGS-LP 30 Las Vegas NV (Mako Communications LLC) has requested a six-month extension of its remain silent special temporary authorization in order to evaluate the effectiveness of its new digital companion channel.
- KNBX-CA 31 Las Vegas NV (Mako Communications LLC) has requested a six-month extension of its remain silent special temporary authorization as it obtains a new tower lease.
Signal upgrades
- Univision and Telefutura stations KTVW-TV 33 Phoenix, KUVE-TV 46 Green Valley, KFPH-TV 13 Flagstaff and KFTU-TV 3.x (36) Douglas have upgraded their signals from 480i to 1080i.
