New license
- K07YX Tucson (Trinity Broadcasting of Arizona) has been granted its license and is on the air, retransmitting KPAZ 21 Phoenix. It replaced K54FW which operated on a channel being claimed for wireless services in Tucson.
- K30IP Littlefield (Hispanic Christian Community Network) has been granted its license. It is unknown whether or not the station is on the air, or which programming it is broadcasting.
Callsign changes
- KDTP-CA 48 Phoenix (Daystar) has changed its license from Class A to standard Low Power and has changed its callsign from KDTP-CA to K48LK. The station still visually IDs over-the-air as KDTP-TV 48 Phoenix.

Transactions
- The FCC has approved the sale of K02MT Parker from Hale Communications to Arizona West Media. No consummation notice has been filed yet.
- The FCC has approved the transfer of KMOH-TV 6 Kingman, KEJR 43 Phoenix, and CP KEJR 40 Phoenix, from Bela to Hero Licenseco. Both companies are headed by Robert Behar.
- The FCC has been requested to involuntarily assign K33CG Sierra Vista from its licensee, Richard Richards, to his daughter, Florinda Mae Balfour, due to legal incapacity caused by injuries suffered in an accident. Balfour is conservator and emergency guardian of Richards.
Granted construction permits and STAs
- K59EP Verde Valley (Camp Verde TV Club) has filed for and has been granted an extension of its silent STA, citing impassable roads and additional equipment failures. The duration requested for the extension is not specified, but is likely 6 months.
- KAZT-CA 7.1 (27) Phoenix (Londen Group) has filed for and has been granted an unspecified extension of its engineering STA in order to continue operating its LPDTV facilities.
- K25HD Bullhead City (Richard Tatham) has filed for and has been granted a six-month silent STA after a severe storm toppled its studio transmitter link tower. Repairs are expected to take a few weeks.
- KBBA-LP 10 Lake Havasu City (Smoke and Mirrors) has filed for and has been granted a silent STA for necessary repairs to the tower.
- K16GB Kingman (Smoke and Mirrors) has filed for and has been granted a silent STA for necessary repairs to the tower.
- K67HO Laughlin NV (Smoke and Mirrors) has filed for and has been granted a silent STA for necessary repairs to the tower.

- KUTP 45 Phoenix (Fox Television Stations) has filed an application specifying its final DTV facilities. Ch: 26 TL: 33-20-01 N, 112-03-32 W, ERP: 1000 kW, HAAT: 517 m
- KGUN 9 Tucson (Journal Broadcast Corporation) has filed an application specifying its final DTV facilities. Ch: 9 TL: 32-24-53.7 N, 110-42-58.7 W, ERP: 8.9 kW, HAAT: 1140 m
- KNXV-TV 15 Phoenix (Scripps-Howard Broadcasting Company) has filed an application specifying its final DTV facilities. Ch: 15 TL: 33-20-00 N, 112-03-46 W, ERP: 193 kW, HAAT: 521 m
- KPVY-LP 50 Prescott (KM Communications) has requested to change the antenna model in its construction permit. The broadcast pattern of the new antenna would reduce service to parts of Chino Valley and Prescott Valley, but extend service to the southwest, covering Kirkland, Wilhoit, Peeples Valley and possibly Yarnell.
- K52EG Yuma (Three Angels Broadcast Network) has requested displacement relief. They intend to move to in-core channel 10 and to change from analog to digital broadcast, maintaining the same transmitter location. The coverage area would be dramatically increased to reach Yuma, San Luis, and well into California to the west, to Martinez Lake to the east, and nearly all of the Mohawk Valley to the east. Proposed operating parameters - Ch: 10, TL: 32-40-23 N, 114-20-16 W, ERP: 0.55 kW, HAAT: 377 m. I expect this application to be modified or rejected, as the 550 W specified in the application exceeds the maximum 300 W allowed for a VHF LPDTV station, per FCC 74.735
- K57FY Kingman (Scripps-Howard Broadcasting Company) has filed for a 90-day silent STA due to equipment failure and weather conditions that have prevented re-installation of the repaired equipment.
License renewals
- K43IE Williams (KSAZ License) has been granted renewal of its license. Its ungranted request to extend its STA to operate has been dismissed.
- DK17CM Duncan (Gospel Light Broadcasting) has filed for late renewal of its license, and has requested STA to continue operating while the renewal is processing. They thought that Southern Greenlee County Translator Authority, which operates the transmitters, had filed the renewal when it renewed licenses for its own stations. The FCC had canceled the license and deleted the callsign (hence the "D" prefix), but has granted the STA to continue operations, meaning it is likely that the license will also be renewed.
Expiring construction permits
- The construction permit for K06OG St. George UT (Ivan Nachman) is set to expire on March 14.
- The construction permit for K08NY Holbrook (Venture Technologies Group) is set to expire on March 16. Venture also has a companion LPDTV construction permit in Holbrook, K58IW-D.

- KSWT 13.1 (16) Yuma - Station will need to either cease operations of the current low-power digital facility, or the existing analog facility, as the tower cannot support both full-power analog and digital facilities. Construction of final digital facilities, and cessation of one of the current facilities, is scheduled for the last half of January 2009, with plans to go full power DTV on 2/17/2009.
- KMCC 34.1 (32) Laughlin NV - Construction of final facility has been delayed due to necessary additional reinforcement of the tower and problems getting right of way for an electrical power supply line. Generators currently provide power for the facility. Station has requested to turn off analog broadcast early and plans to do so within 30 days after the application is granted. Full DTV facilities are expected to be operational by 2/17/2009. Station IDs on PSIP as channel 32, at variance with FCC regulations.
The following stations are currently operating temporary DTV facilities and will be returning to their analog channel
- KAET 8.1 Phoenix - Allotted for 30.7 kW, 527m HAAT. Will repurpose existing analog antenna, converting it to digital, so will operate at existing 536m and reduce ERP accordingly to preserve service area. Once installation begins, scheduled for early January 2009, station will reduce analog power by approx. 50%.
- KSAZ-TV 10.1 Phoenix - Station will convert its auxiliary analog transmitter to digital in 4Q2008, and will use that for initial post-conversion operations. It will then convert the main analog transmitter to digital and switch over when complete.
- KPNX 12.1 Mesa - Station will convert existing analog transmitter to digital in September 2008, during which time reductions in power of analog transmissions will occasionally need to occur.
- KNXV-TV 15.1 Phoenix - Final DTV equipment is already installed and analog power has already been reduced to accommodate the changes to the transmitter. Station plans to convert analog transmitter for digital operation in 2Q2008
- KTVW-TV 33.1 Phoenix - Station has ordered a channel-agile transmitter and channel 33 mask filter. Construction is expected to begin in early fall 2008 and finish by 12/31/2008.
- KPPX 51.1 Phoenix - Station intends to phase in final DTV operations. On 8/1/2008, a portion of the existing analog transmitter is to be moved to co-owned KPXG Salem OR, requiring a reduction in analog power to 50%. On 12/1/2008, station plans to begin reconfiguration of the existing channel 52 digital transmitter, requiring a reduction in DTV power to 50%. Reconfiguration of the DTV transmitter will continue after 2/18/2009 and is to be completed by 2/28/2009, when the station will begin operating at full power.
- KAZT-TV 7.1 Prescott - Station plans to install post-transition facilities in late 2008 or early 2009 and intends to be completed by 2/16/2009.
- KGUN 9.1 Tucson - Station plans to convert analog transmitter to digital and intends to reduce analog power to 50% on or about 2/5/2009, when the other half of the transmitter will be reconfigured for digital operation. Reconfiguration is to be complete by 2/17/2009.
- KHRR 40.1 Tucson - Station plans to request authorization to operate on pre-transition channel 42 for 60 to 90 days after the transition while it converts the analog transmitter to digital operation. Conversion is to be completed and station is to begin operations on its post-transition channel by 4/11/2009.
- KUVE-TV 46.1 Green Valley - Station's transmitter building is not large enough to accommodate the final DTV transmitter without first removing the analog transmitter, and the building cannot be expanded due to site restrictions. They have tentatively planned to continue DTV operations on the pre-transition channel until the analog transmitter is removed and the digital transmitter is installed; completion is anticipated on or before 6/30/2009. Either the analog can be shut off early, or station can continue to use pre-transition facilities after 2/17/2009 while the final facilities are being constructed.
- KNAZ-TV 2.1 Flagstaff - Neither the analog transmitter or the interim digital transmitter are suited for operations on channel 2, so the station intends to request a phased conversion. After the analog shutoff, it plans to acquire a transmitter from within the corporation, decommission and transport it to Flagstaff, then install it at the site. The station plans to complete construction by 6/1/2009, but will request use of its pre-transition analog channel until 2/17/2010.
- KFPH-TV 13.1 Flagstaff - The station's transmitter building is not large enough to accommodate the final DTV transmitter without first removing the analog transmitter, and on-site cannot generally be performed during the winter due to weather conditions. Thus, the station is requesting to terminate analog operations and commence final digital operations early. Construction of the final facilities is expected to be completed by 11/15/2008, and analog broadcasts are expected to cease 12/31/2008.
- KECY-TV 9.1 El Centro CA - The licensee intends to use DTV transmitter from co-owned KIFI Idaho Falls ID for final KECY operations. KIFI pre-transition operations on channel 9 are to end on 2/17/2009, and the transmitter dismantled, shipped to Yuma, and installed within 30 days following, during which time, the station plans to continue to use its pre-transition channel 48. However, the DTV status report also states that KECY will begin DTV operations on channel 9 on 2/17/2009, which is not possible, given the transition plan. The station is awaiting coordination with Mexico; Mexican agreement is expected within the next few weeks; further delays will delay the transition timetable.
- KYMA 11.1 Yuma - Due to extensive modifications necessary to the existing analog transmitter, station intends to request operations on its pre-transition channel for up to one year while it reconfigures for final DTV operation.
- KTNV 13.1 Las Vegas NV - The station plans to convert one of its three transmitter amplifier cabinets from analog to digital operation in the second half of January 2009. At that time, it will reduce its analog power to approx. 65%.
The following stations are broadcasting in analog only and plan to flash cut to digital on the analog channel
- KTAZ 39.1 Phoenix - Station plans to convert backup analog transmitter to digital and to use that to initiate DTV service. Testing will be conducted between 1/1/2009 and 2/17/2009 with FCC approval.
- KDTP 11.1 Holbrook - Station is to flash cut to digital. No detailed plan was given.
The following stations are broadcasting in analog only and plan to flash cut to digital on a different channel
- KAJB 54.1 (36) Calipatria CA - Station was never able to initiate pre-transition DTV operations on channel 50 due to Mexican objections, and selected channel 36 as its final DTV channel. However, it has not yet obtained Mexican agreement on that channel, and so, cannot make any definite post-transition plans.
- KFTU 3.1 (36) - Station's broadcast tower cannot accommodate its DTV antenna, so it plans to file an application to locate its DTV transmitter elsewhere. The antenna is already on-site and ready for installation and contracts have already been drawn up for the modifications. Construction should be completed by 12/01/2008. In addition to Mexican government coordination, the station will also have to coordinate its testing with co-channel KPNX-DT in Mesa.
