Arizona TV Station Update - February 2009

As always, questions, additions, comments and corrections welcome.

Programming changes

  • K38IZ-D Phoenix (Spanish Independent Broadcast Network) has added a new programming stream on subchannel 4. Billed as IZ-Hope, it features English-language Christian videos.
  • KGUN 9.x (35) Tucson (Journal Broadcast Group) launched Mexicanal programming from subchannel 2 early in the month, but by the end of the month, had dropped it. It is unknown whether the subchannel will be back.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting) has begun programming with four subchannels. Channel 47.1 is a simulcast of the analog channel, 47.2 is set to rebroadcast ethnic programming from KSCI 18 Los Angeles CA, 47.3 is music videos from The Cool TV, and 47.4 is to be classic movies.

Signal upgrades

  • KAZT-TV 7.x (25) Prescott and KAZT-CA 7.x (27) Phoenix (KAZT LLC [The Londen Group]) have upgraded from 480i to 720p on their primary subchannel. RTN programming on channel 7.2 remains in 480i.

Silent stations

  • KCFG 9 Flagstaff (KM Communications) went silent about two weeks before transition date due to transmitter failure. The signal will not be restored, as KM has terminated analog broadcasts on the station.
  • KCFG 9.x (32) Flagstaff (KM Communications) is reported as also going silent due to equipment failure. I have never been able to receive a signal from the station, so I don't know if they were ever on. They have requested a six-month Silent STA.
  • Newly licensed K42IQ-D Flagstaff (EICB-TV East) shows no signal.
  • Three translators for KUTP Phoenix (Fox Television Stations), K14HC Prescott, K16BP Verde Valley and K28CW Flagstaff, have gone silent. It is unknown if the outages are related, but it seems likely. Also unknown is whether other KUTP translators in Lake Havasu City, Bullhead City, Kingman and Duncan are also silent. Fox has not filed any silent STAs yet, so the outage must be within the past month, and is expected to be temporary.

Transactions

  • The sale of K63HJ Laughlin NV from 9th Island Broadcasting to Roger Mills has been consummated.

Granted construction permits and STAs

  • KAZT-CA 7.x (27) (KAZT LLC [The Londen Group]) has requested a six-month STA extension to continue broadcasting in digital on ch 27. Normally, I would wonder why they do not just file an application for a construction permit, but they already have a displacement application to move to channel 36 when KPNX finally vacates the channel.
  • KDTP-LP 58 Phoenix (Community Television Educators [Daystar]) has been granted a construction permit to build a digital companion station on channel 9. Its call sign will be KDTP-LD. When KDPH-LP was granted a companion on channel 46, it was also assigned KDTP-LD, as the analog station was still KDTP-CA when the companion application was filed. I'm surprised the FCC or Daystar hasn't done anything about the identical call signs.
  • K25DM Phoenix (Mako Communications) has been granted a construction permit to build a digital companion station on channel 50. Its call sign will be K50LC-D. This is co-channel to KFPB-LP's displacement CP; I'm surprised that the FCC allowed it or that KFPB-LP owner Globe LPTV didn't contest it.
  • K51AV Cottonwood (Trinity Broadcasting of Arizona) has been granted a construction permit to build a digital companion station on channel 29. Its call sign will be K29IQ-D.

Applications and STAs requested but not yet granted

  • KYMA 11.x Yuma (Yuma Broadcasting Company) has filed an application seeking to increase its power output from 10.3 kW to 22.3 kW.
  • KOLD-TV 13.x (32) Tucson (KOLD License Subsidiary [Raycom Media]) has filed an application seeking to build a replacement digital translator station, to operate on channel 13 at 0.3 kW from their current analog location on Towers Peak. The station intends to use the channel 13 transmitter being currently used for analog operations. The replacement translator, operating at the maximum power allowed for a VHF LP DTV station, will fill in areas of northwest Tucson, Marana and Oro Valley shielded from the main signal by Mt. Lemmon. KOLD-TV has also filed a request for STA so that they can begin operating the station as soon as they terminate analog operations.
  • KCAB-LP 28 Casa Grande (Central Arizona Broadcasting) has applied for displacement and flash cut to digital on channel 47 due to KUAS-DT operations on channel 28. Station operated via STA on channel 47 from launch in 1999 until 2005, before having to move due to KUVE-DT operations on channel 47, but now that KUVE-DT is moving back to channel 46, channel 47 will again be clear. The station also wants to move its transmitter site from downtown Casa Grande to Signal Peak, north of the city, giving it a signal that should put its America One programming into the Phoenix East Valley as well as the growing communities of Maricopa and Johnson Ranch.
  • K20GG Duncan (Arizona Board of Regents [University of Arizona]) has requested six-month extension of its construction permit to transition to digital due to DTV transition delay for its parent station, KUAT.
  • K45JX-D Prescott (KM Communications) has applied to move its transmitter site from near Prescott with the other translators to a tower atop Yarnell Hill, moving signal closer to the Valley. Is this another station seeking to step into Phoenix?
  • K49IM Parker (Hispanic Christian Community Networks) has applied to move its transmitter site from a mountaintop in California near the Parker Dam to a tower near Bouse. As part of its pending sale to Iglesia Manmin Toda la Creacion USA, this station is beginning its process to step into Phoenix. There's no guarantee the station will be built, as its original construction permit expires on March 28.
  • K63HJ Laughlin NV (Roger Mills) has applied to increase power from 0.82 kW to 20 kW and to turn its signal direction from east to northeast. This is the first step in moving the station to Las Vegas as part of the purchase agreement.

Digital transition

  • KPPX 51 Tolleson (America 51 LP [ION Media Networks]) has terminated its analog signal and moved its digital signal from pre-transition channel 52 to post-transition channel 51.
  • KTAZ 39 Phoenix (NBC Telemundo License) has terminated its analog signal and flash cut to digital on channel 39.
  • KMOH 6 Kingman (Hero Licenseco) has terminated its analog signal. It continues digital operations on channel 19.
  • KCFG 9 Flagstaff (KM Communications) has terminated its analog signal. It will continue digital operations on channel 32 once repairs are completed.
  • KMCC 34 Laughlin NV (Cranston Acquisition LLC) has terminated its analog signal. It continues digital operations on channel 32. It is unknown if the digital signal now originates from new tower outside Dolan Springs AZ, or if the STA facilities outside Las Vegas are still operating.
  • KVMY 21 Las Vegas NV (KUPN Licensee [Sinclair Broadcast Group]) has terminated its regular programming and has begun running analog nightlight programming. It continues digital operations on channel 22.
  • KVCW 33 Las Vegas NV (Channel 33 Inc [Sinclair Broadcast Group]) has terminated its regular programming and has begun running analog nightlight programming. It continues digital operations on channel 29.
  • KBLR 39 Las Vegas NV (Telemundo Las Vegas License) has notified the FCC that it intends to air analog nightlight programming for 30 days following analog termination on June 12. Its digital operations will continue on channel 40.

Dismissed applications

  • KPDF-CA 41 Phoenix (Una Vez Mas) has had its application to increase power to 150 kW dismissed. The FCC raised interference concerns in 2007, but KPDF never amended its application. With many LPTV stations transitioning to digital, the maximum-power analog stations would likely have never been built.

Expiring construction permits

  • The original construction permit for K49IM Parker (Hispanic Christian Community Networks) is set to expire on March 28. If the station is licensed, I expect it to be another "phantom" license for HCCN, similar to KRPO-LP and KYPO-LP.
  • The original construction permit for K39II Needles CA (Charles C Townsend III) is set to expire on March 28. I do not expect any station to be built, as Townsend has never built out a construction permit.

Mexicanal has returned to 9.2 today. It wasn't there last night.
