Arizona TV Station Update - February 2012

A very quiet month, especially for Arizona stations.

As always, questions, additions, comments and corrections welcome.

New licenses

  • K40AD Cottonwood (Meredith Corporation) has been granted a license to cover a change in transmitting antenna. The old antenna, in use since 1989, is no longer being manufactured.
  • KBLR 39.x (40) Paradise NV (Telemundo Las Vegas License LLC) has been granted a license to cover its maximized facilities. Technical specifications: Ch 40; TL 36-0-36 N, 115-0-20 W (Black Mtn.); ERP 1000 kW directional; HAAT 363 m.
  • KELV-LD 27.x (15) Las Vegas NV (Entravision Holdings, LLC) has been granted a license to cover a new companion channel to KELV-LP. Technical specifications: Ch 15; TL 35-56-46 N, 115-2-34 W (Black Mtn. Arden); ERP 15 kW directional; HAAT 570 m.

Programming changes

  • KFPB-LD 50.x Phoenix (Globe LPTV LLC) now airs an advertising loop on channels 50.5 and 50.6, replacing the blue screen. There is no change on channel 50.12; it still shows a blue screen.

Transactions

  • KMCC 34.1 (32) Laughlin NV was approved by the FCC for transfer of license, first to Beam Tilt Intermediate LLC, then to Beam Tilt LLC. The transaction has been consummated.

Construction permits and STAs granted

  • KCOS-LP 28.x Phoenix (Aracelis Ortiz Corporation) requested and was granted Special Temporary Authority to operate in digital at a power level lower than that specified in the digital flash cut application, which is awaiting Mexican coordination. Technical specifications: Ch 28; TL 33-29-39 N, 111-38-28 W (Usery Mtn.); ERP 0.025 kW directional; HAAT 284 m.

Applications filed / STAs requested

  • KSWT 13.x Yuma (Harry Pappas) has requested to correct its antenna coordinates, moving north by one second and west by four seconds. Technical specifications: Ch 13; TL 33-3-18 N; 114-49-39 W (Black Mtn.); ERP 50 kW directional; HAAT 480 m.
  • KTVP-LP 22.x Phoenix (Mako Communications, LLC) has requested displacement to channel 14, claiming potential to interfere with K53IJ, which has a CP to operate on ch 21 from Shaw Butte, and K23BY, which has a CP to operate on ch 23 from Usery Mtn. KTVP operates from South Mtn., which is more than twelve miles from the other sites. Several years ago, the FCC rejected a request from KPDF-CA to establish a digital companion on channel 14, citing interference to KUDF-LP Tucson. Technical specifications: Ch 14; TL 33-19-58 N; 112-3-59 W (South Mtn.); ERP 15 kW directional; HAAT 460 m.
  • The University of Utah has requested a new station for Washington UT, to broadcast on channel 47 as a digital companion for K34FS St. George UT. The University had operated an analog station on channel 47, but canceled the license, freeing the channel. Technical specifications: Ch 47; TL 37-9-19 N, 113-52-57 W (West Peak); ERP 0.3 kW directional; HAAT 1106 m.

Canceled, Denied, Dismissed, Expired or Expiring

  • The CP for a digital companion channel for KDTP-LP 58 Phoenix (Community Television Educators) expired on Feb. 20. No license to cover application has yet been filed, nor has a digital signal been seen.
  • The CP for a digital companion channel for K51HV Cottonwood (Trinity Broadcasting of Arizona, Inc.) expired on Feb. 27. No license to cover application has yet been filed.
  • The FCC has dismissed the displacement applications filed last month by KEGS-LD and KVPX-LD. No reason has been given.
  • The FCC has canceled the analog license for KELV-LP 27 Las Vegas NV, likely by request from licensee Entravision. Its digital operation is fully functional.
  • The CP for a digital companion channel for KDLQ-LP 55 St. George UT (CCR-St. George IV, LLC) expired on Feb. 20. No license to cover application has yet been filed, nor has a digital signal been seen.
  • The FCC has canceled the analog license for K06OB Cane Beds AZ/Hildale UT by request from licensee University of Utah. Its digital operation is fully functional on channel 17.
  • The University of Utah filed, then withdrew, an application for a digital companion for K34FS St. George UT, to have broadcast on channel 33. BYU already has a station on channel 33 in St. George.
  • The FCC has canceled the analog license for K47AK Washington UT by request from licensee University of Utah. Its digital operation is fully functional on channel 44. The cancellation makes room for the University to request a digital companion to K34FS St. George, to broadcast on channel 47.
  • The FCC has canceled the analog license for K51GH Washington UT by request from licensee Utah State Board of Regents. Its digital operation is fully functional on channel 50.

  • K30MH-D 5.x Overton NV (Moapa Valley Television Maintenance District) has filed a license to cover its original construction permit. The station is to rebroadcast KSL-TV 5.x Salt Lake City UT. Although licensed to Overton, the station's antenna is located north of Mesquite about 25-30 miles from the other stations serving Overton. Technical specifications: Ch 30; TL 36-53-35 N, 114-4-1 W; ERP 2.15 kW directional; HAAT -34 m. (12.2 m. AGL).
  • K34ME-D 5.x Overton NV (Moapa Valley Television Maintenance District) has filed a license to cover its original construction permit. The station is to rebroadcast KVVU-TV 5.x Henderson NV. Although licensed to Overton, the station's antenna is located north of Mesquite about 25-30 miles from the other stations serving Overton. Technical specifications: Ch 34; TL 36-53-35 N, 114-4-1 W; ERP 2.15 kW directional; HAAT -34 m. (12.2 m. AGL).
  • K38NQ-D 5.x Overton NV (Moapa Valley Television Maintenance District) has filed a license to cover its original construction permit. The station is to rebroadcast KTVX 4.x Salt Lake City UT. Although licensed to Overton, the station's antenna is located north of Mesquite about 25-30 miles from the other stations serving Overton. Technical specifications: Ch 38; TL 36-53-35 N, 114-4-1 W; ERP 2.15 kW directional; HAAT -34 m. (12.2 m. AGL).

I don't imagine that these stations broadcast from the Mesquite site at all. Here's the back story:

In September 2006, Moapa Valley requested three digital companion channels for analog stations K48ID, K44GU and K50HQ. The following month, the FCC granted K30JC-D, K34IP-D and K38LA-D, respectively. Moapa Valley built the stations, but neglected to apply for licenses to cover the construction permits. When the oversight was discovered, Moapa Valley couldn't apply for new stations due to a temporary moratorium on all stations within 75 miles of a top-100 market city (Las Vegas is about 45-50 miles away). Instead, Moapa Valley applied for STAs to continue operating the stations with the intent to file for new digital channels once the moratorium was lifted. In May 2010, Moapa Valley applied for three new stations on the same channels at Mesquite, which is just outside the 75-mile limit; construction permits were granted in September 2011. The FCC cancelled the K30JC, K34IP and K38LA permits in November 2011. Moapa Valley requested licenses for the new stations, K30MH-D, K34ME-D and K38NQ-D, in January 2012, then in February, requested to move all three back to Overton.

Seems like yet another way to get around FCC rules, I suppose, although it wouldn't surprise me if Moapa Valley were just following FCC instructions.
 
One last late-breaking update:

Programming changes

  • KDOS-LD 29.x Globe (KTVW License Partnership, G.P.) is finally broadcasting data. As expected, it's a rebroadcast of KTVW 33.x Phoenix, with both the Univision and Telefutura subchannels. Analog KDOS-LP 50 Globe, operating under STA until 2/29, is no longer broadcasting.
  • K16FB-D Globe (Telefutura Partnership of Phoenix) is silent. Not certain if this is temporary or permanent. KDOS-LD duplicates K16FB's signal, but in SD instead of HD.
 
You beat me to it; I was about to post that when I read your response. I didn't see the link you posted before now, but a Latin Heat Media press release states that Hero Broadcasting is an affiliate partner. Hero owns only three stations: KBEH 63 Oxnard/Los Angeles, KMOH 6 Kingman and KEJR-LD 40 Phoenix. KMOH is a simulcast of KEJR's primary subchannel. Since we already know that the Los Angeles affiliate will be KWHY, that leaves KMOH/KEJR as the new MundoFox affiliate in Phoenix.
