Arizona TV Station Update - January 2013

New licenses

  • K40AD-D 5.x Cottonwood (Meredith Corporation) has been granted a license to cover its modified digital flash cut construction permit. Technical specifications: Ch 40; TL 34-41-12 N, 112-6-59 W (Mingus Mtn.); ERP 12.3 kW directional; HAAT 773 m.
  • K28CW-D Flagstaff (Fox Television Stations, Inc.) has been granted a license to cover construction of its digital facilities with modified parameters. Technical specifications: Ch 28; TL 35-14-26 N, 111-35-48 W (Mt. Elden); ERP 1 kW directional; HAAT 584 m.
  • K55IY Camp Verde (Camp Verde TV Club) has requested a license to cover its displacement analog move to an in-core channel. The station has included in the license request its license and antenna modifications described in the Applications filed section below. When licensed, the station's call sign should be K31LZ-D, even though it will be an analog station. The station is on the air as a repeater of KPHO-TV 5.1 Phoenix. Technical specifications: Ch 31; TL 34-28-12 N, 111-52-23 W (Squaw Peak); ERP 0.165 kW directional; HAAT 670 m.
  • K09KV Prescott (KPHO Broadcasting Corporation) has requested a license to cover its displacement flash cut to digital, with modified parameters. When licensed, its call sign should be K30JD-D. Technical specifications: Ch 30; TL 34-29-25 N, 112-32-0 W (Mt. Francis); ERP 1.2 kW directional; HAAT 478 m.
  • K36FO Calexico CA (CABAFAM, Inc.) has requested a license to cover its displacement digital flash cut construction permit with modified parameters. The station is not yet operational. Technical specifications: Ch 7; TL 32-40-30 N, 115-22-38 W (Calexico East); ERP 3 kW non-directional; HAAT 86 m.
  • K38AU Tohatchi NM (The Navajo Nation) has requested a license to cover its digital flash cut construction permit with modified parameters. The station's signal is predicted to reach the upslope areas of the Navajo Nation, west of Window Rock and Fort Defiance and is to rebroadcast K44BB Window Rock (now K45LU-D), which in turn, rebroadcasts KNME-TV Albuquerque NM. Technical specifications: Ch 38; TL 35-54-37 N, 108-46-26 W (Deza Bluffs); ERP 0.62 kW directional; HAAT 597 m.

Programming changes

  • The FOX network has announced a joint venture with Weigel Broadcasting Co. to launch a digital subchannel movie network sometime this spring. Simply called Movies!, it's planned to roll out on 17 Fox O&Os nationwide, including Phoenix. No specific date has been given. It is yet unknown whether the subchannel will air on KSAZ-TV or on KUTP, but given FOX's desire to have as much bandwidth as possible available on the FOX station, it seems reasonable to expect the new diginet to be added to KUTP.
  • KTAZ 39.x Phoenix (NBC Telemundo License LLC) has dropped SOi TV from channel 39.3, replacing it with color bars. Telemundo and SOi have parted company nationwide, and SOi programming now only airs on broadcast stations in New York and Los Angeles, and on cable outlets in Los Angeles and Puerto Rico.
  • KHRR 40.x Tucson (NBC Telemundo License LLC) has dropped SOi TV from channel 40.3, replacing it with color bars.
  • KVOA 4.x (23) Tucson (KVOA Communications, Inc.) and Class A translator K04QP-D Casas Adobes, have added channel 4.2 to their channel lists. Currently airing color bars, it is set to become the home of Cozi TV soon.
  • KTVP-LD 22.x Phoenix (Mako Communications LLC) has dropped Mexicanal programming from channel 22.2, replacing it with color bars. Although the change occurred in December, it was not reported, as Mako adds and drops channels frequently on their stations in Phoenix and Las Vegas.
  • K25DM Phoenix (Mako Communications LLC) has added Punch TV programming to channel 25.2. Although the station still has an analog call sign, it operates in digital per STA.
  • K09KV Prescott (KPHO Broadcasting Corporation) has begun broadcasting in digital on channel 30, using virtual channel 5. A translator for KPHO Phoenix, its lineup consists of CBS programming on channel 5.1 and Weather on channel 5.2.
  • KPDF-CA 41.x Phoenix (Una Vez Más Phoenix License LLC) has added Living Tapestry Network to channel 41.2. The channel formerly aired on KFPB-LD 50.3 in Phoenix.
  • KBLR 39.x Las Vegas NV (NBC Telemundo License LLC) has dropped SOi TV from channel 39.3, replacing it with color bars.
  • KSNV-DT 3.x Las Vegas NV (Southern Nevada Communications) has announced plans to drop syndicated programming as contracts expire and replace them with local news. Jim Rogers, head of Intermountain West Communications, which owns KSNV and several other stations, including KYMA in Yuma, plans to have the Vegas NBC affiliate completely on the new format by 2016, according to a TVNewsCheck article. The goal is admirable, but will it work? It didn't work for KNXV Phoenix when it first launched in 1979. If news does work at KSNV, will KYMA see the same format in the future?
  • KEGS-LD 30.x Las Vegas NV (Mako Communciations LLC) has added Punch TV programming to channel 30.1.
  • The following stations have rebranded as UniMás:

  • KPPX 51.x Phoenix (America 51, L.P.) has consummated its transfer from Avenue Ion Holdings, L.P. and Trilogy Ion, LLC to BD Ion Media GP Holdings LLC.
  • KPHO-TV 5.x (17) Phoenix (Meredith Corporation) and its co-owned translators K09KV Prescott, K27KS-D Globe, K40AD-D Cottonwood and K50HU-D Flagstaff, have consummated their pro-forma transfer to KPHO Broadcasting Corporation.
  • KLHU-CA 45 Lake Havasu City (Jensen Investments, FLP) requested and has been granted an involuntary transfer of control of the family limited partnership from Mark Jensen and Jolene Jensen, to sole control by Jolene Jensen, following Mark Jensen's death in December.

Construction permits and STAs granted

  • K44ST-D 44.x Avondale AZ (3-Cities Television Club, Inc.) has been granted an STA to operate a low-power digital broadcast at the NASCAR events at Phoenix International Raceway from February 26 through March 5 on RF channel 44. 3-Cities is the licensee name for FanVision Entertainment, who has set up temporary broadcasts from PIR in the past. The signal is meant to be received by handheld devices sold by FanVision or rented to fans by the venue operators. The signal is authorized within a two-mile radius, but past broadcasts have not been receivable outside the race track, likely due to incompatible equipment. Technical specifications: Ch 44; TL 33-22-28 N, 112-18-39 W (Phoenix Int'l Raceway); ERP 0.1 kW non-directional; Height 19 m AGL.
  • K49ST-D 49.x Las Vegas NV (3-Cities Television Club, Inc.) has been granted an STA to operate a low-power digital broadcast at the NASCAR events at Las Vegas Motor Speedway from March 5 through March 12 on RF channel 49. The setup is similar to what FanVision Entertainment has proposed for PIR the week before. The signal is authorized within a two-mile radius, but past broadcasts have not been receivable outside the race track, likely due to incompatible equipment. Technical specifications: Ch 49; TL 36-16-18 N, 115-0-39 W (Las Vegas Motor Speedway); ERP 0.1 kW non-directional; Height 13 m AGL.
  • KTNV-TV 13.x Las Vegas NV (Journal Broadcast Corporation) has been granted a permit to make a slight correction in transmitter location. No other aspects of the transmission have changed.

Applications filed / STAs requested

  • K55IY Camp Verde (Camp Verde TV Club) has requested a modification to its analog displacement construction permit, changing the license from TV Translator to Low-Power TV, and changing from an Scala off-the-shelf antenna to a Scala composite antenna. Changing to a Low Power license will allow the station to originate programming, which it cannot do as a translator. Technical specifications: Ch 31; TL 34-28-12 N, 111-52-23 W (Squaw Peak); ERP 0.165 kW directional; HAAT 670 m.
  • K47OA-D Washington UT (University of Utah) has requested a minor modification to its license. The only apparent change in the request is to reduce the tower height by one meter.

Canceled, Dismissed, Expired or Expiring

  • K34FS St. George UT (University of Utah) has surrendered its license to the FCC. The lack of any letter from the FCC indicates the likelihood of a voluntary surrender of license.

K09KV digital ch 30 (KPHO CBS 5) has significantly improved its signal
strength to more closely match other translators atop Mt. Francis.

K55DB digital ch 43 (KAET PBS 8) is off the air.

What are the likely scenarios for places like Williams, Show Low,
Page, etc, with regard to conversion to digital???

I wouldn't count on digital in the smaller towns until 2015, unless the town, county or local TV club owns the translators. The translators in Williams and Show Low are owned by the Phoenix stations that they rebroadcast.

Page, on the other hand, has been digital for some time. Their two stations rebroadcast KUTV and KUED out of Salt Lake City.

Translators owned by Belo (KTVK/KASW) are all digital, with the exception of the two in Williams.

Meredith's (KPHO) are now all digital, with the changeover of K09KV. They shut down their Williams translator about 10 years ago.

Londen (KAZT) only went digital in Phoenix and Mohave County, where the overwhelming majority of the stations are now digital.
AZ Board of Regents - ASU (KAET) has converted only one translator to date - Prescott - and that's probably only because the station's analog channel was out-of-core.

Fox (KSAZ/KUTP) got an early start in Prescott, but has also kept the analog station. They just converted Flagstaff, but have yet to convert any others, and in some cases, such as in Prescott and Mohave County, their stations are the only analog stations left.

Gannett (KPNX) has converted all of their owned translators to digital. Because of the full-power Flagstaff signal, all they have is Globe, Payson and Prescott.

Scripps (KNXV) has converted all of their owned translators to digital, including a redundant one in Kingman.
 
Looks like Fox is about to break their long-standing policy of no secondary subchannels on the Fox station. Just read a post by someone who claims to have an inside source at 511 W. Adams St., saying that Movies! will in fact go on a KSAZ subchannel. Word is that they'll start making preparations in March.

The author's speculation, not based on anything heard from the inside source, was that the new subchannel would have a PSIP channel of 10.3.

This information is unverified.

I was going to ask about the Fox policy since they run nothing above 720 they obviously have unused bandwidth (unless using it for a purpose I'm not aware of). If the intention is to maintain the primary signal at no more than 720 then they might as well use the unused bandwidth to host the movie channel.

KSAZ uses 14 Mbps, or 71% of their bandwidth for the Fox broadcast video and another 0.56 Mbps, or 3.4% for the audio. They also run Dyle TV service for mobile/handheld devices on RF channel 10, taking another 3.67 Mbps, or 19% of the bandwidth. Throw in the event tables, and by the time they're done, they're only left with about 1.2 Mbps of bandwidth, or just under 6.2%, unused. Obviously, they're going to have to rework that to fit in the movie channel without taking away from Fox programming, especially during high-action programming, such as sporting events.

Perhaps by dropping Dyle TV? M/H doesn't seem to be much of a priority, except for with Meredith-owned stations, such as KPHO.
 
K30JD-D (KPHO) again improved their signal on Mt Francis, here in Prescott.
They now have one of the best signals on Mt. Francis, at least in my area,
and are telecasting CBS 5 in 1080i on 5.1 and weather now on 5.2
K40AD-D on Mingus Mtn receives the KPHO DT on channel 17, it is then
cleaned up and sent to viewers and to K50HU Mt Eldon and K30JD-D
Mt Francis as well.
