Arizona TV Station update - July 2006

As always, questions, additions, comments and corrections welcome.

New licenses
  • KVSW-LP 38 Winslow (Village Broadcasting) was granted a license to cover their original construction permit. They were displaying a test pattern at last observation, although they have indicated that they will probably be airing network programming such as HSN.
  • K07YJ Bullhead City (Mohave County) was granted a license to cover. Not really new programming, as they'd been rebroadcasting KSAZ-TV for the last six years via STA.
  • KVPA-LP 42 Phoenix (Broadcasting Systems) was granted a license to cover their move to South Mountain and ERP change.

New programming
  • KDTP 11 Holbrook (Daystar) is broadcasting Daystar Television Network programming.
  • KDTP-CA 48 Phoenix (Daystar) is broadcasting Daystar Television Network programming.
  • KTAZ 39 Phoenix (NBC Telemundo) is broadcasting Telemundo programming.

Station shutdown
  • Last month, I reported that KTFL 4 Flagstaff (WTVA Inc.) had shut off analog and was going all-digital. Now I'm thinking it was a complete shutdown. Subscribers to Dish Network have described seeing a slate where KTFL used to be - it says that KTFL has ceased operations effective 6/1/2006. Also, station K18DD in Camp Verde is operating on the channel where KTFL-DT was supposed to be. They have no requests for displacement relief filed with the FCC.

Call sign changes
  • CP K41JG Prescott (Word of God Fellowship Inc.) has taken the call letters KPDT-LP. (Prescott Daystar Television).

DTV conversion
  • K25HD Bullhead City (Richard Tatham) has been granted Digital Flash Cut authorization.

Special Temporary Authority granted
  • KTAZ 39 Phoenix (NBC Telemundo) was granted their STA to operate at a variance from their license. I don't know if the current signal is their full licensed signal or the reduced-power signal per the STA. They have not filed for a license to cover on their full facilities.

Construction permit modifications granted
  • Yuma Broadcasting Company was granted a permit to modify the CP for KYMA-DT 41 Yuma to reduce ERP, to specify a different make of antenna, to change from an non-directional to directional antenna, and to lower the radiation center height.
  • NBC Telemundo License Company was granted a permit to modify the CP for KHRR-DT 42 Tucson to make permanent their current operations under STA.
  • Londen Media Group was granted a permit to modify the CP for KAZT-DT 25 Prescott to make permanent their current operations under STA.
  • Telefutura Television Group was granted a permit to modify the CP for KFPH-DT 27 Flagstaff to make permanent their current operations under STA.

Station sales
  • The deal to transfer LPTV stations KDRX-CA 48 Phoenix and KPHZ-LP 58 Phoenix from NBC Telemundo License to Community Television Educators (Daystar) has been consummated. The stations continue to air programming from Telemundo and Jewelry TV, respectively, at least for now.

Applications filed but not yet approved
  • K20IQ Flagstaff (Telecom Wireless) has applied to move to channel 45 and to move transmitter location from near I-40 & Butler St. to the Mount Elden communications site. The only surprise here is that the FCC ever granted them a CP on channel 20 when there was already a channel 20 being built to serve the Flagstaff area.
  • Silent station KBFY-LP 41 Yuma (Powell Meredith Communications Company) has applied to move the station from channel 39 in Yuma, where they have a construction permit to build, to channel 50 in Henderson NV. They claim difficulty in finding a suitable place for their signal. They were displaced from channel 41 when KYMA-DT began operations, and they had an application to move to channel 51 that, after 3 years, was rejected by the Mexican government and dismissed. Although they have a valid construction permit to move to channel 39, they are claiming interference issues from co-channel and adjacent channel stations in San Diego, Phoenix, Tucson, Santa Ana, Sacramento (?!?!), Cottonwood AZ and Shonto AZ, the latter a 1200 W adjacent channel station almost 350 miles away! I guess interference from a co-channel station already in Las Vegas doesn't bother them. I'd say look for this one to be denied, but the FCC just put co-channel LPTV stations in Flagstaff. Call me cynical, but Powell Meredith sold off all their other TV properties, and I believe KBFY-LP is for sale - an LPTV station in the Las Vegas market will command a much higher price than one in Yuma/El Centro. Wanting to move out of the Mexican coordination zone I can understand, but I think they're being disingenuous here.
  • KHRR-DT 42 Tucson (NBC Telemundo) has applied for a license to cover construction of their DTV facilities, 2 days after the permit was granted to allow them to make their current temporary operations permanent.
  • KSWT-DT 16 Yuma (Pappas Broadcasting) has applied for an extension of their DTV construction permit.
  • KMOH-DT 19 Kingman (Bela Broadcasting) has applied for a license to cover construction of their DTV facilities.
  • KYMA-DT 41 Yuma (Yuma Broadcasting) has applied for a license to cover construction of their DTV facilities, 4 days after having been granted the changes they requested.
  • KPHZ-LP 58 Phoenix (Daystar) has applied for displacement relief. They wish to move to channel 11 and put their Daystar programming on that station. Interference issues with KDTP 11 Holbrook would be accepted, as both stations would be broadcasting the same signal anyway. At present, the station is still a Jewelry TV affiliate.
  • KTVK-DT 24 Phoenix (Belo) has applied for a license to cover construction of their DTV facilities.
  • KASW-DT 49 Phoenix (Belo) has applied for a license to cover construction of their DTV facilities.
  • KPAZ-DT 20 Phoenix (TBN) has applied for an extension of their DTV construction permit.
  • K20HS Flagstaff (Turner Enterprises) has submitted an amendment to their application for license to cover, to specify a new transmitter location on Mormon Mtn.
  • KVBT-LP 41 Santa Clara UT (CCR-St George IV LLC) has filed an application for Digital Flash Cut authorization.
  • KMCC-DT 32 Laughlin NV (Cranston II LLC) has applied for an extension of their DTV construction permit.
  • KAJB 54 Calipatria CA (Calipatria Broadcasting) has applied for an STA to allow them to operate using a backup antenna. Their primary antenna malfunctioned and burned up - it needs to be either repaired or replaced.

Applications dismissed
  • An application filed by Charles C. Townsend III to build a station on ch 15 in Bisbee was dismissed. The application was filed six years ago.

Applications filed for renewal of license

TV licenses expire on 10/1/2006 in Arizona, Utah and Nevada, and on 12/1/2006 in California. (Stations licensed to the other three states also serve Arizona.)

Correction

KBFY-LP corrected their application; they meant to specify channel 53, not channel 50. So what are their odds of getting a construction permit on a station outside the core channels?
