Arizona TV Station Update - July 2012

As always, questions, additions, comments and corrections welcome.

New licenses

  • K28CW Flagstaff (Fox Television Stations, Inc.) requested and was granted a license to cover construction of its digital facilities with its original parameters. The application for license to cover was filed before the FCC approved a modification to the permit, increasing power. Technical specifications: Ch 28; TL 35-14-26 N, 111-35-48 W (Mt. Elden); ERP 0.2 kW directional; HAAT 584 m.
  • K28CW Flagstaff (Fox Television Stations, Inc.) has requested a license to cover construction of its digital facilities with its modified parameters. Technical specifications: Ch 28; TL 35-14-26 N, 111-35-48 W (Mt. Elden); ERP 1.0 kW directional; HAAT 584 m.

Programming changes

  • KMOH-TV 6.1 Kingman and KEJR-LD 40.1 Phoenix (Hero Licenseco, LLC) flipped programming from Tr3s to MundoFox on 8/1. It is broadcasting in 720p HD, as required in the affiliation agreement. KEJR 40.2 continues to air infomercials. Although the affiliation agreement was to go into effect on September 15, the effective date could be changed by agreement of both parties. Hero Licenseco has also launched a new website, kejr40.com (no website branded as KMOH, though). The local station information webpage indicates that KMOH also plans to launch six more subchannels.
  • KFPB-LD 50.6 Globe (Globe LPTV LLC) has launched Balance TV.
  • KMCC1-LD 32.1 Laughlin NV (Cranston Acquisition LLC) flipped programming from VasalloVision to MundoFox on 8/1. There is no indication if the main transmitter in Dolan Springs is broadcasting anything other than the satellite search pattern.

Transactions

  • K51IO Bullhead City (Digital Networks - Southwest) has consummated the license transfer from MMTC to Luken Communications.
  • KUWB-LD 22 Bloomington UT and K48JD-D Santa Clara UT (High Plains Broadcasting License Company LLC) have been included in the proposed sale of KUCW Ogden UT from High Plains to Nexstar Broadcasting, Inc.

Construction permits and Special Temporary Authorizations granted

  • K28CW Flagstaff (Fox Television Stations, Inc.) has been granted a modification to its construction permit, allowing it to raise its ERP from 0.2 kW to 1 kW. All other parameters remain the same. Technical specifications: Ch 28; TL 35-14-26 N, 111-35-48 W (Mt. Elden); ERP 1 kW directional; HAAT 584 m.
  • KYUM-LP 2 Yuma (Centro Cristiano Vida Abundante, Inc.) was granted Special Temporary Authorization to modify the old construction permit to operate in digital with reduced ERP. Technical specifications: Ch 15; TL 32-40-22 N, 114-20-11 W (Telegraph Pass); ERP 1.8 kW directional; HAAT 384 m.

Applications and Special Temporary Authorizations requested

  • K55DB Prescott (Arizona Board of Regents for ASU) has requested an STA to operate digital facilities on channel 43, employing a temporary antenna putting out half the power specified in its construction permit for station K43LW-D.

Dismissed, canceled, expiring or expired

  • The FCC has canceled the license of KWTA-LP 31 Tucson (Venture Technologies Group, LLC) for failure to broadcast within a twelve-month period.
 
Unfortunately, I have no specific information about K21CX-D.

The station's owner, Ventana Television, is a sister company to HSN and is the holding company for all of HSN's low power TV stations. Both are subsidiaries of InterActiveCorp (IAC) of St. Petersburg FL.
 
Must have been temporary - K21CX-D is broadcasting HSN as usual.

Programming changes

  • K42IQ-D Flagstaff (EICB-TV East LLC) is back on the air, again broadcasting programming from Cornerstone TV Network.
 
I've been told by KAZT that they're dropping RTV from 7.3 at the end of the month. I'm not sure if they're going to have replacement content or deactivate the subchannel altogether.

I guess we'll see - if they want to keep programming on the subchannel, there are still a lot of options out there. They would have to strike a deal with a provider willing to have OTA-only coverage, because I don't see Cox adding a third channel for KAZT.

I specifically asked them about Antenna TV, and they said that's out of the question (due to "contratual obligations"). If Scripps-owned WXYZ can add another subchannel to their signal (Bounce TV is scheduled to debut there while keeping Live Well too), I can't see why KNXV couldn't add a 15.3 for Antenna TV.

As for RTV, I can see them move to another LPDTV (K38IZ? KPHE?). Unfortunately, Antenna doesn't seem to be keen on the whole LPDTV thing, except for smaller markets.

I've given up on Antenna TV coming to Phoenix. None of the full power locals have any interest in additional subchannels, although I wouldn't mind seeing one of the weather subs or LWN replaced. I'm betting that AZ-TV's "contractual obligation" is a non-compete clause prohibiting them from airing any other classic TV network.

K38IZ Digital might be a good fit for RTV, as they already have Luken's TuffTV in their lineup. KPHE is duplicating content on 44.1 and 44.3 and already has Luken's MyFamilyTV on 44.4, so that could be another possibility. Even though Daystar has Luken's JTV on a subchannel, RTV wouldn't be a good fit with Daystar values, so I don't see that happening. RTV on KEJR 40.2 would be interesting, although I don't think Hero License Co. wants to give up the infomerical subchannel. Liberman's KVPA is only airing one 480i feed of Estrella TV on 42.1 and doesn't appear interested in filling up that boxcar. Liberman doesn't run any programming other than Estrella TV in any market except LA and Denver. The other LP stations (KTVP, KPDF and KFPB) lease channel space, and I don't think Luken wants to go that route.
 
RTV, such as it was, was the only reason I watched 7+ subs. Looks like I will be removing KAZT entirely at the end of the month. :mad:

Sept. 2 and we're still watching RTV on KAZT - did they say at the end of which month they were dropping it? :)
