Arizona TV Station Update - July 2023

As always, questions, additions, comments and corrections welcome.

New Licenses
  • KOLD-TV 13.x (32/13) Tucson (Gray Television Licensee LLC) requested and has been granted a license to cover a power increase at its digital replacement translator. Technical specifications: Ch 13; TL 32° 14' 52" N, 111° 7' 1" W (Tucson Mtns.); ERP 1 kW HP (0.75° EBT); HAAT 618 m / 2027 ft.
Programming Changes
  • NBC LX has rebranded as NBC LX Home and has traded its soft news format for a lifestyle format. KTAZ Phoenix carries LX on channel 39.4 and KHRR Tucson carries it on channel 40.3.
  • KDVD-LD 50.x (25) Globe (Globe LPTV LLC) has replaced Comfy TV on channel 50.3 with a graphic stating that the channel is available for lease.
  • KPDF-CD 41.x (22) Phoenix (HC2 Station Group Inc.) has replaced Carz & Trax on channel 41.9 with Timeless TV, which airs infomercials interspersed with public domain programming.
  • K21OD-D 4.x Many Farms (KOB-TV LLC) is reported by its licensee to have resumed operations as of June 25.
  • K23BJ-D Lake Havasu City (Tri-State Broadcasting LLC) is silent.
  • KMCC 34.x (32) Laughlin NV (Ion Television License LLC) has moved Bounce from channel 34.2 to channel 34.6 and has moved Ion from channel 34.1 to channel 34.2. Channel 34.1 is now an independent station branding as Vegas 34.
Transactions
  • K08QN-D and K34QY-D Golden Valley (Lowcountry 34 Media LLC) are part of a proposed purchase by Bridge News of seven Lowcountry 34 Media LPTV stations for $1.9 million. In exchange, Lowcountry 34 Media would purchase three LPTV stations owned by Bridge News for $300,000. Both AZ stations that Bridge News would acquire are part of the 2009 Rural LPTV Station allotment, so Bridge New would not be able to move either station within 75 miles of the Phoenix, Tucson or Las Vegas NV reference points.
Construction Permits and Special Temporary Authorizations (STAs) Granted
  • K04SE-D Parker (Lowcountry 34 Media LLC) requested and was granted a modification to its construction permit to specify a build site about 333 feet west of where previously authorized, and to reduce radiated power from its authorized 1 kW. Technical specifications: Ch 4; TL 33° 35' 45" N, 113° 21' 5" W (Snowbird West RV Park); ERP 0.9 kW DA HP; HAAT -12 m / -39 ft (6 m / 20 ft AGL).
Construction Permits and Special Temporary Authorizations (STAs) Requested
  • K06QW-D Sentinel (Lowcountry 34 Media LLC) has requested to relocate to, and change its city of license to, Gila Bend, 29 miles to the east. It is proposed to mount the antenna on a tower near the center of town, although the only structure that appears at that location matching the height specified is a utility pole. The station was part of the 2009 Rural LPTV Station allotment which specifies that it must be no closer than 121 km (75 mi) from the Phoenix reference point of 33° 27' 12" N, 112° 4' 28" W. Gila Bend is only 83 km (52 mi) from Phoenix, but is terrain-shielded from Phoenix and cannot receive any Phoenix television station, so it may still meet the criteria for a rural location. Technical specifications: Ch 6; TL 32° 56' 42" N, 112° 43' 32" W (510 E. Pima St.); ERP 0.9 kW H DA; HAAT -26 m / -85 ft (6 m / 20 ft) AGL.
  • K17DA-D 7.x Lake Havasu City (KAZT LLC) has requested a construction permit to change its broadcast antenna, to increase the antenna height and to maximize power. Technical specifications: Ch 17; TL 34° 36' 9" N, 114° 22' 16" W (Goat Hill); ERP 15 kW H / 6.43 kW V DA 1° EBT; HAAT 54 m / 177 ft.
  • K22NG-D 10.x Lake Havasu City (Mohave County Board of Supervisors) has requested a construction permit to change its broadcast antenna, to increase the antenna height and to maximize power. Technical specifications: Ch 22; TL 34° 36' 9" N, 114° 22' 16" W (Goat Hill); ERP 15 kW H / 6.43 kW V DA 1° EBT; HAAT 54 m / 177 ft.
  • K23BJ-D Lake Havasu City (Tri-State Broadcasting LLC) has requested a Silence STA due to antenna failure on August 3.
  • K24NK-D 15.x Lake Havasu City (Mohave County Board of Supervisors) has requested a construction permit to change its broadcast antenna, to decrease the antenna height and to maximize power. Technical specifications: Ch 24; TL 34° 36' 9" N, 114° 22' 16" W (Goat Hill); ERP 15 kW H / 6.43 kW V DA 1° EBT; HAAT 48 m / 157 ft.
  • K26OK-D 5.x Lake Havasu City (Mohave County Board of Supervisors) has requested a construction permit to change its broadcast antenna, to increase the antenna height and to maximize power. Technical specifications: Ch 26; TL 34° 36' 9" N, 114° 22' 16" W (Goat Hill); ERP 15 kW H / 6.43 kW V DA 1° EBT; HAAT 54 m / 177 ft.
  • K28PO-D 12.x Lake Havasu City (Mohave County Board of Supervisors) has requested a construction permit to change its broadcast antenna, to increase the antenna height and to maximize power. Technical specifications: Ch 28; TL 34° 36' 9" N, 114° 22' 16" W (Goat Hill); ERP 15 kW H / 6.43 kW V DA 1° EBT; HAAT 48 m / 157 ft.
  • K29FD-D 3.x Lake Havasu City (Mohave County Board of Supervisors) has requested a construction permit to change its broadcast antenna, to increase the antenna height and to maximize power. Technical specifications: Ch 29; TL 34° 36' 9" N, 114° 22' 16" W (Goat Hill); ERP 15 kW H / 6.43 kW V DA 1° EBT; HAAT 54 m / 177 ft.
  • K31GZ-D 8.x Lake Havasu City (Mohave County Board of Supervisors) has requested a construction permit to change its broadcast antenna, to increase the antenna height and to maximize power. Technical specifications: Ch 31; TL 34° 36' 9" N, 114° 22' 16" W (Goat Hill); ERP 15 kW H / 6.43 kW V DA 1° EBT; HAAT 48 m / 157 ft.
Canceled, Dismissed, Expired or Expiring
  • Despite the expiration of their contract with Weigel to carry MeTV, KAZT-TV and KAZT-LD continue to carry the channel, possibly on a month-to-month basis, and Weigel's KEJR-LD continues to carry MeTV+ on both 40.1 and 40.2 subchannels. Although it seemed like a natural time for MeTV to move over to KEJR, it is not really surprising that nothing happened.

Items overlooked:

Canceled, Dismissed, Expired or Expiring
  • The original construction permits for the following stations are set to expire in August 2023. Landover 2 LLC is the permittee of each station:
    • K14TD-D Lake Havasu
    • K18NS-D Salome
    • K21PB-D Parker
    • K26PM-D Bowie
    • K28QO-D Sentinel
    • K28QP-D Salome
    • K32OP-D Roll
    • K32OQ-D Yuma
    • K17OQ-D Blythe CA
    • K21PA-D Winterhaven CA
    • K26PN-D Winterhaven CA
    • K29NQ-D Winterhaven CA
Footnote: I don't believe that Landover 2 LLC exists as a company any longer. The stations listed above were part of a plan to roll out mobile digital data services along the Interstate Highway System and other well-traveled areas. The idea was to use the cellphone model to offer data services in the TV band, while offering the minimum one 480i television station over the air to comply with FCC standards. Most likely, we would have seen a shopping channel, and the rest of the bandwidth would be used for mobile digital data services. Landover's plan never came to fruition.
