New licenses
- KCFG 9.1 (32) Flagstaff (KM Communications) has been granted a license to cover its pre-transition DTV facilities. Although the signal is supposed to reach Sunset Point above Black Canyon City, I was not able to receive a signal at Cordes Junction, 10 miles closer. It has been common for KM Communications to license a facility, but the actual programming not be viewable for months, but it could also be that I was in an area with no signal, as KFPH-DT was also not viewable. I was, however, able to receive KNAZ-DT, and all three originate from Mormon Mountain with non-directional signals.
- KVMY 21.1.(22) Las Vegas NV (KUPN Licensee [Sinclair Broadcast Group]) has been granted a license to cover its DTV facilities. The station has elected to stay with its pre-transition facilities after 2009.
Construction permits granted
- KDTP 11.1 Holbrook (Community Television Educators [Daystar]) has been granted a construction permit to modify its DTV application to specify lower power from the existing analog facilities. Daystar has already requested permission to modify the permit.
- KAET 8.1 Phoenix (Arizona Board of Regents for ASU) has been granted a contruction permit for their post-transition DTV facilities on channel 8.
- KGNG-LD 48 Las Vegas NV (King-Kong Broadcasting) has been granted a construction permit to increase ERP from 11.8 kW to 15 kW and to change its antenna type.
- K35FS Santa Clara UT (Bonneville Holding Company) has been granted a construction permit to flash cut to digital. The station will operate from the same facilities at an ERP of 25 Watts.
- KCSG 4.1 (14) Cedar City UT (Southwest Media) has applied for and has been granted a modification to its DTV construction permit, modifying the transmitter location, type and ERP. Claiming that the transmitter location specified in its original DTV construction permit was inaccessible, the station sought to specify its current transmitter location, from where the analog broadcast and STA DTV broadcast originate. It also will reduce ERP from 1000 kW to 25 kW, meaning that it will no longer cover any part of Arizona.
Construction permit extensions granted
- KSWT 13.1 (16) Yuma (Pappas Telecasting) has requested another extension to its DTV construction permit. The station has been broadcasting on Special Temporary Authorization at reduced power (50.9 kW vs. 196 kW), providing coverage to its city of license, Yuma, but not necessarily to all parts of the Imperial Valley in California. In December 2007, the station applied for an extension through February 17, 2009, but was only extended through August 18, 2008. The new extension is again requested through February 17, 2009
Construction permits rescinded
- The FCC granted, then rescinded the construction permit of KAJB 54.1 (36) Calipatria CA (Calipatria Broadcasting Company) specifying its post-transition DTV facilities.
Station sales
- The sale of K53JA Flagstaff from Howard Mintz to EICB-TV East has been consummated.
- The FCC has approved the sale of KWBA 58 Sierra Vista from Tucson Communications LLC to Journal Broadcast Corporation.
- The FCC has approved the sale of K16DS St. George UT from Broadcast West to Southwest Media.
Applications filed but not yet approved
- KGUN 9.1 Tucson (Journal Broadcast Corporation) has modified its application for post-transition DTV facilities, increasing ERP from 8.9 kW to 10.3 kW.
- KPNX 12.1 Phoenix (Multimedia Holdings Corporation [Gannett]) has modified its application for post-transition DTV facilities, increasing ERP from 21.5 kW to 43 kW.
- KFTU-TV 3.1 (36) Douglas (Telefutura Partnership of Douglas) has modified its application specifiying its post-transition DTV facilities, which will be located atop Mule Mountain outside of Bisbee and cover Douglas, Bisbee and Sierra Vista. Ch: 36, TL: 31-28-53 N, 109-57-32 W, ERP: 1.3 kW, HAAT: 673 m.
- KPCE-LP 29 Tucson (Word of God Fellowship [Daystar]) has applied for a license to cover its construction permit. The station moved from the Santa Rita Mountains near Green Valley to the Tucson Mountains west of downtown Tucson, increased ERP from 23.1 kW to 108 kW, and changed its city of license from Green Valley to Tucson. The station is operational from the new facilities.
- K53JA Flagstaff (EICB-TV East) has filed a displacement application for its original construction permit, moving from out-of-core channel 53 to in-core channel 42. It as also requested to change from analog to digital operation, to change its location to the Mount Eldon electronics site near Flagstaff, and to reduce ERP from 150 kW to 1 kW, which is the maximum power allowed at the site.
- K27IJ Tacna (Hispanic Christian Community Network) has requested a location change for its original construction permit, to Orange County, California. Although the original proposed city of license was Tacna, and error in the original application placed the transmitter at Vicksburg, exactly one degree north. The minor change showing with the application suggests a slight change in antenna location and pattern, qualifying as a minor change, but the proposed location in the application itself is clearly Orange County, which is not a minor change. In both the minor change showing and the actual modification parameters, the station's signal would be completely encompassed by that of K55KC, making it redundant. Something's not right here.
- K55KC Quartzsite (Hispanic Christian Community Network) has requested a location change for its original construction permit, to Orange County, California, and an increase in ERP from 50 kW to 90 kW. The signal would completely encompass that of K27IJ, if its modification is granted. The minor change showing with the application indicates that the station is to move to Salome, with miniscule overlap in Grade A contours, barely qualifying as a minor change, but the proposed location in the application itself is clearly Orange County, which is not a minor change. Something's not right here either.
- KSAZ-TV 10.1 Phoenix (KSAZ License [Fox]) has applied for a change to its post-transition DTV facilities, increasing ERP from 20 kW to 53 kW, and employing a 0.75 degree beam tilt.
- KDTP 11.1 Holbrook (Community Television Educators [Daystar]) has applied for a change to its post-transition DTV facilities, specifying a new antenna type and location, and increased power output. The new location will again be at the Mogollon Rim site, but from a different tower. Power output will once again be 160 kW, but the antenna pattern will be more focused toward Holbrook, the city of license, and Phoenix, with coverage to Payson and possible coverage to Winslow, Show Low and Snowflake. - KPAZ-TV 21.1 (20) Phoenix (Trinity Broadcasting of Arizona) has applied for a change to its post-transition DTV facilities, increasing ERP from 500 kW to 1000 kW.
- KTVK 3.1 (24) Phoenix (Belo) has applied for a change to its post-transition DTV facilities, increasing HAAT from 501 m to 541 m. While 1000 kW actually exceeds the power allowed at that height, the station contends that it is allowable because the station's service contour will not exceed that of the largest station in the market, KAET.
- KASW 61.1 (49) Phoenix (Belo) has applied for a change to its post-transition DTV facilities, increasing ERP from 531 kW to 1000 kW, increasing HAAT from 497 m to 532 m, and changing antenna model. An inadvertent omission of a digit has their new antenna location in the middle of the Pacific Ocean near the equator - I don't think that would qualify as a minor change.
- KNXV-TV 15.1 Phoenix (Scripps-Howard) has requested a change in its post-transition DTV construction permit. It intends to increase ERP from 193 kW to 458 kW.
- KYMA 11.1 Yuma (Yuma Broadcasting Company) has filed an application specifying its post-transition DTV auxiliary facilities. Ch: 11, TL: 33-3-10 N, 114-49-40 W, ERP: 10.3 kW, HAAT: 493 m.
- KTVW-TV 33.1 Phoenix (KTVW License Partnership [Univision]) has requested a change in its post-transition DTV construction permit, increasing ERP from 196 kW to 470 kW.
- KFPH-TV 13.1 Flagstaff (Telefutura Partnership of Flagstaff) has requested a change in its post-transition DTV construction permit, increasing ERP from 19.6 kW to 58 kW.
- KUVE-TV 46.1 Green Valley (Univision Tucson LLC) has requested a change in its post-transition DTV construction permit, increasing ERP from 70.8 kW to 172 kW.
- KPHO-TV 5.1 (17) Phoenix (Meredith Corporation) has applied for a change to its post-transition DTV facilities, increasing HAAT from 507 m to 531 m.
- KPPX 51.1 Phoenix (America 51 LP [ION]) has applied for a change to its post-transition DTV construction permit, increasing ERP from 210 kW to 1000 kW and increasing HAAT from 533 m to 536 m.
- KECY-TV 9.1 El Centro CA (Gulf-California Broadcast Company) has requested another modification to its ungranted application specifying post-transition DTV operation. In addition to the new transmitter model, increased beam tilt and polarization change, the station now wants to increase ERP from 11 kW to 50 kW.
- KVMY 21.1 (22) Las Vegas NV (KUPN Licensee [Sinclair Broadcast Group]) has requested a modification to its DTV construction permit, increasing ERP from 630 kW to 1000 kW, while decreasing HAAT from 1018.3 m to 1018 m. As the license was already granted to cover the referenced construction permit, this might become a request to modify the license.
- KTNV 13.1 Las Vegas NV (Journal Broadcast Group) has requested a modification to its post-transition DTV construction permit, increasing ERP from 16 kW to 30.5 kW.
- KVVU-TV 5.1 (9) Las Vegas NV (KVVU Broadcasting Corporation [Meredith Corporation]) has requested a change to its DTV facilities, increasing ERP from 86 kW to 160 kW.
Applications dismissed
- Dean Mosely's application to construct an LPTV station on channel 50 at Bisbee has been dismissed. No reason was given.
- Yuma Broadcasting Company's application to construct an LPTV station on channel 28 at Parker has been dismissed. No reason was given, but the proposed station would be in close proximity to an existing co-channel DTV station for XHAQ in Mexicali.
- Yuma Broadcasting Company's application to construct an LPTV station on channel 42 at Quartzsite has been dismissed. No reason was given, but the application had previously been dismissed and was reinstated in December 2003.
DTV status updates
- KNAZ-TV 2.1 Flagstaff (Multimedia Holdings Corporation [Gannett]) has requested a digital rulemaking, allowing it to specify its pre-transition channel, 22, as its final post-transition channel.
- KCFG 9.1 Flagstaff (KM Communications) has requested a digital rulemaking, allowing it to specify its analog channel, 9, as its final post-transition channel.
Special Temporary Authorizations (STA)
- KFPH-TV 13 Flagstaff (Telefutura Partnership of Flagstaff) has been granted an STA to terminate its analog broadcast on approximately September 1, 2008. The station had elected channel 13 for its post-transition allocation and does not have sufficient room to install the channel 13 digital transmitter, along with the current analog channel 13 and digital channel 27 transmitters.
- KUVE-TV 46 Green Valley (Univision Tucson LLC) has been granted an STA to terminate its analog broadcast on approximately September 1, 2008. The station had elected channel 46 for its post-transition allocation and does not have sufficient room to install the channel 46 digital transmitter, along with the current analog channel 46 and digital channel 47 transmitters.
- KELV-LP 27 Las Vegas NV (Entravision Holdings) has been granted an extension of its STA to operate at variance with its licensed facilities. The station is negotiating with its landlord to be able to move the antenna to the height described in its license.
License renewals
- The license for K04JC Bouse (Bouse Booster Club) has been reinstated and has been renewed until 2014.
- The license for K07LD Bouse (Bouse Booster Club) has been reinstated and has been renewed until 2014.
- The license for K11OB Bouse (Bouse Booster Club) has been reinstated and has been renewed until 2014.
- The license for K17CM Duncan (Gospel Light Broadcasting) has been reinstated and has been renewed until 2014.
- The license for KTNV-TV Las Vegas NV (Journal Broadcast Corporation) has been renewed until 2014.
