Arizona TV Station Update - June 2009

Lots going on this past month, making the monthly update quite lengthy and quite late.

As always, questions, additions, comments and corrections welcome.

New licenses

  • K04QP-D 4.1 Casas Adobes (KVOA Communications) has been granted a license to cover its DTV facilities. The signal fills in the northwest Tucson areas blocked from KVOA.
  • K14NE-D Boulder City NV (Gerald Benavides) has been granted a license to cover its DTV facilities and a community of license change from Kingman AZ to Boulder City NV. The station is licensed for 15 kW but is not broadcasting.
  • K41IO-D Las Vegas (Trinity Christian Center of Santa Ana Inc. [TBN]) has been granted a license to cover its flash cut to digital. Rather than the typical TBN five subchannels, the station only airs TBN Enlace, a Spanish-language service.

Programming changes

  • KFTU-DT 3.x (36) Douglas (Telefutura Partnership of Douglas) is on the air with programming from Telefutura on channel 3.1 and a simulcast of KUVE-DT 46.1 Green Valley on channel 3.2.
  • KTVK 3 Phoenix (KTVK Inc. [Belo]) began analog nightlight service on the morning of June 12 and ended it on June 26.
  • KPHO-TV 5 Phoenix (Meredith Corporation) began analog nightlight service late in the evening of June 12 and ended it on June 26.
  • KMSB 11 Tucson (KMSB-TV Inc. [Belo]) began analog nightlight service on June 12 and ended it on June 26.
  • KUAS-TV 27 Tucson (Arizona Board of Regents - U of A) began nightlight service on June 12. The station is scheduled to end the service on July 12.

  • K19FD Camp Verde (Central States Communications) is silent.

Construction permits granted

  • KTVK 3.x (24) Phoenix (KTVK Inc. [Belo]) has been granted a construction permit to move the DTV antenna to the top of the tower, increasing height 40 meters.
  • KASW 61.x (49) Phoenix (KASW-TV Inc. [Belo]) has been granted a construction permit to maximize facilities, increasing power from 531 kW to 1000 kW, and to move the DTV antenna to the top of the tower, increasing height 35 meters.
  • KTAZ 39.x Phoenix (NBC Telemundo) has been granted a construction permit to maximize facilities, increasing power from 50 kW to 550 kW.
  • KSWT 13.x Yuma (Pappas Arizona License) was granted a construction permit for post-transition DTV facilities on VHF channel 13, broadcasting at 20 kW.
  • KDTP 11.x Holbrook (Community Television Educators [Daystar]) has been granted a construction permit for maximized facilities, with transmitter to be located near Forest Lakes. At 160 kW, the signal is predicted to serve both Holbrook and the northeast Phoenix suburbs. The FCC approved the permit on the 10th with an expiration date of the 12th, thinking that these were initial post-transition facilities. As two days would not be enough to construct, KDTP filed for an extension of the CP, but the FCC corrected their error, extending the CP the full three years, and dismissed the extension request.

Construction permit extensions granted

  • KNAZ-TV 2.x Flagstaff (Multimedia Holdings Corporation [Gannett]) has been granted an extension of its DTV post-transition construction permit pending FCC approval to remain on UHF channel 22.
  • KFPH-DT 13.x Flagstaff (Telefutura Partnership of Flagstaff [Univision]) has been granted a six-month extension of its DTV construction permit pending arrival of a new antenna for its post-transition facilities. The old antenna was found to be damaged beyond repair due to ice and could not be used. The new antenna was late in shipping.

Transactions

  • Control of KPPX 51.x Tolleson (America 51, L.P.) has been assigned to America 51, L.P., Debtor-in-Possession, following a declaration of bankruptcy by its parent, ION Media Holdings. The transaction has been finalized.
  • Following a reorganization, KSAZ-TV 10.x Phoenix (KSAZ License [Fox]) has been reassigned to NW Communications of Phoenix. The transaction has been finalized.
  • KNBX-CA 31 Las Vegas has been sold by Nevada Channel 6 Inc Debtor-in-Possession (Equity Media Holdings) to Mako Communications. The transaction has been finalized.
  • KEGS-LP 30 Las Vegas has been sold by Nevada Channel 3 Inc Debtor-in-Possession (Equity Media Holdings) to Mako Communications. The transaction has been finalized.

Applications filed but not yet granted

  • KFPH-DT 13.x Flagstaff (Telefutura Partnership of Flagstaff [Univision]) has filed to correct the antenna height, from 474 m to 475.5 m. Also, KFPH has requested to reduce its ERP from 40.6 kW average to 33 kW average.
  • K06AE Prescott (Multimedia Holdings Corporation [Gannett]) has requested to flash cut to digital with a location change to Mingus Mountain and community of license change to Flagstaff. It would broadcast at the maximum allowed 300 W and would retransmit the signal of KNAZ-TV 2.x Flagstaff.
  • K25DM Phoenix (Mako Communications) has applied for a displacement flash cut to digital on UHF channel 18. The station claims interference from adjacent channel KTVK Phoenix as justification for displacement. K25DM had a construction permit for companion channel K50LC-D, but that was superseded by KFPB's displacement.
  • K16EO Tucson/Oro Valley (Journal Broadcast Corporation) has requested a permit to flash cut to digital on UHF channel 16. The new facilities would broadcast at 9 kW average ERP. The station is a translator of KGUN, filling in the sections of the Tucson metro area blocked by terrain from the primary signal.
  • KFTU-CA 34 Tucson (Telefutura Partnership of Tucson [Univision]) has requested flash cut to digital on UHF channel 18, claiming displacement due to proximity to co-channel KTVW-DT Phoenix, which is also owned by Univision. Channel 18 was previously occupied in Tucson by a full-service analog station, and therefore, would not require Mexican coordination. At the time of filing, the co-channel situation existed, but KTVW-DT is no longer on channel 34, having switched to post-transition channel 33. We'll see if the FCC allows displacement.
  • K48GX Tucson (Telefutura Partnership of Tucson [Univision]) has requested displacement flash cut to digital on UHF channel 36, claiming interference from KDPH-LP Phoenix. The new facilities would broadcast at an average ERP of 6.7 kW.
  • KFPH-CA 35 Phoenix (Telefutura Partnership of Phoenix [Univision]) has requested to flash cut to digital on its current analog channel at 15 kW average ERP.
  • KTVW-CA 6 Flagstaff (KTVW License Partnership G.P. [Univision]) has requested displacement flash cut to digital on UHF channel 27, claiming interference to K06AE Prescott. The new facilities would broadcast at an average ERP of 7.2 kW.
  • KDOS-LP 50 Globe (KTVW License Partnership G.P. [Univision]) has requested displacement flash cut to digital on UHF channel 29, claiming interference to KFPB-LD Globe. The new facilities would broadcast at an average ERP of 15 kW.
  • K16FB Globe (Telefutura Partnership of Phoenix [Univision]) has requested to flash cut to digital on its current analog channel. The new facilities would broadcast at an average ERP of 7.5 kW.
  • KZOL-LP 15 Safford (KTVW License Partnership G.P. [Univision]) has requested displacement flash cut to digital on UHF channel 16, claiming interference to KNXV-TV Phoenix. The new facilities would broadcast at an average ERP of 15 kW.
  • K21GC Safford (Telefutura Partnership of Phoenix [Univision]) has requested displacement flash cut to digital on UHF channel 34, claiming interference to K21JO-D Lordsburg NM. The new facilities would broadcast at an average ERP of 15 kW.
  • KUVE-CA 38 Tucson (Univision Tucson LLC) has requested displacement flash cut to digital on UHF channel 42, claiming interference to K38IZ-D. The new facilities would broadcast at an average ERP of 10 kW. Channel 42 was formerly occupied by a full-service pre-transition digital station, so the facilities would not have to get Mexican coordination. This application is mutually exclusive to that of KWTA-LP Tucson and will have to go to auction to resolve.
  • KWTA-LP 31 Tucson (Venture Technologies Group LLC) has requested displacement flash cut to digital on UHF channel 42. The station is claiming interference to KSAZ-DT pre-transition facilities on UHF channel 31, even though KSAZ no longer holds that channel. KWTA recently learned that its request to flash cut on its analog channel was rejected by Mexican authorities. Channel 42 was formerly occupied by a full-service pre-transition digital station, so the facilities would not have to get Mexican coordination. This application is mutually exclusive to that of KUVE-CA Tucson and will have to go to auction to resolve.
  • KPVY-LP 45 Prescott (KM Communications) has requested to relocate to the North Mountain antenna farm in Phoenix and increase power to 5.49 kW average ERP.
  • KESE-LP 35 Yuma (Gulf-California Broadcast Company) has requested displacement flash cut to digital on UHF channel 16. Mexico recently allocated a full-service station on UHF channel 35 to Mexicali, Baja California, displacing KESE-LP. The station does have a construction permit to build a companion digital station on UHF channel 40. The application might be determined to be mutually exclusive with one from KHFS-LP El Centro CA.
  • K14NE-D Boulder City NV (Gerald Benavides) has applied for a displacement to UHF channel 26, a location change to the antenna farm outside Henderson NV, and a community of license change to Las Vegas NV, completing its transition from Kingman AZ to Las Vegas NV. The new faciliites would broadcast at an average ERP of 10 kW.
  • K59EX Laughlin NV (Journal Broadcast Corporation) has requested displacement flash cut to digital on UHF channel 44. Out-of-core channels (above channel 51) qualify for displacement. The new facilities would broadcast at an average ERP of 7 kW.
  • K53DG Laughlin NV (Clark County School District) has requested displacement flash cut to digital on UHF channel 6. Out-of-core channels (above channel 51) qualify for displacement. The new facilities would broadcast at an average ERP of 300 W.
  • KLSV-LP 50 Las Vegas NV (Biltmore Broadcasting Las Vegas Inc.) has requested to flash cut to digital on its analog channel. The new facilities would broadcast at an average ERP of 10 kW.
  • KNBX-LP 31 Las Vegas NV (Mako Communications) has requested displacement flash cut to digital on UHF channel 21. The station currently has adjacent-channel operations on both sides, and claims displacement from them. The new facilities would broadcast at an average ERP of 1.5 kW.
  • KVPX-LD 6 Las Vegas NV (Mako Communications) has requested to increase power from 100 W to 300 W.
  • KEGS-LD 24 Las Vegas NV (Mako Communications) has requested a change in location to a nearby tower with a change in antenna type.

Special Temporary Authorizations (STA)

  • KFPH-DT 13.x (27) Flagstaff (Telefutura Partnership of Flagstaff [Univision]) was granted STA to continue operating their pre-transition facilities on UHF channel 27. The station was forced to order a new antenna for use in their VHF channel 13 post-transition facilities, as the old antenna had sustained irreparable damage from ice. The new antenna did not arrive by June 12.
  • KFPB-LP 30 Globe-Miami (Globe LPTV) has requested STA to begin operating DTV facilities at 4.5 kW, the same power level already approved by both the FCC and Mexican authorities for K50LC-D, the companion channel for K25DM. KFPB's displacement application took priority over K25DM's companion channel application and would not require permission from Mexico.
  • KJPO-LP 49 Parker (Hispanic Christian Community Network) has been granted STA to continue operations at its present site in the center of Bouse AZ, which is not the site specified in the license. That site was about a half mile away. Not that it matters; KJPO has never broadcast a signal anyway - why does it matter where they're not broadcas
  • KAZT-CA 7.x (27) Phoenix (KAZT LLC [The Londen Group]) has requested STA to move to UHF channel 36, due to interference from KUTP-DT. Channel 36 has recently been abandoned by KPNX Phoenix.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting, Inc.) has been granted STA to change antenna make and rotation, resulting in a smaller coverage area.
  • KELV-LP 27 Las Vegas NV (Entravision Holdings LLC) has been granted STA to operate at a height at variance with its license, pending move to a new tower.
  • KLSV-LP 50 Las Vegas NV (Biltmore Broadcasting Las Vegas) has been granted STA to flash cut to digital pending processing of its application.

License renewals

  • KDLU-LP 26 Saint George UT (CCR-St. George IV LLC [Clear Channel]) has amended its ungranted license renewal application to relinquish Class A status and renew as a low power station.
  • KDLQ-LP 55 Saint George UT (CCR-St. George IV LLC [Clear Channel]) has amended its ungranted license renewal application to relinquish Class A status and renew as a low power station.

The FCC granted both of these requests today. In the case of KFPB, I get the sense that they've been ready to move on this for some time, so look for a digital signal on channel 50 soon.

Any applications--or rumors of same--by KGUN-TV 9 Tucson
to either boost their ERP on DT 9 or relocate back to DT 35?

There have been postings, at least on the AVS Forum, that
KGUN has had less-than-ideal reception even within parts of
Tucson that are line-of-sight to Bigelow--apparently similar
to coverage problems on WPVI-TV 6 Philly and WHDH-TV 7
Boston.

The times I've been in Tucson since the conversion, I've had no problems whatsoever with KGUN on RF 9. That's with a 2' telescoping antenna. Certainly those on the north side of the city have other problems, because the signal should be coming in there with no problem. I haven't tried from Green Valley in a while; the next time I'm down there, I'll have to make a detour and check it out.

I haven't heard anything about KGUN issues. I can tell you from first-hand knowledge that KAET, KSAZ and KPNX have similar problems. I can get Phoenix UHF stations in Casa Grande and Coolidge, even low-power ones, but I cannot get KAET, KSAZ and KPNX.

The end of analog really sucks for Nogales. Due to terrain, the only English-language station they had was KMSB and only in analog, as that was transmitting from Mt. Hopkins in the Santa Rita Mtns. while the DTV signal originates from Mt. Bigelow. Now that KMSB's Mt. Hopkins operations are ended, so is English-language broadcast TV in Nogales.

And just how did KZAZ/KMSB get the FCC to approve their COL change from
Nogales to Tucson some years back?
 
What I think is the reason for the silence: the out-of-core channel services are moving down to the six silent channels. Six out-of-core TVs, six silent in-core TVs.

Just read on the FCC website: KGUN has requested STA to transition their channel 16 analog translator to digital immediately, due to complaints they'd received about reception issues, especially from those with indoor antennas. K16EO analog serves most of the immediate Tucson metro, including the NW Tucson, Marana and Oro Valley areas blocked from the primary signal, as will the digital signal, so that begs the question: why can't people just watch in analog? Did that many people purchase converter boxes that lacked analog pass-through? You can't tell me that there are that many people clamoring to see Mexicanal programming, available in digital on 9.2, but unavailable in analog.

I was down in Merrill Ranch last night, the Anthem community near Florence, and I was able to pick up KGUN RF 9 just fine. The antenna had to be in perfect position, unlike the UHF stations, but the signal was 75-80% strength. Also, they say for high-VHF, the dipoles should be extended 18-24", but I had to extend the dipoles all the way to get a watchable signal, using a $10 RCA indoor antenna.
 
It's easy to say to "just use analog pass-through," but it's generally a pain to use and most people don't want to bother. Before June 12, I had configured two TVs to almost seamlessly use analog, using universal remotes and greatly simplifying it so that it was a single button press to go to the PBS analog signal and another to jump back to the box. Even with this, none in the house would use it besides me. If it wasn't available via "channel up" nobody wanted to know anything about it, and this is a house of relatively intelligent and tech-savvy people.

Based on all the calls I got from people who didn't understand they had to use the channel button on the box instead of the TV, I'm seriously doubting most people even know what analog pass-through is, let alone how to make it work.

Why couldn't they have just tried using a different transmitting antenna first before moving to a new frequency? I'm certain that one of the major antenna manufacturers makes circular-polarized LPTV antennas. KPHE-LD seems to have very little problems being sandwiched between two full-powered DTV signals, and KAZT is complaining about just one adjacent frequency causing trouble.
