Arizona TV Station Update - June 2013

Several late-breaking events to report.

New licenses

  • K16BP Cottonwood (Fox Television Stations, Inc.) has applied for a license to cover its flash cut to digital. Technical specifications: Ch 16; TL 34-41-14 N, 112-7-1 W (Mingus Mtn.); ERP 5 kW directional; HAAT 790 m.
  • K14HG Kingman (Fox Television Stations, Inc.) has applied for a license to cover its flash cut to digital. Technical specifications: Ch 14; TL 34-4-52 N, 113-54-13 W (Hayden Peak); ERP 0.8 kW directional; HAAT 1096 m.
  • K14KK Flagstaff (Arizona Board of Regents for Arizona State University) has applied for a license to cover its flash cut to digital. Technical specifications: Ch 14; TL 35-14-26 N, 111-35-48 W (Mt. Elden); ERP 0.1 kW directional; HAAT 585 m.
  • K55DB Prescott (Arizona Board of Regents for Arizona State University) has applied for a license to cover its flash cut to digital. Its call sign should be K43LW-D when licensed. The digital broadcast has been on the air on channel 43 for several months via Special Temporary Authorization. Technical specifications: Ch 43; TL 34-29-25 N, 112-31-59 W (Mt. Francis); ERP 0.615 kW directional; HAAT 477 m.

Programming changes

  • K16BP Cottonwood (Fox Television Stations, Inc.) has begun broadcasting a digital signal as a repeater of KUTP 45.x (26) Phoenix, airing My Network TV programming on 45.1, an SD simulcast of KSAZ-TV on 10.2, Movies! on 45.2 and Bounce TV on 45.3.
  • K14HG Kingman (Fox Television Stations, Inc.) has begun broadcasting a digital signal as a repeater of KUTP 45.x (26) Phoenix, airing My Network TV programming on 45.1, an SD simulcast of KSAZ-TV on 10.2, Movies! on 45.2 and Bounce TV on 45.3.
  • K14KK Flagstaff (Arizona Board of Regents for Arizona State University) has begun broadcasting a digital signal as a repeater of KAET 8.x Phoenix, airing PBS on 8.1, Eight Life on 8.2, World on 8.3, Eight Classical (KBAQ-FM simulcast with still photography) on 8.4, and Update TV artifacts on 8.11 and 8.12.
  • K36AE Clarkdale (NW Communications of Phoenix, Inc.) has begun broadcasting a digital signal as a full digital repeater of KSAZ-TV 10.x Phoenix, airing Fox programming on 10.1, and an encrypted mobile/handheld signal for Dyle TV.
  • K28CW-D 45.x Flagstaff (Fox Television Stations, Inc.), which gets its input signal from K16BP Cottonwood, is now a full digital repeater of KUTP 45.x (26) Phoenix, airing My Network TV programming on 45.1, an SD simulcast of KSAZ-TV on 10.2, Movies! on 45.2 and Bounce TV on 45.3.
  • KFPB-LD 50.x Globe (Globe LPTV LLC) has replaced the blue screen on channel 50.6 with infomercials.
  • KTVP-LD 22.x Phoenix (Mako Communications LLC) has dropped QVC programming from channel 22.2, and AlmaVisión programming from channel 22.5, replacing both with color bars. The AlmaVisión replacement is likely due to satellite link failure, while the QVC replacement is apparently at the request of QVC.
  • K25DM Phoenix (Mako Communications LLC) has dropped QVC programming from channel 25.2, replacing it with Sonlife Broadcasting Network.
  • K19FD Camp Verde (Camp Verde TV Club) is silent.
  • K23FZ Camp Verde (Camp Verde TV Club) has changed programming from a KNXV-TV simulcast to Amazing Facts TV, formerly on channel 19.
  • KLAS-TV 8.x (7) Las Vegas NV (KLAS LLC) has added Movies! to its lineup, appearing on channel 8.3.
  • KEGS-LD 30.x (24) Las Vegas NV (Mako Communications LLC) has dropped AlmaVisión programming from channel 30.2, replacing it with color bars.

Transactions

  • KTVK 3.x (24) Phoenix (KTVK, Inc.) has submitted a request to transfer ownership of the station to Sander Operating Co. II D/B/A KTVK Television, owned by Jack Sander, of Scottsdale. The following KTVK and KASW translators are also included in the proposed sale:

    • K38AI-D Cottonwood (KTVK)
    • K15HY Williams-Ash Fork (KTVK)

  • KMSB 11.x (25) Tucson (KMSB-TV, Inc.) has submitted a request to transfer ownership of the station to Sander Operating Co. V D/B/A KMSB Television, owned by Jack Sander. Raycom, owner of KOLD-TV Tucson, currently operates KMSB, and is expected to continue doing so.
  • KTTU 18.x (19) Tucson (KTTU-TV, Inc.) has submitted a request to transfer ownership of the station to Tucker Operating Co. LLC D/B/A KTTU Television, owned by Benjamin Tucker, of Chandler. Tucker currently owns, and is in the process of selling to Barrington Broadcasting, stations WGTU Traverse City MI and WGTQ Sault Ste. Marie MI. Raycom, owner of KOLD-TV Tucson, currently operates KTTU, and is expected to continue doing so. It was necessary that ownership of KTTU be separate from that of KMSB because Tucson did not have the required eight distinct owners, following KGUN Tucson's acquisition of KWBA Sierra Vista on a "failing station" waiver.
  • KTVP-LD 22.x Phoenix (Mako Communications LLC) has submitted a request to transfer ownership of the station to Landover 5 LLC.
  • K25DM 25.x Phoenix (Mako Communications LLC) is to be transferred to Landover 5 LLC as part of the sale of KCCX-LP Corpus Christi TX from Mako to Landover.

Construction permits and Special Temporary Authorizations granted

  • KYUM-LP 2 Yuma (Centro Cristiano Vida Abundante, Inc.) requested and was granted permission to move to a different tower within the Telegraph Pass electronics site. Technical specifications: Ch 15; TL 32-40-22 N; 114-20-11 (Telegraph Pass); ERP 1.8 kW directional; HAAT 384 m.

Dismissed, canceled, expiring or expired

  • K11TA Golden Valley (Mohave County Board of Supervisors) has surrendered its license to the FCC and its call sign has been deleted. I had never been able to receive the former KTVK translator, and it was the only station licensed to Mohave County that was not converted to digital.
  • KVPY-LD 50.x (45) Prescott (KM Communications) is no longer licensed by the FCC due to failure to broadcast within a 12-month period.
  • KVFA-LD 6 Yuma (KM Communications) is no longer licensed by the FCC due to failure to broadcast within a 12-month period. The station was never on the air.
  • KNJO-LP 6 Holbrook (KM Communications) is no longer licensed by the FCC due to failure to broadcast within a 12-month period. The station hadn't been on the air in years.
  • KYUM-LP 2 Yuma (Centro Cristiano Vida Abundante, Inc.) requested Special Temporary Authorization to begin broadcasting in digital while it awaits Mexican approval of its proposed modification to its construction permit described above. Since the modification has been granted, the STA request is moot and has been dismissed.
 
For what is worth, I can confirm these Mingus Mtn translators:

KNAZ; RF:6; Virtual: 2.1; - rebroadcast of KPNX 12.1 only
K38AI-D; RF:38; Virtual: 3.x - rebroadcast of KTVK 3.x

Construction Permits and Special Temporary Authorizations Granted

  • KMCC 34.x Laughlin NV (Cranston Acquisition, LLC) has been granted a contruction permit to operate a two-site distributed television system (DTS). Its primary site will be its currently licensed location near Dolan Springs AZ, while its secondary site will be the site currently authorized temporarily in the Black Mountains near Henderson NV - in other words, its current setup is now permanently authorized as a DTS.   • KMSQ-LD 15.x Mesquite NV (Tiny Tortoise Investments, LLC) was granted a six-month extension of its original construction permit, which was to expire on June 3. New expiration date is December 3.
  • KTTB-LD 19.x Mesquite NV (Tiny Tortoise Investments, LLC) was granted a six-month extension of its original construction permit, which was to expire on June 3. New expiration date is December 3.

K42AC (KAET's translator on Mingus Mtn) has flash cut to digital.
It rebroadcasts Eight HD on 8.1, Eight Life on8.2, Eight World on
8.3 and still photography with KBAQ Classical audio on 8.4
The signal, at least in my location, is very poor, compared to other
translators atop Mingus Mtn. I have line of sight.
 
Just in:

K19CX in Yuma has been sold to Arizona State University for $25,000. The KAZT-owned relay of KAET has not broadcast the Prescott outlet since 2006, when Yuma stations claimed syndex on the relay and the Londen Group was forced to drop its own station.

I'd expect a digital station gets built fairly quickly, probably with the full suite of KAET services. It is the market's only PBS station.
 
A silly question perhaps. When Analog K04AI is forced to cease transmitting,
could it flashcut to digital on channel 4, replacing K39IT-D? Both carry KSAZ,
Fox 10 atop Mt. Francis here in Prescott. The difference between the lo-band
VHF and UHF really makes a huge difference in reception,
especially given the power limitations imposed by the forest service.

Probably, if a compelling argument could be made to the FCC. But, low VHF band has issues like car ignition impulse noise, tropo skip/ducting, and building penetration that offset the improved coverage coverage somewhat.

Phoenix stations seem to have been through the various stages of 'grief' with the USFS 1.2 kW ERP cap, going through anger and settling on on acceptance. In addressing the controversy, the Forest Service indicates it also considered a 250 Watt cap, which would have essentially destroyed the usability of the site for broadcast. This, to protect the cell provider at the site. Absurd? Yup.

How many people use the TV translators directly (as opposed to watching Phoenix stations via DirecTV, Dish, or cable) compared to the number that use the cell site?

It's a matter of 'who was there first.' The building I own has been there since 1958...containing TV translators. Long before the invention of cell phones.
 
I depend on translators for my TV viewing, here in Prescott. There are plenty
of other cell site possibilities other than Mt Francis for cell phones.

Cell is really meant to serve relatively small geographic zones per site, but Mt. Francis is a wide area coverage site that's been in broadcast use since the 50's. So it's frustrating to see it marginalized for that use. There's been a 'prior users on the mountain are grandfathered in' policy, which was worked around in this case.

Clearly, it's a bad precident which could have impact anywhere there's a mix of of electronic site users including cell.
