Arizona TV Station Update - March 2010

As always, questions, additions, comments and corrections welcome.

New licenses

  • KFPB-LD 50.x Globe (Globe LPTV) has been granted a license to cover its digital operations. Operating parameters: Ch 50; TL 33-19-58 N, 112-3-57 W; ERP 4.5 kW; HAAT 469 m. No signal has been detected from the station.
  • KAJB-DT 54.x (36) Calipatria CA (Calipatria Broadcasting Company) has been granted a license to cover its digital operations. Operating parameters: Ch 36; TL 33-3-2 N, 114-49-38 W; ERP 155 kW; HAAT 476 m.
  • KGHD-LP 6 St. George UT (Obidia Porras) has been granted a license to cover its flash cut to digital with channel change from 67 to 6. Operating parameters: Ch 6; TL 37-3-49 N, 113-34-20 W; ERP 0.35 kW; HAAT 41 m.

Licenses canceled

  • Wellton-Mohawk Drainage & Irrigation District turned in the licenses for K63AV, K65BB and K67BI in August 2009. The District continues to operate K61AX Wellton and K49BX Martinez Lake, both translators of PBS station KAET 8 Phoenix.

Call sign change

  • K67HK St. George UT (Obidia Porras), having completed a change to channel 6, has taken the call sign KGHD-LP instead of K06PE, which had been assigned by the FCC.

Transactions

  • KRPO-LP 55 Quartzsite (Hispanic Christian Community Network, Inc.) is one of several stations that HCCN has agreed to sell to Jenifer Juarez, pending FCC approval.

Granted construction permits and Special Temporary Authorizations (STAs)

  • K23BY Scottsdale (KAZT LLC [The Londen Group]) has modified its digital flash cut application to lower the ERP from 14.1 kW to 12.5 kW in order to protect KTVP-LP 22 Phoenix. The FCC had notified K23BY's owners on Sept. 1 of the predicted interference issue and gave the station 30 days to amend the application. The station did so on Sept. 18, but apparently the FCC had lost record of it, as they dismissed the application as incomplete for failure to timely amend. Upon discovery of the amendment filing, the FCC reinstated the application, superseding the old.
  • K52CM Flagstaff (Scripps Howard Broadcasting Company) has been granted a displacement construction permit to flash cut to digital. Approved operating parameters: Ch 24; TL 35-14-26 N, 111-35-48 W; ERP 0.824 kW; HAAT 590 m.
  • K57BO Globe & Miami (KTVK, Inc. [Belo]) has been granted a construction permit to flash cut to digital on its already approved displacement channel. Approved operating parameters: Ch 14; TL 33-20-24 N, 110-52-12 W; ERP 0.49 kW; HAAT 700 m.
  • K59CI Globe/Miami (Meredith Corporation) has been granted STA to flash cut to digital on channel 27 while it waits for Mexican concurrence on its official application. Approved temporary operating parameters are the same as in the official application: Ch 27; TL 30-20-20 N, 110-52-16 W; ERP 1 kW; HAAT 666 m.
  • Mohave County has been granted construction permits to flash cut 19 more of its 46 translator stations to digital. These broadcast from Hualapai Peak (Kingman), Oatman Peak (Bullhead City, Needles, Topock) and Goat Hill (Lake Havasu City):

  • KMCC 34.x (32) Laughlin NV (Cranston Acquisition LLC) has been granted an extension of the STA to operate its Las Vegas fill-in booster.

Applications and STA requests not yet granted

  • KJPO-LP 49 Parker (Hispanic Christian Community Network) has requested to flash cut to digital. Proposed operating parameters: Ch 49; TL 33-48-44 N, 113-21-37 W; ERP 3 kW; HAAT m.
  • KMCC 34.x (32) Laughlin NV (Cranston Acquisition LLC Debtor-in-Possession) has filed a consummation notice for its emergence from bankruptcy.
  • K42EZ Santa Clara UT (Larry H Miller Communications) has requested another six-month extension of its STA to operate.

Applications dismissed

  • The FCC has dismissed an application by KCAB-LP 28 Casa Grande (Central Arizona Broadcasting) to flash cut to digital on channel 47. No reason was publicly stated, but failure to protect KUVE-DT 46 Green Valley is a likely cause. Failure to protect a Mexican station should not have been a problem, as KUVE-DT was operating on channel 47 pre-transition.
  • The FCC has dismissed an application by K22JD Madera Peak (NW Communications of Phoenix, Inc. [Fox]) to flash cut to digital due to Mexican objection over interference concerns to XHNOA-TV 22 Nogales SO. K22JD serves Globe and the Cobre Valley.
  • The FCC has dismissed an application for a new station to serve Mesquite NV by Tiny Tortoise Investments. The application for a new station requested to operate on channel 37, which is reserved for radio astronomy use and is not available for television use.

Expiring construction permits

  • The digital flash cut construction permit for K36DU Lake Havasu City (Richard D. Tatham) expired on March 22.
  • The original construction permit for K08OP Parker (Yuma Broadcasting Company) will expire on April 19.
  • The original construction permit for K14MZ Blythe CA (Advance Ministries Inc.) will expire on April 19.
  • The digital companion channel construction permit for KHDF-LD 38 Las Vegas NV (Una Vez Mas Las Vegas License LLC) expired on March 16.
  • The digital companion channel construction permit for K25JR-D Mesquite NV (Clark County School District) expired on March 16. It was to be a companion to KLVX translator K02FN.

Dumb question: Since KUTP IDs as channel 45 even though they transmit on Channel 26, would KVPY-LD have to ID as Channel 26, even though they actually transmit on 45? They both couldn't use 45.
 
Are those translators really gonna use under 10 watts?
 
Many translators in Utah do.

That seems most logical, as that is what a new station would have to do.

Then again, KM Communications isn't in good financial shape, so there's no telling if the move would even occur anyway. And even if it does, I'm not sure that this isn't just an intermediate step toward the final goal of having an LPTV transmitter on South Mountain, thus gaining access to the lion's share of the Phoenix metro area, something a Shaw Butte transmitter would not provide.

*Speculation*
Could the ultimate goal be that KPVY-LD (the correct call sign) be a "repeater" of co-owned America One affiliate KCFG 9 Flagstaff, akin to the setups that KAZT, KFPH and KFTU employ in Phoenix/Prescott, Phoenix/Flagstaff and Tucson/Douglas, respectively? There is no OTA outlet for America One in the Phoenix metro area and in time, I would think that they could secure must-carry rights in Phoenix on cable and satellite. To my knowledge, KCFG has never transmitted a digital signal receivable over the air, and it is now listed as Licensed and Silent. It's a money-loser for KM, and they were trying to get the FCC to allow them to move to RF channel 9 instead of 32 and relocate to a site on the Mogollon Rim near Hwy 87 above Strawberry in order to rimshot into Phoenix while still serving Flagstaff. Added bonus: KPVY could ID as virtual channel 9.x, eliminating the original problem. :)

Several mid-month updates worth posting:

Programming changes

  • KMSB 11.x (25) Tucson (KMSB-TV LLC [Belo]) has added thisTV programming on channel 11.2.
  • KSWT 13.x Yuma (Pappas Arizona Broadcasting) has dropped CW programming and now runs an SDTV simulcast of its primary signal on channel 13.2.
  • KVYE 7.x (22) El Centro CA (Entravision Holdings LLC) has added LATV programming on channel 7.2. LATV had been formerly on KYMA 11.2 in Yuma/El Centro.
  • KECY 9.x El Centro CA (Gulf-California Broadcast Company) has added CW programming on channel 9.3 and had moved its KESE-LD Telemundo programming to channel 9.4.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting, Inc.) has added two more subchannels to its broadcast. The Movies+ service has been moved from channel 47.4 to 47.5, RTV has been added on channel 47.4 and a video jukebox was added on channel 47.6.

DTV conversion

  • Mohave County has flash cut 14 of its translator stations to digital, most of which carry either PBS or NBC programming. Stations converted:
    • K02HR Bullhead City - KAET (PBS). The application to flash cut has not yet been approved by the FCC.
    • K09KV Bullhead City - KPNX (NBC). The application to flash cut has not yet been approved by the FCC.
    • K32DW Chloride - KLVX (PBS).
    • K42CQ Chloride - KPNX.
    • K35EI Dolan Springs - KPNX.
    • K31BI Kingman - KLAS (CBS).
    • K49GE Kingman - KAET.
    • K50CY Kingman - KPNX.
    • K31GZ Lake Havasu City - KAET.

    • K23DK Meadview - KPNX.
    • K36FZ Meadview - KAET.

  • KEGS-LD 30.x (24) Las Vegas NV (Mako Communications) has started up the digital companion channel, airing Almavision on 30.2 but a black screen on 30.1.
  • KHMP-LD 18.x Las Vegas NV (Hilltop Church) is operating its digital facilities with 4 subchannels: RTV on 18.1 (KPVT-LP 30 Pahrump NV rebroadcast), America One on 18.2 and Tuff TV on 18.4. No programming is listed for 18.3.
  • KLSV-LD 50.x Las Vegas NV (Biltmore Broadcasting Las Vegas Inc.) is operating its digital facilities with 2 subchannels: Voz y Vision on 50.1 and JTV on 50.2
  • KTUD-LD 25.x Las Vegas NV (Las Vegas TV Partners LLC) is operating its digital facilities with 1 subchannel: independent general entertainment programming, branded as Vegas TV.

The conversion of both K31BI and K49GE in Kingman answers a question of what happens when two translator stations air programming from stations with the same virtual channel number. In my case, with a PCTV ProStick tuner stick and Windows Media Center software, the signal from KLAS 8 Las Vegas NV took priority over that from KAET 8 Phoenix, although both K31BI and K49GE were detected.
