Arizona TV Station update - May 2006 (Long Post)

As always, questions, additions, comments and corrections welcome.

New programming
  • K67CP Duncan (Southern Greenlee County TV Assn) is retransmitting ABC station KGUN 9 Tucson. They had been airing Spike TV.
  • K69DG Duncan (Southern Greenlee County TV Assn) is airing TNT. They had been retransmitting KGUN 9 Tucson.
  • K51IO Bullhead City (TBN) is retransmitting TBN flagship station KTBN 40 Santa Ana, as expected.
  • KBBA-LP 10 Lake Havasu City (Smoke and Mirrors LLC) is no longer broadcasting a test pattern, although what they are airing isn't exactly what I'd call programming either. It looks like they're showing a view of the Lake Havasu City area from a camera mounted at the broadcast site. I'd call them an independent station. Or local. Reeeeeeeeeally local.
  • KVPA-LP 42 Phoenix (Broadcast Systems Inc.) is airing new Spanish-language network Lat TV.

Returned to air since last observation
  • K20GG Duncan (Arizona Board of Regents/U of A) is back on the air, retransmitting PBS station KUAT 6 Tucson.
  • K43IE Williams (KSAZ License) is again retransmitting Fox station KSAZ 10 Phoenix.
  • XHNAC 7 Naco SO (Gobierno de Estado de Sonora) has returned to air, broadcasting programming from Telemax (XEWH 6 Hermosillo SO). The station's signal covers Naco AZ and reaches Bisbee.
  • KVPA-LP 42 Phoenix (Broadcast Systems Inc.) is on the air from its new transmitter on South Mountain.

Call sign changes
  • CP K49HZ (Word of God Fellowship Inc.) has taken the call letters KBHD-LP. (BullHead Daystar - COL is officially Bullhead.)
  • KDRX-CA 48 Phoenix (Community Television Educators) has changed call letters to KDTP-CA in anticipation of programming change to Daystar TV Network.

DTV conversion
  • KTFL 4 Flagstaff (WTVA Inc) has shut off its analog transmitter and will be digital-only. I observed the station off air last weekend while in Flagstaff and then noticed that the FCC database had listed the station's license status as "Permit Cancelled". I didn't see the station listed as DKTFL and station KWDK in Seattle/Tacoma is also listed as "Permit Cancelled". They're going digital-only.
  • K35FH Flagstaff (Jerry Marth) has been granted Digital Flash Cut authorization.

Construction permit modifications granted
  • KM Communications Inc has been granted permission to modify its CP for KWTF-LP 51 Flagstaff to specify a new transmitter site on Bill Williams Mountain south of Williams. Its signal will be in a bowtie pattern stretching west to Ash Fork and east to Flagstaff.
  • KM Communications Inc has been granted permission to modify its CP for KCFG-DT 32 Flagstaff, changing from an omnidirectional antenna to a directional. There is predicted to be coverage loss on the north and east sides of the old coverage area, but in mostly unpopulated areas.
  • Phoenix 6 TV LLC has been granted permission to modify its CP for KMOH-DT 19 Kingman, lowering the ERP from 1000 kW to 25.2 kW. Predicted coverage loss will be in unpopulated areas and in areas that are not part of the Kingman area (eg., Boulder City NV).

Station sales
  • The deal to transfer LPTV stations KDRX-CA 48 Phoenix and KPHZ-LP 58 Phoenix from NBC Telemundo License to Community Television Educators (Daystar) has been consummated. The stations continue to air programming from Telemundo and Jewelry TV, respectively, at least for now.

Applications filed but not yet approved
  • Multimedia Holdings Corporation has submitted an application to modify the CP for KNAZ-DT 22 Flagstaff to lower ERP from 885 kW to 283 kW. Predicted coverage loss would occur in mostly unpopulated fringe areas.
  • Yuma Broadcasting Company has submitted an application to modify the CP for KYMA-DT 41 Yuma to reduce ERP from 926 kW to 22.2 kW, to specify a different make of antenna, to change from an non-directional to directional antenna, and to lower the RCAGL from 132.7 m to 30.5 m. It is predicted that coverage will be lost to southern LaPaz County and eastern Yuma County in Arizona, and to western Imperial County in California. Yuma Broadcasting does not plan to use channel 41 after the DTV transition and does not wish to build full facilities there.
  • NBC Telemundo License Company has submitted an application to modify the CP for KHRR-DT 42 Tucson to make permanent their current operations under STA. They do not plan to use channel 42 after the DTV transition and do not wish to build full facilities there.
  • Univision Television Group has submitted an application to modify the CP for KUVE-DT 47 Green Valley to make permanent their current operations under STA. They do not plan to use channel 47 after the DTV transition and do not wish to build full facilities there.
  • Telefutura Television Group has submitted an application to modify the CP for KFPH-DT 27 Flagstaff to make permanent their current operations under STA. They do not plan to use channel 27 after the DTV transition and do not wish to build full facilities there.
  • Pacific Media Corporation has filed for an extension to construct their facilities for KECY-DT 48 El Centrol CA. Their original CP was not issued until 7/7/2004 and was only good for one year instead of the customary three years. They have been granted two 6-month extensions, with the current one set to expire on 7/3.

Stations gone silent since last observation
  • K65CM Duncan (Southern Greenlee County TV Assn). Formerly retransmitted KUTP 45 Phoenix. Probably temporary shutdown.
  • KTFL 4 Flagstaff (WTVA Inc). Analog only is shut down.
  • K46CG Golden Valley (Mohave County Board of Supervisors). All Golden Valley translators are now silent. Licenses to be canceled?

Construction permits canceled
  • The CP to move K52EG Yuma (Three Angels Broadcast Network) to channel 21 has been canceled. Reason unknown.

Applications dismissed
  • The application to move K54FW Tucson (Trinity Broadcasting of Arizona) to channel 7 has been dismissed. Reason unknown.

Status of Telemundo - Daystar swap
The licenses for the full-service stations have been transferred. KTAZ (formerly KPHZ-TV) now specifies channel 39 in Phoenix and KDTP now specifies channel 11 in Holbrook.

Channel 39 now IDs as KTAZ Channel 39, Phoenix, but still airs the Daystar TV Network with a very poor-quality signal. They have a CP to move to a new tower and plan to have that ready by August 31.

Channels 48 and 58 have now been transferred to Community Television Educators and channel 48 has changed its calls from KDRX-CA to KDTP-CA. KDTP-CA still airs Telemundo programming. (It was strange to see a provocative video airing on ch 48, knowing that a church group owns the license for the station.)

Applications filed for renewal of license

TV licenses expire on 10/1/2006 in Arizona, Utah and Nevada, and on 12/1/2006 in California. (Stations licensed to the other three states also serve Arizona.)

K30BQ Needles CA (Needles Community TV Club Inc) has already filed for renewal of license.

So how does this work that translators can carry cable TV network programming from Spike in the past, and now from TNT? It doesn't seem like something that the program rightsholders would allow, since Spike and TNT don't have OTA broadcast rights for their acquired programming.[/list]
 
I have no idea. On some stations, they have marginal scrambling (eg., Showtime - when you tune in OTA on a b/w TV, you get at picture that looks like a negative), but on others, the picture is clear. IIRC, TNT was the latter.

Southern Greenlee County is the only licensee in the state that does that. I wonder if there are any other OTA translators in other states that provide cable network programming.

It's been done in Minnesota and Nebraska. The Nebraska system (near Columbus) is now off the air but my best information is the ones in Appleton & Alexandria, Minn. is still operating. I know one in Duluth operated at one time as I saw it during a visit there. That one is now off.

Clusters of LPTVs have been licensed elsewhere (Mississippi, Michigan, Wisconsin, Iowa, among others) with the intent of providing LPTV cable service but I don't think any were ever implemented.

When there was single-channel pay-TV over individual full-power stations back in the 1970s, the scrambling was never very secure, and it looks to me like the scrambling technology used by these LPTV systems was essentially unchanged. So an awful lot of people weren't paying for their cable. As you noticed, some systems didn't even bother to scramble. (I wonder if in some cases they were giving away the standard channels like CNN & TBS so they could sell subscriptions to premium channels like HBO & Showtime, by dissuading people from ordering DirecTV/Dish?)

OTOH it's suspicious that the stations above channel 51 haven't filed for displacement to lower channels -- that would imply they don't expect to exist in three years.

Southern Greenlee County had 5 in-core CPs that they allowed to expire earlier this year. I'm guessing that they didn't have the money to build the facilities. They haven't filed displacement applications for their 6 out-of-core stations.

They have, however, filed for renewal of all of their licenses, including these on channels 2 and 11, on which I've never seen a signal. They certified that all stations are on the air.*

IIRC, the FCC isn't requiring all LPTV stations to broadcast on core frequencies - only full-service and Class A stations are required to be in-core. I believe that on a case-by-case basis, they are planning allow LPTV stations to remain in the 700 MHz band, as long as their presence there doesn't interfere with primary services. I could see this as especially being true in remote rural areas like Duncan, where broadcast spectrum isn't in short supply.


* Almost every licensee in Arizona with chronically-silent stations certified that their stations were on the air. Only Una Vez Mas admitted that their Prescott stations KQBN-LP and KDFQ-LP were off air, and they went through the trouble of having their stations' status changed to "Licensed and Silent" - the only 2 stations in the state so designated.
