Arizona TV Station Update - November 2008

As always, questions, additions, comments and corrections welcome.

New licenses

  • KRPO-LP 55 Quartzsite (Hispanic Christian Community Network) has been licensed for operation, however, no signal can be received.
  • KYPO-LP 27 Tacna (Hispanic Christian Community Network) has been licensed for operation, however, no signal can be received. It is still not clear whether the antenna is located at 33°N, near Harcuvar, or at 32°N, near Tacna.
  • K38IZ-D Phoenix (Spanish Independent Network) has been licensed and is operational on channel 38.1. They intend to multicast on 5 subchannels and are seeking to lease out .2 through .5 to anyone. (See http://www.adelantv.com, options "Who We Are" and "TV Signals".) BTW, dubbed "I Dream of Jeannie" episodes stil air at 10 AM weekdays, according to the schedule on their website.

New programming

  • K67BI Wellton (Wellton-Mohawk Irrigation & Drainage District) has switched programming sources from KYMA 11 Yuma to KECY 9 El Centro CA. KYMA's station ID still lists K67BI as one of their translators.
  • K09KG Bullhead City (Mohave County Board of Supervisors) has changed its program source from KPNX 12 Phoenix to KVBC 3 Las Vegas NV, making it a redundant signal to K40CQ Laughlin NV.

Construction permits and modifications granted

  • KGUN 9.x Tucson (Journal Broadcast Corporation) has been granted permission to maximize its facilities at 10.3 kW.
  • KBLR 39.x (40) Las Vegas NV (NBC Telemundo) has been granted permission to maximize its facilities at 1000 kW.

Special Temporary Authorization (STA)

  • The STA application for KTAZ 39 Phoenix (NBC Telemundo) filed in October 2008 to operate at reduced power has been dismissed.
  • KPPX 51 Tolleson (America 51 [ION Media Networks]) has notified the FCC of its intention to reduce the power of its digital broadcast by 50% on December 1 so that they can reconfigure the transmitter for post-transition operation on RF channel 51.
  • K53GF Phoenix (Spanish Independent Broadcast Network) has been granted a six-month STA to continue operating its analog broadcast on channel 53, provided it does not cause interference to any primary services.
  • KBLR 39 Las Vegas (NBC Telemundo) has been granted STA to operate at less than 10% power until analog shutoff due to equipment failure.

Silent stations

  • KYUM-LP 2 Yuma (Centro Cristiano Vida Abundante) is silent.
  • K25HD Bullhead City (Richard D. Tatham) is silent.
  • K30ES Globe (Globe LPTV LLC) is silent.
  • K50FV Tucson (KMSB-TV Inc [Belo]) is silent.
  • K57BD Tucson (Trinity Broadcasting of Arizona) is silent.
  • K31FE Blythe CA (Palo Verde Valley TV Club) is silent.
  • K67HO Laughlin NV (Smoke and Mirrors) is silent.
  • Southern Greenlee County TV Association has removed its cable networks and one broadcast station from its OTA translator network. Stations now silent:
    • K35CP (CNN)
    • K39CM (Showtime)
    • K41CV (KASW 61 Phoenix)
    • K51DG (ESPN)
    • K55DM (WGN)
    • K57CU (TBS)
    • K67CP (TNT)

Transactions

  • KPPX 51 Tolleson (America 51 [ION Media Networks]) has requested permission to change its license to a shared-time license. Urban Television LLC, a new company, which is substantially minority-owned, would broadcast its programming part-time on KPPX, while ION programming would fill the rest of the schedule. The proposed transaction includes KPPX and 41 other ION-owned stations throughout the US. If the change is granted, ION Media Networks will hold a 49% stake in Urban Television.

Applications filed but not yet approved

  • KYUM-LP 2 Yuma (Centro Cristiano Vida Abundante) has filed a displacement application to move to UHF channel 15 and to transition to digital. They request maximized power of 15 kW and a location change to the Gila Mountains about 15 miles east of Yuma.
  • Trinity Broadcasting of Arizona has amended its request for a construction permit to build a digital companion channel to K51HV Cottonwood on UHF channel 29. Although the application states that the ERP would be reduced from 5 kW to 0.13 kW, the underlying document states that it is actually the transmitter output that would be reduced to that level. The ERP would be reduced from 5 kW to 1.5 kW. The reason given was to protect adjacent-channel operations in Prescott, which would be the digital flash cut displacement of K09KV, to be K30JD-D.
  • KMCC-DT 34.x (32) Laughlin (Cranston Acquisition) has requested a license to cover its final DTV facilities. Although Cranston stated that the facilities were operating, there is no signal near the tower, which is not unusual during program test phase. However, the STA facilities in Laughlin NV and Henderson NV continue to operate.

License renewals

  • The FCC has renewed the license of K25HD Bullhead City (Richard D. Tatham). The renewal was filed in late 2006 and there were no unusual circumstances, but it took the FCC over two years to grant the renewal.

DTV Transition Updates

  • KTNV 13.x Las Vegas NV (Journal Broadcast Corporation) has revised its DTV transition plan. On January 13, at 1 AM, it plans to shut off its analog service for a few hours in order to install the necessary equipment for post-transition digital operations on channel 13 and plans to be back on by daybreak. The station has also requested to reduce power to its analog operations by 35% from February 7 until shutoff in order to test its post-transition digital signal.

Low-power DTV auction

The following applicants have been declared winners in their respective November 5 auctions for LPTV digital companion channels:
  • K23BJ (DTV51) Lake Havasu City (Tri-State Broadcasting). A CP has been requested.
  • KPCE-LP 29 (DTV49) Tucson (Word of God Fellowship [Daystar]). A CP has been requested.
  • K09KP (DTV13) Washington UT (CCR-St. George IV [Clear Channel])
  • KDLQ-LP 30 (DTV29) St. George UT (CCR-St. George IV [Clear Channel])

Notes about Southern Greenlee County system

All of the remaining stations are translators of Phoenix or Tucson broadcast stations, and a TBN feed. K33DA (KTVW 33 Phoenix), K47DA (KTVK 3 Phoenix) and K49CH (KSAZ 10 Phoenix) continue to be minimally scrambled - the image appears in negative - while K17CM (TBN), K20GG (KUAT 6 Tucson), K43CN (KVOA 4 Tucson), K45HI (KUTP 45 Phoenix), K53DL (KPHO 5 Phoenix), K65CM (KGUN 9 Tucson) and K69DG (KOVT 10 Silver City NM) continue to be in the clear. Apparently, the channel 45 feed is K45HI, for which they were granted a CP in 2003, but no license to cover appears to have been filed, unless the FCC just never published it.

  • Having been unable to maintain full-power operation since the fire at their transmitter in September, KTTU-TV 18 Tucson (KTTU-TV Inc. [Belo]) has requested permission to operate at 10% power until analog shutoff.
