Arizona TV Station Update - November 2012

As always, questions, additions, comments and corrections welcome.

New licenses

  • K45LU-D 5.x Window Rock (The Navajo Nation) has been granted a license to cover its construction permit. Technical specifications: Ch 45; TL 35-40-51 N, 109-3-8 W (Diné College Window Rock); ERP 2.52 kW directional; HAAT -53 m. (21 m. AGL).
  • K52EG Yuma (Three Angels Broadcasting Network, Inc.) has applied for a license to cover its displacement flash cut to digital. The station is predicted to serve the Yuma area down to San Luis, and the Mohawk Valley, but is not yet on the air, as of December 1. When the license is granted, its call sign should be K17LM-D. Technical specifications: Ch 17; TL 32-40-23 N, 114-20-16 W (Telegraph Pass); ERP 6.15 kW directional; HAAT 377 m.
  • K16IL-D Kanab UT (Western Kane County Special Service District #1) has been granted a license to cover construction. Technical specifications: Ch 16; TL 37-3-35 N, 112-31-12 W; ERP 0.063 kW directional; HAAT 103 m.

Programming changes

  • KSWT 13.2 Yuma (Pappas Arizona License LLC) has replaced its SportsChannel programming with Tuff TV.
  • KTVP-LD 22.5 Phoenix (Mako Communications LLC) is back in the Program Map Table and is on the air.
  • KFPB-LD 50.3 Globe (Globe LPTV LLC) has replaced programming from Living Tapestry Network with 24/7 infomercials.
  • K40AD Cottonwood (Meredith Corporation) has flash cut to digital with CBS programming on channel 5.1 and WeatherNow on channel 5.2.
  • K51HV Cottonwood (Regal Media, Inc.) is silent. Perhaps preparing for digital?
  • XHAQ-TDT 5.x (28) Mexicali BC (Televisión Azteca, S.A. de C.V.) has added a new subchannel, programming from co-owned XHTVM-TV 40 Mexico City (Proyecto 40) on channel 5.2.
  • XHILA-TDT 66.3 (46) Mexicali BC (Intermedia y Asociados de Mexicali, S.A. de C.V.) has replaced the color bars with programming from C3N (Cadena Trés Noticias).

Construction permits and STAs granted

  • K51HV Cottonwood (Regal Media, Inc.) has been granted a construction permit to flash cut to digital on channel 35. When licensed, its call sign will be K35LV-D. Technical specifications: Ch 35; TL 34-42-4 N, 112-7-1 W (Mingus Mtn.); ERP 0.9 kW non-directional; HAAT 840 m.
  • KUDF-LP 14 Tucson (LM Media Group, Inc.) filed and was granted an STA request to begin broadcasting in digital at 3.02 kW upon installation of its digital transmitting antenna. The antenna was expected to arrive around the end of November, but as of December 1, the station was still transmitting in analog. Technical specifications: Ch 14; TL 32-24-54 N, 110-42-56 W (Mt. Bigelow); ERP 3.02 kW directional; HAAT 1080 m.
  • The Mexican Secretary of Communications and Transportation has approved the following digital channel assignments for cities within signal range of Arizona:
    • XHCAN-TDT 4.x (25) Cananea, Son. (Television Azteca): TL 30-58-37 N, 110-18-18 W; ERP 100 kW directional
    • XHFA-TDT 2.x (15) Nogales, Son. (Television Azteca): TL 31-18-7 N, 110-56-28 W; ERP 150 kW directional
    • XHNOA-TDT 22.x (24) Nogales, Son. (Television Azteca): TL 31-18-7 N, 110-56-28 W; ERP 150 kW directional

Applications and STAs requested

  • KUDF-LP 14 Tucson (LM Media Group, Inc.) has modified its digital flash cut application, decreasing power from 10.8 kW to 3.02 kW, in order to avoid interference to an application by KTVP-LD 22.x Phoenix to move to channel 14. The station will have to file another amendment to the application to correct its proposed coordinates. Technical specifications: Ch 14; TL 32-24-54 N, 110-42-56 E (Hubei Province, China); ERP 3.02 kW directional; HAAT 1080 m.
  • The FCC has proposed granting original construction permits to the following stations, assuming no petitions to deny are filed within the 30-day period response period, which ends December 10:
    • Ch 34; Lake Havasu City; Landover 2 LLC
    • Ch 18; Roll; Landover 2 LLC
    • Ch 30; Sentinel; Landover 2 LLC
    • Ch 45; Sentinel; Landover 2 LLC
    • Ch 40; Wellton; Landover 2 LLC

Canceled, Dismissed, Expired or Expiring

  • The license for KCFG 9.x (32) Flagstaff (KM Television of Flagstaff, LLC) has been canceled due to failure to broadcast within a 12-month period.
  • The power increase construction permit for K43IB Globe (Arizona Board of Regents for ASU) expired November 3.
  • KDTP-LP 58 Phoenix (Community Television Educators) will have been silent for one year on December 31. If the station doesn't transmit by then, its license will likely be canceled by the FCC.
  • The construction permit allowing KHMP-LD 18.x Las Vegas NV (Hilltop Church) to move to Arden Peak on Black Mountain expired November 3.
  • The construction permit granted to R & D Media Group, Inc. for a new analog station on channel 17 at St. George UT expires on December 8.
  • The construction permit granted to R & D Media Group, Inc. for a new analog station on channel 40 at St. George UT expires on December 8.
  • The construction permit granted to R & D Media Group, Inc. for a new analog station on channel 20 at Mesquite NV expires on December 8.
 
Updates:
Analog K51HV (Trinity) atop Mingus Mtn remains off the air and does
not appear to have flash cut to digital as yet.

Analog K50HU (KPHO) atop Mt Eldon, went off the air on Wednesday,
December 12th. It too does not appear to have flash cut to digital yet.

K28CW-D Mt Eldon, (KUTP) has been off the air since Friday, December
14th.

KNAZ-DT (NBC KPNX) near Mormon Lake and translator K06AE-D atop
Mingus Mtn have been off the air since Saturday, December 15th.
 
KUDF ch 14 analog is off the air, I haven't seen anything in digital yet. Strange they would shut down the analog down before going digital.

Ch 50 Flagstaff applied for a license to cover for the digital flash cut, so I believe that they're on the air now.

In a flash cut, that's actually normal. Expect the station to be down for 4-5 days to a week, then be on in digital.
 
K51HV (Trinity) Mt Eldon, appears to remain off the air
and does not appear to have yet flash cut to digital.

K50HU (KPHO) Mt Eldon, did flash cut to digital, however,
their signal is much much weaker than any of the other
translators atop Mt Eldon.

K28CW-D (KUTP) Mt Eldon, was back on air in 3-4 days.

KNAZ-DT/K06AE-D were up and running in about a week.
