Arizona TV Station Update - November 2017

New Licenses


  • KPPX-TV 51.x (31) Tolleson (America 51, LP) requested and has been granted a license to cover its post-transition facilities, which are the same facilities from which the station has been operating since October 2016. The spectrum repack is completed for KPPX-TV. Technical specifications: Ch 31; TL 33° 20' 3" N, 112° 3' 41" W (South Mtn.); ERP 645 kW non-directional (1° electrical beam tilt); HAAT 556 m.


Programming Changes


  • TEGNA Inc. has announced that it will partner with Cooper Media to launch a new ad-supported adventure and exploration multicast network called Quest. Quest is expected to launch on TEGNA-owned stations in January 2018. KPNX 12.x Mesa is likely to be one of the initial stations launching Quest.
  • KFPB-LD 50.x Phoenix (Globe LPTV LLC) has replaced one of its subchannels and has added two more to its lineup. Channel 50.6 has flipped from a shopping channel to Stadium, a joint venture between Sinclair and Silver Chalice that debuted Sept. 6. Stadium is a 24-hr sports network formed from the merger of Sinclair's American Sports Network and Silver Chalice's Campus Insiders. Naturally, the channel is bitstarved due to sharing bandwidth with seven other data streams, and KFPB's lack of technical professionalism delivers a fuzzy picture will below analog standards with typical audio dropouts. Meanwhile, KFPB has added channel 50.7, airing TBD, an English-language channel featuring viral videos, and channel 50.8, airing Nuestra Vision, a Spanish-language channel.
  • K06AE-D 2.x Prescott (Multimedia Holdings Corporation) is silent.
  • K11LC-D 3.x Prescott (KPHO Broadcasting Corporation) is silent.
  • KLSV-LD 50.x Las Vegas NV (Biltmore Broadcasting LLC) has added The Country Network on channel 50.1. All of KLSV's other programming have moved up one subchannel, JTV from 50.1 to 50.2, etc.
  • K43FO-D Las Vegas NV (Three Angels Broadcasting Network Inc.) has returned to air.

  • The sale of Mako Communications LLC stations to HC2 LPTV Holdings Inc. has been consummated.
  • HC2 LPTV Holdings Inc. has acquired 14 stations held by Northstar, pending FCC approval. The following stations are included:

  • K42AC-D 8.x Cottonwood (Arizona Board of Regents for ASU) requested and was granted a displacement STA after receiving notice from T-Mobile that it must stop broadcasting on channel 42 by December 1. The station has been assigned the call sign K35MU-D. Technical specifications: Ch 35; TL 34° 41' 12" N, 112° 7' 2" W (Mingus Mtn.); ERP 4.37 kW directional (1.75° electrical beam tilt); HAAT 758 m.
  • K43LW-D 8.x Prescott (Arizona Board of Regents for ASU) requested and was granted a displacement STA after receiving notice from T-Mobile that it must stop broadcasting on channel 43 by February 1, 2018. The station has been assigned the call sign K23NJ-D. Technical specifications: Ch 23; TL 34° 29' 25" N, 112° 32' 2" W (Mt. Francis); ERP 0.407 kW directional; HAAT 479 m.
  • K44CN-D 15.x Cottonwood (Scripps Broadcasting Holdings LLC) has been granted its requested displacement STA. The station will have the call sign K33NZ-D. Technical specifications: Ch 33; TL 34° 41' 12" N, 112° 7' 3" W (Mingus Mtn.); ERP 15 kW directional (1.75° electrical beam tilt); HAAT 756 m.
  • K47DJ-D 15.x Prescott (Scripps Broadcasting Holdings LLC) requested and has been granted a displacement STA after receiving notice from T-Mobile that it must stop broadcasting on channel 47 by December 1. The station will have the call sign K19KV-D. Technical specifications: Ch 19; TL 34° 29' 25" N, 112° 32' 3" W (Mt. Francis); ERP 1.2 kW directional; HAAT 487 m.
  • K47GQ-D 8.x Parks (Arizona Board of Regents for ASU) requested and was granted a displacement STA after receiving notice from T-Mobile that it must stop broadcasting on channel 47 by December 1. The station has been assigned the call sign K20ML-D. Technical specifications: Ch 20; TL 35° 12' 1" N, 112° 12' 20" W (Bill Williams Mtn.); ERP 0.575 kW directional; HAAT 768 m.
  • KBLR 39.x (20) Paradise NV (Telemundo Las Vegas License LLC) has been granted an amendment to its post-transition construction permit to maximize facilities. Technical specifications: Ch 20; TL 36° 0' 34" N, 115° 0' 23" W (Black Mtn.); ERP 1000 kW directional (0.75° electrical beam tilt); HAAT 371 m.
  • K36NE-D 43.x Las Vegas NV (Three Angels Broadcasting Network Inc.), the post-repack station for K43FO-D, has been granted an amendment to its post-transition construction permit to maximize facilities and to change towers. Technical specifications: Ch 36; TL 36° 0' 24" N, 115° 0' 27" W (Black Mtn.); ERP 15 kW directional; HAAT 334 m.


Construction Permits and Special Temporary Authorizations (STAs) Requested


  • KNXV-TV 15.x Phoenix (Scripps Broadcasting Holdings LLC) has requested to maximize power from its current 458 kW. Although above the typical maximum allowed output of 458 kW for its height above average terrain, the proposed coverage area will still be less than that of the largest station in the market, KSAZ-TV. (Actually, the coverage area of KAET exceeds that of KSAZ-TV, according to the power increase filing for KTVW-DT.) Technical specifications: Ch 15; TL 33° 20' 0" N, 112° 3' 49" W (South Mtn.); ERP 1000 kW non-directional (0.75° electrical beam tilt); HAAT 521 m.
  • KTVW-DT 33.x Phoenix (KTVW License Partnership GP) has requested to increase power from its current 470 kW. Although above the typical maximum allowed output of 458 kW for its height above average terrain, the proposed coverage area will still be well less than that of the largest station in the market, KAET. Technical specifications: Ch 33; TL 33° 20' 0" N, 112° 3' 49" W (South Mtn.); ERP 560 kW directional (1° electrical beam tilt); HAAT 510 m.
  • K04QP-D 4.x Casas Adobes (KVOA Communications LLC) has requested to relocate its transmitter location from Tumamoc Hill to Tucson Mtn, resulting in a much expanded theoretical coverage area. Technical specifications: Ch 4; TL 32° 14' 57" N, 111° 7' 1" W (Tucson Mtn.); ERP 2 kW non-directional; HAAT 600 m.
  • Camp Verde TV Club has requested an extension of the STAs granted for K21GE, K31LZ, K47IK and K49HP, all of Camp Verde, in October 2017. The satellite receiver damaged by lightning has proven irreparable, and finding a suitable replacement is taking longer than anticipated.
  • KPHE-LD 44.x (16) Phoenix (Lotus TV of Phoenix LLC) has requested to change its antenna pattern to eliminate predicted interference to KHRR Tucson, which will be a co-channel station post-transition. The new pattern will all but eliminate KPHE's signal to most of Ahwatukee, Chandler, Gilbert, Queen Creek, and Pinal County. At my home, at about a 100° azimuth, the proportional signal strength would drop from over 90% to about 30%. Technical specifications: Ch 16; TL 33° 20' 1" N, 112° 3' 48" W (South Mtn.); ERP 15 kW directional (2° electrical beam tilt); HAAT 469 m.
  • KDFQ-LP 47 Prescott (Northstar Prescott License II LLC) has filed a silent STA request due to displacement from impending T-Mobile 600 MHz testing. The station intends to file a displacement application and STA to move prior to the Special Displacement Window.
  • KTNV-TV 13.x Las Vegas NV (Scripps Broadcasting Holdings LLC) has requested to increase power from its current 30.5 kw. Technical specifications: Ch 13; TL 35° 56' 45" N, 115° 2' 38" W (Black Mtn. Arden site); ERP 107 kW non-directional (0.75° electrical beam tilt); HAAT 605 m.


Canceled, Dismissed, Expired and Expiring


  • The FCC has dismissed the Silent STA for K43FO-D Las Vegas NV (Three Angels Broadcast Network Inc.) The station is back on the air.


Spectrum Repack


  • K39IT-D 10.x Prescott (NW Communications of Phoenix, Inc.) has transitioned to its STA operations on RF channel 25.
  • K46IL-D 32.x Verde Valley (The Camp Verde TV Club) has transitioned to its STA operations on RF channel 31 and is now using virtual channel 31.
 
As of Friday, December 1st:

K47DJ (KNXV) and K42AC (KAET) are off the air.
They have yet to reappear on their new frequency assignments.

K43LW (KAET) on Mt Francis, K38AI (KTVK), K40AD (KPHO)
and K44CW (KNXV) on Mingus are continuing operating as normal.

I have not experienced any interruption of service on K11LC (KTVK)
nor K06AE (KNAZ). They are operating normally.
 
K23NJ formerly K43LW (KAET) went on the air today, December 6th.
The signal is particularly weak, barely able to lock the signal at 6 miles
with an 8 bay bow tie antenna....... No other changes to report.

K50HU (KPHO) atop Mt Eldon is now operating on Rf17, as K17MO
K44CN (KNXV) on Mingus is now operating on Rf 33, as K33NZ
K39FC (KSAZ) on Mt Eldon is now operating on Rf 26 as K26NH

Basically all the translators on Mt. Eldon, Mt Francis and Mingus
have moved except for K38AI (KTVK) and K40AD (KPHO).
I would expect them to move in the next couple of days.
 
Were you able to pick up K42IQ-D Flagstaff, operating on channel 21?
 
In Cottonwood/Jerome last night - picked up chs. 31, 33 and 35 from Mingus Mtn. and 17 from Mt. Eldon, but not 21 or 26. RabbitEars doesn't show K26NH-D sending out much signal to the southwest.
 
Today, K38AI (KTVK) and K40AD (KPHO) are both off on Mingus and have yet
to appear on K28OA and K29LM, respectively. Rf 21 and Rf 26 are pretty much
a no show at my home in Prescott. Having lots of trouble with K06AE (KNAZ) the
past week or so. I've had lots of complaints that antennas are not working from
my customers. Finding that the tuners, in many cases, cannot cope with all the
changes. I rescanned some sets a dozen times and they still wouldn't lock on
signals I know are strong enough. I cannot wait till this is over.................
 
K11LC (KTVK) on Mt Francis is off the air since K38AI on Mingus is
it's source. Rf30, KPHO on Mt Francis, uses south mtn as it's source
and is operation normally.
 
Yesterday, Virtually all the translators that have had to move to lower
frequencies were off the air completely or so intermittent, it wasn't
worth watching. KTVK, KPHO, KAET, KNXV and KSAZ all having issues.
 
I live in Cordes Lakes. I normally get OTA south from Phoenix and north-ish from Mingus/Squaw Peak/Mormon Mtn. We lost ION altogether recently. Since the repack, I've been seeing all Mingus translators off and on irregurlarly. The last few weeks, old KTVK physical channel 38 has been broadcasting Hispanic (3.1) low budget sports related (3.2) and bad music videos (3.3). Likely from the Phoenix market. KTVK is on physical 24.
 
So as soon as I posted, the ch 38 channels IDed as 38.1, etc and are:
38.1 RitmoVz
38.2 TuffTV
38.3 IzVids
38.4 Evine
38.5 This TV
38.6 Retro
38.7 Rev'n
 
That would be K38IZ-D, K-38 IZ DIGITAL, a local operation. As for the content of the music videos, its beauty would truly be in the eye of the beholder. :)

Channel 38.5 is no longer This TV; that diginet has moved on to channel 50.3. Instead, 38.5 is The Action Channel, which, along with Retro TV (38.6) and Rev'n (38.7), is distributed by Luken Communications. The Action Channel has similar programming to Tuff TV (38.2), which it replaced when the latter decided to distribute independently instead of through Luken.

Have you been able to pick up KTVK and KPHO on physical channels 28 and 29, respectively? They're both from Mingus Mtn.
 
KNXV's translators, are all up and running perfectly. Apparently, Mingus Mtn
serves as source for Mt Eldon. Initially, engineers were unable to receive a
good signal from South Mtn due to Rf 16 on Mingus. Problem is now solved.
 
Things have settled down nicely. KAET's translator in Prescott on Mt Francis,
Rf 23 is missing in action. The only station that hasn't yet moved is KSAZ's
Rf 39 on Mt Eldon in Flagstaff.
 
That would be K38IZ-D, K-38 IZ DIGITAL, a local operation. As for the content of the music videos, its beauty would truly be in the eye of the beholder. :)

As well as the constant commercials for Pitic Restaurant and Lounge. Not sure if I want to go down to 16th St. and Pima for food. Even if the reviews are good.
