November was a slow month.

Programming Changes

• KNXV-LD 15.2 Phoenix (Scripps Broadcasting Holdings LLC) has picked up The CW affiliation.
• KASW 61.1 Phoenix (Scripps Broadcasting Holdings LLC) has begun to air Arizona Coyotes games.
• KDVD-LD 50.3 Globe (Globe LPTV LLC) has replaced the rescan graphic with programming from The Family Channel.

Transactions

• Bridge News LLC has consummated its purchase of KVPA-LD 42.x (34) Phoenix from Estrella Television Licensee LLC. There has been no change in programming so far.
• Scripps has been granted a pro-forma transfer of control of its Ion stations from ION Media Networks Inc. to ION Media Stations Inc. KMCC 34.x (32) Laughlin NV is included in the transfer.

Construction Permits and STAs Granted

• KSNV 3.x (22) Las Vegas NV (KUPN Licensee LLC) has been granted an Experimental STA to allow it to temporarily broadcast an ATSC 3.0 signal on UHF channel 33 during the Consumer Electronics Show January 9 - 12 and the National Association of Broadcasters show April 14 - 17. Authorization requested is to operate from January 2 - January 13, and April 7 - April 18. KSNV plans to use the exact same facilities as it has for past shows. Technical specifications: Ch 33; TL 36° 0' 27" N, 115° 0' 27" W (Black Mtn.); ERP 42 kW H / Unknown V DA 1.05° EBT; HAAT 374 m / 1,227 ft.
• K32MH-D 9.x Washington UT (Utah Board of Higher Education) has been granted a displacement construction permit to move to channel 29 to avoid interference with K32NC-D Toquerville, Hurricane UT and K31EA-D Littlefield AZ. K32MH-D, which was repacked from a higher frequency, causes 55.8% interference to K32NC-D, and receives 14.39% interference from K31EA-D, which did not move during the repack. Channel 29 was assigned to KWWB-LD Mesquite NV, but Entravision decided to close the station, rather than to convert it to digital, leaving channel 29 free in the area. By moving to channel 29, K32MH-D will eliminate both interference issues. Its new call sign will be K29OJ-D. Technical specifications: Ch 29; TL 37° 9' 19" N, 113° 52' 59" W (West Mtn. Peak); ERP 1 kW DA HP 1.75° EBT; HAAT 1162 m / 3811 ft.

Construction Permits and STAs Requested

• K24KS-D 15.x Flagstaff (Scripps Broadcasting Holdings LLC) has requested a construction permit to move to a different tower in the same antenna farm. Technical specifications: Ch 24; TL 35° 14' 25" N, 111° 35' 52" W (Mt. Elden); ERP 0.824 kW HP; HAAT 621 m / 2037 ft.
• Live Sports Radio has requested an STA to operate an experimental LPDTV station from January 27-31, 2024 at Wynn Las Vegas Hotel in Las Vegas NV during events related to Super Bowl LVIII. Technical specifications: Ch 3; TL 36° 7' 34" N, 115° 10' 3" W (Wynn Las Vegas Hotel); ERP 0.005 kW H / Unknown V; HAAT -4 m / -13 ft (18 m / 61 ft AGL).
• Live Sports Radio has requested an STA to operate an experimental LPDTV station from February 1-11, 2024 at Allegiant Stadium in Las Vegas NV during events related to Super Bowl LVIII. Technical specifications: Ch 4; TL 36° 5' 27" N, 115° 11' 0" W (Allegiant Stadium); ERP 0.005 kW H / Unknown V; HAAT -5 m / -16 ft (18 m / 61 ft AGL).

Expired, Expiring, Canceled and Dismissed

• The contract between ShopLC and KPHO-TV expired November 30, but there has been no change in programming. The contract may have been renewed but not posted.
• The original construction permit for K16NM-D Salome (Landover 2 LLC) has been canceled by the FCC.
• The original construction permit for K14SL-D Roll (Landover 2 LLC) has been canceled by the FCC.

• KHDF-CD 19.x (19) Las Vegas NV (HC2 Station Group Inc.) - A construction permit to move the broadcast antenna from Arden Peak to the main Black Mountain site, to maximize power, and to change from horizontal polarization to circular, will expire on 12/16.
• KNBX-CD 31.x (14) Las Vegas NV (HC2 Station Group Inc.) - A construction permit to replace the directional broadcast pattern with a non-directional will expire on 12/16.
• K36NE-D 43.x Las Vegas NV (HC2 Station Group Inc.) - A construction permit to move the broadcast antenna from Arden Peat to the main Black Mountain site, to maximize power, and to change from elliptical polarization to circular, will expire on 12/16.
