Arizona TV Station Update - October 2012

As always, questions, additions, comments and corrections welcome.

New licenses

  • K04QP-D Casas Adobes (KVOA Communications, Inc.) has filed to upgrade its license to Class A status. It had sought Class A status as analog station K64BV, but was ineligible due to broadcasting on an out-of-core channel. K04QP-D is the digital companion of K64BV and KVOA is seeking to transfer the Class A application from analog to digital.
  • K45LU-D 5.x Window Rock (The Navajo Nation) has filed for a license to cover its construction permit. Technical specifications: Ch 45; TL 35-40-51 N, 109-3-8 W (Diné College Window Rock); ERP 2.52 kW directional; HAAT -53 m. (21 m. AGL).
  • K16IL-D Kanab UT (Western Kane County Special Service District #1) has filed for a license to cover and to change its programming source from KUPX-TV 16.x Provo to KTTA-LD 42.x Monroe UT, in southern Sevier County. KTTA-LD provides programming local to central and southern Utah. Technical specifications: Ch 16; TL 37-3-35 N, 112-31-12 W; ERP 0.063 kW directional; HAAT 103 m.

Programming changes

  • K25DM Phoenix (Mako Communications) has begun broadcasting in digital. Cubana de Television airs on channel 25.1.
  • KSNV-DT 3.x (2) Las Vegas NV (Southern Nevada Communications) is rumored to be adding Cozi-TV on January 1. It is unknown what the NBC affiliate will do with its other subchannels, if anything. I had sent an e-mail to KPNX asking if NBC would be offering Cozi-TV to affiliates, and if so, if they would be picking it up, but so far, have had no response. The rumor, if true, answers my first question.
  • K47OA-D Washington UT (University of Utah) has begun broadcasting in digital as a repeater of KJZZ-TV 14.x Salt Lake City UT. Didn't expect a university-owned station to air anything other than KUED or KUEN, but those signals are already present in Washington/Santa Clara on university-owned stations.
  • XHILA-TDT 66.x (46) Mexicali BCN (Arnolda Cabada de la O) is multicasting, carrying three subchannels with local programming on 66.1, Cadena Trés network programming on 66.2, and a test pattern on 66.3.

Transactions

  • The FCC has approved the pro forma transfer of KPPX 51.x Tolleson (America 51, L.P.) from Avenue Ion Holdings, L.P. and Trilogy Ion, LLC to BD Ion Media GP Holdings LLC.
  • The FCC has approved the transfer of K25JS-D 4.x St. George UT from Newport Television License LLC to Nexstar Broadcasting, Inc.
  • The FCC has approved the transfer of K28EA-D 4.x Washington UT from Newport Television License LLC to Nexstar Broadcasting, Inc.
  • The FCC has approved the transfer of K09SU-D 4.x Hildale UT from Newport Television License LLC to Nexstar Broadcasting, Inc.
  • The FCC has approved the transfer of KUWB-LD 30.x (22) Bloomington UT from High Plains Broadcasting Company LLC to Nexstar Broadcasting, Inc.
  • The FCC has approved the transfer of K48JF-D 30.x Santa Clara UT from High Plains Broadcasting Company LLC to Nexstar Broadcasting, Inc.

Construction permits and STAs granted

  • DK38LA-D 11.x Overton NV (Moapa Valley Television Maintenance District) requested and was granted an extension of its STA to continue operations. The station had built out its construction permit, but neglected to file for a license to cover, and the FCC canceled the permit. The FCC issued an STA to continue operations as the cancellation was due to a clerical error by the permittee, not failure to construct facilities. A new permit cannot be issued because there is a moratorium on granting new station permits within 75 miles of the reference points of the top 100 TV markets. Overton is within 75 miles of Las Vegas. K38LA-D rebroadcasts KBYU-TV Provo UT.
  • 3-Cities Television Club, Inc. has been granted an STA for a temporary station in Avondale on channel 44, valid through 11/12/2012. Three NASCAR auto racing events are scheduled to be held at Phoenix International Raceway on 11/9-11, and the STA is for a television feed within the confines of the race track that is to operate from 11/6-12. Although the STA requests coverage for a two-mile radius of the track, the last time FanVision was issued an STA for an event at PIR, it was not possible to pick up the signal along the road outside the grandstand. 3-Cities is a subsidiary of FanVision Entertainment. Once again, the STA is issued temporary call sign K44ST-D.

Dismissed, canceled, expiring or expired

  • The FCC has canceled the license of KDLQ-LP 30 St. George UT (MB Broadcasting, Inc.), likely at the applicant's request.
  • The power increase construction permit for K43IB Globe (Arizona Board of Regents for ASU) is set to expire 11/3. As it is an analog CP and K43IB holds a CP to flash cut to digital, it most likely will expire.
  • The construction permit allowing KHMP-LD 18.x Las Vegas NV (Hilltop Church) to move to Arden Peak on Black Mountain is set to expire 11/3.

Programming change

  • KTVP-LD 22.5 Phoenix (Mako Communications, LLC) has disappeared from the Program Map Table altogether.
 
The KTVK M/H feed on KASW is gone. I wonder if it's temporary or permanent?
 
K40AD (KPHO) ceased analog telecasting from Mingus on November 15th
and flashcut to digital, yesterday, November 20th. They are telecasting
KPHO CBS 5 in 1080i H.D. on 5.1 and a weather loop in 480 S.D. on 5.2
Signal strength is somewhat less in my Prescott locale than others broadcasting
from Mingus Mtn.

Yep - was tracking that when I noticed K40AD missing on the 15th. I'm also wondering if the TBN translator on 51 is getting ready to go digital - they were just approved for a displacement flash cut to digital on ch 35. The station was also silent on the 15th, but unlike K40AD, they were still silent Wed. night.

Was wondering if Meredith also flash cut K50HU in Flag, but they didn't - that's still analog.
 
Weather permitting, K50HU Mt Eldon, (KPHO) will flash cut to digital HD in the next couple
of weeks, followed by K09KV, (KPHO) which will flash cut to digital channel 30 before the
end of the year, weather permitting. K51HV (Trinity) has been off air for weeks.... Interesting
they are flashcutting to channel 35, which will displace analog K35FH, also broadcasting
Trinity.
 
I'd be surprised if the two stations on ch 35 displace each other, seeing how they're both low power and nearly 50 miles apart.

I'm also surprised the Meredith hasn't moved to modify the K09KV CP to specify ch. 9. They had been awaiting FCC action on KCFG's petition to move from RF ch. 32 back to RF ch. 9, and requesting to delay buildout on ch. 30 until the KCFG matter was resolved.

The delay request became moot when the FCC extended all flash cut CP expirations out to 9/1/2015.

I thought it was a reasonable assumption that Meredith really wanted to flash cut on ch. 9; there was no reason to delay flash cut on ch. 30, regardless of what KCFG did. Now that KCFG has been deleted, ch. 9 is wide open, and VHF is especially desirable in Prescott now that the US Forest Service placed the 1.2 kW limit on broadcasts from Mt. Francis. With the FCC now allowing VHF LPTV stations to go up to 3 kW in certain cases, 1.2 kW covers much better for a VHF station than for a UHF.

Some of us on Mt. Francis certainly disagree with the actual process by which the ERP limit was imposed...it was noticed to users as part of a Forest Service document which was circulated by email, not widely read, and completely un-commented on by every party at interest. It completely turns existing case law on its head: prior users of the site (exceeding 50 years in some cases) are in effect required to serve the interests of a relative latecomer, Verizon. The TV station lawyers would seem to have plenty to work with if they challenged it.
 
I know I have brought this up before but I wish TBN and Daystar would do something to service Tucson digitally. Daystars analog signal has become almost impossible to pick up. I know it is more than just asking the powers of those two networks involved but does anyone have any contact information that one might write to encourage them to come to Tucson? I hope they aren't thinking that baja Arizona doesn't have any Christians so it isn't worth the trouble. ;D
 
TBN is only operating full-powers. If you have a full power to sell them cheaply, let them know and I'm sure they'll help you out.

Daystar has been waiting on a digital permit for years. No luck yet. I can only assume it's awaiting Mexican concurrence.

Actually, Daystar's the cause of their own delay. When the FCC was taking applications for companion channels for low power stations, they started by accepting proposals on short form applications. For any proposal that was approved, the successful applicant then had to file a complete long form application to formally request a construction permit. Daystar proposed a companion on channel 49, which was approved by the FCC, but Daystar never followed up with the long form application.

TBN shut down both low-power translators in Tucson. They won't be back.
 
Pffffffffffttttttttt!! It is.

It's not listed in the CDBS database as filed by KPCE-LP, as the short form is. That's why I didn't find it - I searched by call sign - and it could be why the FCC never acted on it. However, there's a bigger problem: DTV channel 49 is allotted to Nogales, Sonora, a mere 75 miles south of Mt. Bigelow. There's no way KPCE will ever be granted that application.
