Arizona TV Station Update - September 2009

As always, questions, additions, comments and corrections welcome.

New licenses

  • KUTP-DT 45 (26) Phoenix (Fox Television Stations, Inc.) has been granted a license to cover its 1000 kW post-transition facilities.
  • KEJR-LP 43 Phoenix (Hero Licenseco LLC) has been granted a license to cover its analog antenna's move to a different tower.
  • KTUD-LD 20 Las Vegas NV (Las Vegas TV Partners, Inc.) has filed for a license to cover construction of its companion LPDTV station. The analog station on channel 25 can be seen in Arizona; it is unknown if the digital station can.
  • KLSV-LD 50 Las Vegas NV (Biltmore Broadcsting Las Vegas, Inc.) has filed for a license to cover its flash cut to LPDTV operation. The analog station on channel 50 was seen in Arizona; the digital station should be also, as its signal has greater theoretical coverage.

New programming

  • KTTU 18 (19) Tucson (KTTU-TV, Inc. [Belo]) has begun airing Estrella TV on channel 18.2. The new programming had been announced last May.
  • KTVK 3 (24) Phoenix (KTVK, Inc. [Belo]) has announced that it would begin airing This TV on channel 3.2 sometime this fall.
  • KEJR-LD 40 Phoenix (Hero Licenseco LLC) has added infomercials dubbed into Spanish on channel 40.2. The new programming is an uncut feed from sister station KBEH 63.2 (24) Oxnard CA, including KBEH's top-of-hour station idents, which, if it airs on sister station KMOH 6.2 (19) Kingman, would be unacceptable to the FCC. The ident is fine for KEJR-LD.
  • The on-screen guide artifacts for KAET 8 Phoenix (Arizona Board of Regents for ASU) have returned, using programs 11 and 12, as before. Some televisions show it as channels 8.11 and 8.12, others as 8.5 and 8.6, and still others don't show it at all.

Silent stations

  • K35FH Flagstaff (Jerry Marth) is silent. Is the station preparing to launch its digital signal?

Defunct station

  • KCFG 9 (32) Flagstaff (KM Communications) has likely ceased operations. The station filed for Silent STA back in February, claiming that it went dark on February 2 due to equipment failure. The FCC never approved the Silent STA, and the storefront studio used by KCFG is now shut down, with "For Rent" signs in the window and on the door. If the station truly is defunct, then the FCC will probably delete the call sign by February, after one year has passed since the station went dark, unless KM turns in the license earlier, which is unlikely.

Transactions

  • KPPX 51 Phoenix (America 51, LP [ION Media Networks]) has been granted a status change per its exit from bankruptcy and is no longer classified as Debtor-in-Possession.
  • KPPX 51 Phoenix (America 51, LP [ION Media Networks]) has requested a transfer of control of America 51 from ION Media Networks Liquidating Trust to Media Holdco, LP.
  • KYPO-LP 27 Tacna (Hispanic Christian Community Network, Inc.) has requested to assign its license to Dallas TX-based LMO Christian Media, Inc., along with a half dozen other stations in Texas.

Construction permits granted

  • KAZT-CA 7 (27) Phoenix (KAZT LLC [The Londen Group]) has been granted a displacement construction permit to move from RF channel 27 to RF channel 36.
  • K55DB Prescott (AZ Board of Regents for ASU) has been granted a displacement construction permit to move its analog translator operations from channel 55 to channel 43. Once licensed, the new facility will have the call sign K43LW.
  • K49KI Prescott (Pete E M Warren III) has been granted a construction permit for a new analog station on UHF channel 49. Approved operating parameters: TL 34-42-52 N, 112-31-33 W; ERP 50 kW max/5 kw towards horizon; HAAT 191 m. Although Prescott is specified as the COL, the proposed transmitter location is near Chino Valley, so although the signal is predicted to include all of Prescott, Prescott Valley, Chino Valley and Paulden, much of Prescott could be blocked from the signal due to terrain. The application was filed during the last open application period in August 2000 and has an expiration date of 9/30/2012. It is reasonable to assume that the CP will be converted to specify digital operations before then, if it is built at all. Pete Warren is now deceased, so the CP becomes part of his estate.
  • K44CN Cottonwood (Scripps Howard Broadcasting Company) has been granted a construction permit to flash cut to digital. Approved operating parameters: TL 34-41-12 N, 112-7-0 W; ERP 15 kW avg; HAAT 767 m.
  • K47DJ Prescott (Scripps Howard Broadcasting Company) has been granted a construction permit to flash cut to digital. Approved operating parameters: TL 34-29-25 N, 112-32-0 W; ERP 7.5 kW avg; HAAT 485 m.
  • The FCC has granted construction permits for 20 of Mohave County's 46 digital flash cut applications:

  • KNBX-CA 31 Las Vegas NV (Nevada Channel 6, INC. D-I-P) has been granted a displacement construction permit to move to UHF channel 21 with LPDTV operation. Approved operating parameters: TL 35-56-45 N, 115-2-34 W; ERP 1.5 kW avg; HAAT 557 m.
  • K36FT Santa Clara UT (Brigham Young University) has been granted a construction permit to flash cut to digital. Approved operating parameters: TL 37-9-19 N, 113-52-56 W; ERP 0.225 kW avg; HAAT 1064 m.

Applications filed but not yet approved

  • KGUN 9 Tucson (Journal Broadcast Corporation) has requested a power increase from 10.3 kW to 15 kW in order to help overcome reception problems that they have been experiencing.
  • KPDF-CA 41 Phoenix (Una Vez Mas Phoenix License, Inc.) has requested to flash cut to digital on UHF channel 41. Proposed operating parameters: TL 33-20-0 N, 112-3-45 W; ERP 5 kW avg; HAAT 460 m. The station would retain Class A status.
  • K57BO Globe (KTVK, Inc. [Belo]) has requested to flash cut to digital on UHF channel 14. Proposed operating parameters: TL 33-20-24 N, 110-52-12 W, on Madera Peak; ERP 0.49 kW avg; HAAT 700 m. The station already has a displacement construction permit to build an analog facility on channel 14.
  • K63AE Many Farms (KOAT Hearst-Argyle Television, Inc.) has requested displacement to UHF channel 36 and a change to LPDTV operation. Proposed operating parameters: TL 36-27-30 N, 109-5-37 W; ERP 1 kW avg; HAAT 641 m. The station is currently licensed for operation on UHF channel 34, but never built those facilities. It still operates in analog on UHF channel 63.
  • KWTA-LP 31 Tucson (Venture Technologies Group, LLC) has filed an amendment to its displacement application to change to LPDTV operation on channel 42. The amendment increases the proposed tower height from 66.1 m to 78.9 m.
  • KPVY-LD 45 Prescott (KM Communications) has filed a clarification amendment to its application to move to North Mountain in Phoenix. The amendment shows detail that the new antenna pattern does overlap the old. The overlap is a very small sliver of land, and reinforces my opinion that while this application is technically correct as a minor change due to the coverage overlap, KM is trying to game the system, as so many others have done.
  • Amy Meredith has filed an application to build an LPDTV station to serve Parker on VHF channel 5. Proposed operating parameters: TL 34-18-22 N, 113-9-5 W; ERP 1 kW avg; HAAT -272 m, placing the tower in a nearly uninhabited area near US 93 about five miles south of the Santa Maria River, and explaining the negative HAAT, as the site is completely surrounded by tall mountains. It can be reasonably assumed that the longitude is one degree off, as a longitude of 114-9-5 places the tower at an existing electronics site on a mountain overlooking Parker Dam, giving it an HAAT of 216 m, and serving an area from Parker up to Lake Havasu City. Amy Meredith is co-owner of long-time silent station KBFY-LP 41 Yuma and former owner of K10OS Lake Havasu City, now KBBA-LP.
  • Kolbe Broadcasting has filed an application to build an LPDTV station to serve Quartzsite on VHF channel 6. Proposed operating parameters: TL 33-34-17 N, 114-20-55 W; ERP 0.3 kW avg; HAAT 576 m.
  • Kane County, Utah, has filed an application to build an LPDTV station to serve Kanab UT on UHF channel 16. Proposed operating parameters: TL 37-3-35 N, 112-31-12 W; ERP 63 W avg; HAAT 103 m. The new LPDTV station would rebroadcast ION station KUPX 16 (29) Provo UT.

Special Temporary Authority (STA)

  • KPHE-LP 44 Phoenix (Lotus TV of Phoenix LLC) requested and was granted another six-month extension of its STA to operate analog at 150 kW.
  • KMCC 34 (32) Lauglin NV (Cranston Acquisition LLC) has been granted a six-month extension of its STA to operate KMCC-LD a low-power repeater serving Las Vegas on UHF channel 32.
  • K57JO Laughlin NV (9th Island Broadcasting, Inc.) has been granted a six-month extension of its remain silent authority.
  • K63HJ Laughlin NV (Roger Mills) has been granted a six-month extension of its remain silent authority.
  • K42EZ Santa Clara UT (Larry H Miller Communications) requested and was granted another six-month extension of its STA to operate.

Canceled licenses and permits

  • The construction permit for K50LC-D Phoenix (Mako Communications) has been canceled. It was to be a digital companion station to K25DM Phoenix, but was pre-empted by KFPB-LP's displacement application to move to channel 50. Displacement applications have higher priority.
 
Addition

KPHE-LP 44 Phoenix has been silent for the past few days as well. I'm guessing it's temporary.

40.2 changed their station ID, it now says "KBEH DT 63.2 Los Angeles KBEH-DT Oxnard, KEJR-LD 40.2 Phoenix KMOH-TV 6.2 Kingman"
