"Arsenio" on two stations in Hartford/New Haven?

The new Arsenio talk show runs at 11:30 PM on both WTIC-TV (FOX) channel 61 of Hartford and WCCT-TV (CW) channel 20 of Waterbury/Hartford. I already know that these stations are 'sisters' of one another, but why the double run? The only time the feed is different is during the local commercial spots, with what looks like lesser advertisers on WCCT-TV. :confused:
