Art Sutton could improve two Atlanta signals.

On the surface this could help 96.7 move it's tower north closer to downtown.

This could allow WCNN to move their site farther north and keeping the current night time pattern, covering more of the market. The current 680 site’s land has some value so this is no as expensive as it appears in the surface, even with WRGC getting a “free” upgrade.

I do not know Art, but he seems to be a good station owner, improving his stations and other stations at the same time.

96.7 would also have to contend with 97.1 being a second-adjacent if they moved in that direction.  That might be more of a stymie for what you propose.

The land that the 680 8-tower array is on is large and in a generally valuable location (Peachtree Corners), but may be in a flood plain.  A creek runs through the site and the land across Spalding from the tower site, and that land across Spalding from the tower site isn't developed, either.  There has to be a reason for that.  It also backs up to a wastewater plant.  So, that land may not be as valuable as one might think.

A cheaper upgrade would be to change the pattern to get rid of some of the NE null.
 
Has WCNN’s transmitter site ever flooded? If it has not then this site is likely out of the 100 year flood plane and is insurable then buildable. I honestly do not remember. The US Geological Survey has the info, but I do not know if it is on line.
On 96.7 jabba 17 you are correct, I did forget about 97.1. Looking at the last ratings I am not the only one. I wonder if 96.7 could increase power or height from the same location?

I just checked it out on http://map.georgiadfirm.com/ . It is indeed in a 100-year floodplain, current as of 12/2010.
 
Actually, that isn't a great problem. Simply build the transmitter house upon stilts or a mound. KSUD in West Memphis was down by the river in the bottoms,on nine foot stilts to clear the flood level. Worked fine.

It's not a problem unless they want to move and sell the land for big bucks, as the OP mentioned.
