Art Sutton Sells 870 WGHC (CP)

According to today's All-Access, Sutton Radiocasting has sold 5000-watt daytimer 870 WGHC to Family First for $500,000. The seller will retain the WGHC calls.

I wonder if the station (contstruction permit) has already been built or if Family First will have to do it. I believe Mr. Sutton is retaining the WGHC calls for when 1370 goes dark in Clayton (GA) and "moves" to 1400. I am also guessing that with this CP to change city-of-license that 1370 in Clayton must be off the air before 870 Mount Holly can go on the air?
