No, it's strictly anectotal, but also based on which team's been bumped in the past. If ASU played football, the D'backs got bumped. Same went with the Cards last year other than preseason games, which were carried strictly on 860. If the D'backs were in the post-season and the Suns were playing a pre-season game at the same time, the Suns ended up on 860. In March, the D'backs get bumped like they did two days ago.
And have TMISU indeed stated that Snooze 92/3 is the spill frequency for conflicts/overlaps? This would tend to put them in a lie as far as their promos go (as you pointed out above) which led us all to believe the important news of the day--and the even more important musings of McBland ;D--would not be compromised
by sports PBP.
I didn't listen to the game, but KTAR did say that the D'backs would be on 92.3 on Sunday. We'll see if or how long that continues now that the Suns are headed to the playoffs and the D'backs' regular season is starting.
I had thought the pecking order was always:

2. D'Backs
3. Cards then ASU or vice-versa
The reasoning behind this is that the Suns and D'Backs have been on KT'R for a number of years, from when Jerry called the shots and no doubt had something written into the contracts. That said, how would a "Bidwill-come-lately" unseat the incumbents and go to the head of the line? Wasn't ASU even on board before
the outfit masquerading as an NFL team signed up with Sports Parking Lot/Siberia 620/860?
Jerry Colangelo's no longer part of the Phoenix sports scene, except as the figurehead "Chairman of the Board" of the Suns. His day as the 800-pound gorilla of Phoenix sports is over. Ken Kendrick (D'backs) & Robert Sarver (Suns) don't have the pull that Jerry had over KTAR.
The Bidwills have much more clout than most people realize - hard to believe considering their total ineptitude in running a football team. They've been known to break broadcast contracts if they don't like what's going out over the air, including their previous deal with TMISU when they owned AM 740 & FM 96.9, moving to KDUS.
Also, he's not listed in the company roster, but morning man Ron Wolfley has a part-time role with the team - he's mentioned it but I forget exactly what it is. If that's not a conflict of interest, I don't know what is, but it gives me the impression that the Cards are top priority on KTAR. The only way I see the Cards get bounced to 92.3 or elsewhere would be if their game conflicts with the baseball playoffs or World Series and the D'backs are playing.
Like I said, all I'm saying here is anecdotal, and this season will tell. KTAR has too many team committments to not keep 860 going if they're serious about keeping sports off of 92.3 (their actions so far are saying otherwise). Between now and August, they have to find room for the D'backs, Suns, Mercury, & Rattlers - so many teams, so few frequencies to put them on.
