ATSC 3.0 on five Baltimore stations

In Baltimore (DMA #28), WNUV/channel 54 (CW) is the market's "lighthouse station" for the ATSC 3.0 broadcast standard. WNUV broadcasts on RF 25.3 on ATSC 1.0 and 25.5007 on ATSC 3.0. Four other stations have been mandated by FCC rules to simulcast on WNUV's subchannel tier to preserve service on ATSC 1.0 receivers. The other stations using ATSC 3.0 under WNUV's host are as follows:
WMAR/channel 2 (ABC, RF 25.5004 on ATSC 3.0, 27.3 on ATSC 1.0)
WBAL/channel 11 (NBC, RF 25.5003 on ATSC 3.0, 12.3 on ATSC 1.0)
WMPT/channel 22 (PBS, RF 25.5006 on ATSC 3.0, 31 on ATSC 1.0; Annapolis city of license)
WBFF/channel 45 (Fox, RF 25.5002 on ATSC 3.0, 26.3 on ATSC 1.0)
WNUV's subchannels--Antenna TV, Comet and Stadium-- have relocated their RF transmissions to WMAR and WBAL's tiers while retaining 54.x as their displays. WNUV retransmits their RF signal on the fourth subchannels of WMPT and WMPB/channel 67 (PBS).
 
Is the purpose of calling the ATSC 3.0 channels . . . 25.5002,. 25003 ,etc. to make them be different as ATSC channels ,instead of simply calling them 25.1,25.2.etc. ? On Channel 25 are there only ATSC 3.0 signals now ?

There are a few markets broadcasting ATSC 3.0 using xx.2, xx.3, etc. Not sure why they're using xx.5002, etc. in markets like Baltimore, but that's what's listed on their tables on rabbitears.info.

The HD HomeRun 4K maps the ATSC 3.0 channels as 1XX.X to prevent confusion from the ATSC 1.0 stations. So, in Phoenix for example, 103.1 is the ATSC 3 simulcast of 3.1, 105.1/5.1, etc. The mapping is similar to PSIP for ATSC 1.0.
