4. Before bidding on any channel, an engineering study should be done. Some of these channels were assigned years ago, the channel may no longer be feasible. For example, the "fully spaced" coordinates may be in a national forest, or located in an inaccessible area. The original proponent of the channel may have planned to use a short-spaced site with contour protection. However, that site may no longer available, or subsequent upgrades or site moves by other stations may prevent the use of that site.
5. THEN the market needs to be evaluated. Most of these channels are in markets that suffer from too many stations, or too few people. Or both.
