Audacy Exclusive Stations

Audacy is promotinig "exclusive" music stations on their app. Given the increased royalty cost of internet broadcasting, does anyone know if these stations are being broadcast on an HD2 or HD3 somewhere in the country to avoid paying the higher fees?

The fee for SoundExchange is not affected by the broadcast on FM or HD. There is a small discount on the publishing royalty.
