Audio Peaks Limited to -6 dBfs in Audition

Fired up an older Windows 7 machine today with AA 3.0 on it. Audio peaks went into clipping at -06. I ran into that before but not in the last two or three years. I remember it being a problem before and I have forgotten the fix.

Does it have something to do with switching back and forth between mono and stereo? I'm working in Waveform, not Multitrack.

(OOOOOhh! I had forgotten how comfortable I was with the old screen layout. Kind of like coming across a '32 Ford roadster at a car show.)
 
Feeding analog in?
Clipping might be the sound card input. Crank the windowz mixer Line in up and what you're feeding it down.
 
I am using an external analog-to-digital (USB) device. Plug it in the big machine with AA-CC and audio can go full-scale just fine. Plug the same device with same settings in the little (old) machine and sometimes full scale, sometimes clips at -6.0. Somewhere there is a setting that controls this. I just forget for now what the combination is. Plug the A/D USB in either machine using other software (Total Recorder by High Criteria and get full-scale recordings.
