Probably because the demos are good. Take a look around the country. Entercom has a bunch of low-rated CHRs. WODS in Boston. KAMP in LA. They all show up around the same place in the 6+ ratings. What you don't see is where the station is in the context of the rest of the cluster.
I don’t think there’s a “dares” element. If there’s not a vulnerability your data shows you could successfully exploit that would more than offset what you lose by changing TDY, then you don’t do it. They (pre Entercom) had WYSP. It had become a lost cause.
So they didn't do it the way you'd prefer, ergo it wasn't really a thing. Gotcha.

The ratings prove the execution was poor. (To your credit, you correctly acknowledge it was a "lost cause.") WMGK and WMMR wiped the floor clean with them. Also, 94.5 The Hawk was still around, which generally pulled 1.0 to 1.5 shares out of the Philly market.
CBS's rock format chops were terrible, even prior to Stern's departure. 93.7 in Pittsburgh, 93.7 in Sacramento, 92.9 in Buffalo, WBCN in Boston were all stations with terrible ratings in music dayparts - even when Stern was still with the company. They also allowed 99.1 WHFS in Washington/Baltimore to rot. The relaunches of K-Rock in New York and WYSP in Philly after "Free FM" were disasters. Kevin Weatherly (sp?) was a terrible choice for format captain; he only knows how to program to west coast audiences.
Frankly, WYSP was probably doomed the instant CBS decided to install the Don & Mike show in middays at WYSP. "Hey, let's call ourselves a Rock station and play nothing but talk programming for thirteen hours each weekday!"
I think Entercom is much more capable at programming Rock and Classic Rock than the CBS Radio brain trust during that era.
At some point within the next five years - Newsradio KYW will likely show up at 96.5 MHz. AM usage will only continued to decline with time, and I think we're going to start see more car makers remove the AM band from the dash.

Not unlike MTV, which called itself Music TV but ran reality shows most of the day.
