Back at getting Houston again well.. sort of

I'm back kind of DX'n to Houston, but I have a problem at picking up KBXX because of KLTO, is there anything I can do about that? Looks like KLTO aught to be moved farther to the west, I dont see how they got to be that close to KBXX. Would it do any good if I complained to the FCC about that?
