Many stations are playing Whitney Houston songs back to back all day today. I thought radio stations weren't allowed to play more than a certain number of songs by the same artist in an hour.
 
I think you're referring to an aspect of the Digital Millenium Copyright Act, which limits the number of songs by a single artist that can be played online. That rule was to prevent people from recording music from digital media. Operators can request a waiver from that rule from the artist or a representative (label). That's what stations did for Michael Jackson. The request usually takes time, which may be why stations didn't start this last night.

This rule doesn't apply to OTA radio, but since most OTA also stream online, they need to be aware of the online laws.

Or simply [1] to ignore the law, [2] prepare (if necessary) to ask forgiveness rather than permission, and [3] to know -- strength in numbers -- that plenty of other stations are doing the same thing.

Really? Some lawmaker actually thought the public would want to record their favorite artists in full-blown 32-bit stereo?

I now this is rhetorical but.....do these jerkwaters actually think before putting pen to paper?

You have to put this in the context of the time when it was written. If you read the entire law, it's like a trip back into the 90s.
 
How come I can stream an entire album on Spotify or Grooveshark, but a radio station can't play an entire album? Is it because those companies have a special license that allows that?

HAHA, landtuna you must be a young'un! Back in my day we recorded our favorite songs off the AM radio onto a cassette! And not necessarily hard wired, how about the cheap ceramic mic hanging in front of the AM radio speaker.
