ballads on rhythmic?

What's going on here? I thought rhythmic was supposed to be an upbeat format, so why is Rihanna's Stay and When I Was Your Man by Bruno Mars making it onto rhythmic?
 
Probably because they are by Rihanna and Bruno Mars. Two of the format's core artists at this time. It may also be done for a change of pace in between the more uptempo stuff.
 
Rhythmics have been playing ballad's for years nothing new. Look at the wiki Rhythmic charts from the 90's til now

Rhythmic stations embraced R&B slow jams for some time, dating back to the 1990s. Currently, many of them have moved away from that for half a decade now, even cancelling their speciality shows after 10 pm. The syndicated R-Dub program on "Sunday Nites" is the saving grace, but too bad R-Dub has NEVER been popular with pure urban audiences unlike Keith Sweat or Kevin Slow Jammin James. Otherwise whatever smooth song indeed crossed over has a home on rhythmic AC.
 
Yes. I've also heard Rythmic stations being referred to as CHR-bans.
